{"id":402878,"date":"2025-09-06T14:42:13","date_gmt":"2025-09-06T14:42:13","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/402878\/"},"modified":"2025-09-06T14:42:13","modified_gmt":"2025-09-06T14:42:13","slug":"doubts-grow-that-planned-state-elective-hospitals-will-be-built-before-2030s-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/402878\/","title":{"rendered":"Doubts grow that planned State elective hospitals will be built before 2030s \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">There are growing doubts about whether long-planned new State <a href=\"https:\/\/www.irishtimes.com\/tags\/hospitals\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hospitals\/\">hospitals<\/a> designed to provide care exclusively for elective or non-urgent patients will now be built before the 2030s. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Minister for Health <a href=\"https:\/\/www.irishtimes.com\/tags\/jennifer-carroll-macneill\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jennifer-carroll-macneill\/\">Jennifer Carroll MacNeill<\/a> told Minister for Public Expenditure <a href=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\">Jack Chambers<\/a> in a submission on the revised <a href=\"https:\/\/www.irishtimes.com\/tags\/national-development-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/national-development-plan\/\">National Development Plan<\/a> in late May that the Government\u2019s priorities for healthcare included building four new elective-only hospitals. <\/p>\n<p class=\"c-paragraph paywall \">These were earmarked for two sites in Dublin and one in Cork and Galway. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">However, the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-health\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-health\/\">Department of Health<\/a> said on Thursday that the <a href=\"https:\/\/www.irishtimes.com\/tags\/health-service-executive-hse\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/health-service-executive-hse\/\">HSE<\/a>\u2019s priority now was the design and planning of these facilities which have been under discussion for about seven years. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The department  said it and the HSE were \u201calso focused on the delivery of the network of surgical hubs around the country\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The Opposition has contended that the Minister did not secure sufficient funding in the \u20ac9.25 billion allocation to health under the revised National Development Plan to pay for all the projects under consideration in the health sector, including the elective hospitals.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Sinn F\u00e9in health spokesman David  Cullinane said there was \u201cno chance\u201d that all of the projects identified as priorities for the health service could be delivered within the level of funding provided under the revised National Development Plan.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">He said he understood  the cost of all the capital projects that had been under consideration by the department  was in the region of \u20ac15 billion but that the Minister had secured about \u20ac9.25 billion.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/health\/2024\/05\/06\/just-how-unsafe-are-emergency-departments-in-irish-hospitals\/\" rel=\"noreferrer noopener\" target=\"_blank\">Just how unsafe are emergency departments in Irish hospitals?Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Mr Cullinane said the development of elective hospitals represented a key reform in the health sector as they would seek to separate what is known as scheduled care from unscheduled care. He said at present hospitals regularly had to cancel planned procedures for elective patients due to a surge in admissions from the emergency department. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">He said he understood the development of these planned elective hospitals would be \u201cdelayed significantly\u201d and  at best they would go through the planning and design stages over the next five years. He said the sole reason for this was the necessary funding had not been made available.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Asked by The Irish Times whether it was envisaged that construction or commissioning of the planned new elective facilities would take place before 2030 \u2013 in the lifetime of the revised programme for government \u2013 the department  said: \u201cThe HSE\u2019s immediate priority is to progress the planning and design of the new elective treatment centres. Pending the outcome of those processes it would be premature to speculate on the timing of subsequent phases.\u201d<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The development of elective hospitals was a recommendation of the 2017 cross-party Sl\u00e1intecare report.
