The approach combined with education programmes through the Violence Reduction Unit resulted in significant <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailyrecord.co.uk\/all-about\/knife-crime\" target=\"_blank\" aria-label=\"decreases in stabbingLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">decreases in stabbing<\/a> and was lauded a huge success.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">But in the middle of a terrifying wave of <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailyrecord.co.uk\/news\/uk-world-news\/teen-murderer-who-stabbed-boy-35845188\" target=\"_blank\" aria-label=\"youth knife crimeLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">youth knife crime<\/a> a Sunday Mail investigation has found the zero tolerance strategy has been cast aside in the face of overcrowded prisons and criminal justice budget cuts.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u25cfSince 2022 only a third of <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailyrecord.co.uk\/news\/scottish-news\/first-pic-man-who-died-35833734\" target=\"_blank\" aria-label=\"knife possession chargesLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">knife possession charges<\/a> and less than a fifth of offensive weapons charges have been handled by senior courts.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u25cfThousands of cases were dropped, diverted from prosecution or handled in low-level courts with more lenient sentences.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u25cfThe number of offenders getting jail time has also plummeted by a third in a decade.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u25cfIn the last three years alone 915 cases of children caught with knives or other offensive weapons have been referred to the children\u2019s reporter.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u25cfJust eight people have been handed the maximum prison term for offences in the last 10 years.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The deaths of Amen Teklay, 15 \u2013 who was<a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailyrecord.co.uk\/news\/scottish-news\/screaming-barking-heard-inside-blood-35833409\" target=\"_blank\" aria-label=\" killed in Maryhill in GlasgowLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\"> killed in Maryhill in Glasgow<\/a> in March \u2013 and weeks later, 16-year-old Kayden Moy, who died following a \u00addisturbance at Irvine beach in Ayrshire, have brought Scotland\u2019s tragic new knife crime problem into sharp focus.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Campaigners and politicians have now demanded the Scottish Government and Crown Office live up to previous pledges and take tougher action on those caught with weapons.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/282723542_529195261994779_5093428576261111007_nJPG.jpg\" loading=\"lazy\"  \/>(Image: UGC)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Kellyann Berry, whose 15-year-old son <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailyrecord.co.uk\/news\/scottish-news\/man-dies-edinburgh-street-police-35832875\" target=\"_blank\" aria-label=\"Sean Ford died Link opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Sean Ford died <\/a>after being stabbed in the neck with \u00adscissors, said: \u201cWhat happened to \u2018zero tolerance\u2019? It\u2019s disgusting. They \u00addefinitely need to take this more seriously as it looks like people are getting away with very little punishment.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cIf you don\u2019t take a tough stance when people are caught carrying knives and weapons they think they can get away with it. It doesn\u2019t deter them at all. It doesn\u2019t stop the problem of people carrying knives around.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cNow there\u2019s young kids going about on social media s<a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailyrecord.co.uk\/news\/scottish-news\/knife-thug-stabbed-two-men-35815029\" target=\"_blank\" aria-label=\"howing off knivesLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">howing off knives<\/a> and stuff, it\u2019s terrifying.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Connor McMath, 20, attacked Sean at a flat in Wishaw on March 7, 2020. In 2021, McMath was handed a life sentence with a minimum term of 15 years at the High Court in Glasgow for his murder.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Mum-of-four Kellyann, 40, said her son\u2019s killer had been seen with a knife just days before Sean\u2019s murder and is furious that possession cases are not being dealt with more seriously.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Kellyann now talks to her three surviving sons, who are aged between six and 20, about the dangers of carrying knives. She said: \u201cThey know what can happen, they know what happened to their brother.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI\u2019m glad to say they wouldn\u2019t ever associate with anyone who was carrying a knife and they\u2019d tell their pals not to do it. But it shouldn\u2019t take a murder for kids to know the real dangers of these things.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Her calls come more than decade after former Lord Advocate Frank Mulholland vowed to take a zero tolerance approach to knife crime.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It was under his new guidelines in 2012 that warnings were issued that anyone caught with a knife would be prosecuted in front of a sheriff and jury and face up to four years in jail.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/0_Memorial-Service-Held-In-Tribute-To-Scotlands-Former-First-Minister-Alex-Salmond.jpg\" alt=\"Former Justice Secretary Kenny MacAskill\" loading=\"lazy\"  \/>Former Justice Secretary Kenny MacAskill(Image: Getty Images)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Then-justice secretary Kenny MacAskill extended the maximum sentence to five years for possession.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In 2004 there were 137 homicides in Scotland with 40 cases in Glasgow alone. However by 2016 the number had more than halved to 62. But in the last three years alone just a third of the 10,871 cases of knife possession reported to prosecutors have gone before a sheriff and jury.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Hundreds of offenders have been diverted from prosecution \u2013 where they are referred to council social workers \u2013 and 501 cases of knife possession have been referred to the children\u2019s reporter.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">For those carrying offensive weapons, just 18 percent of the 10,956 charges reported to prosecutors were dealt with by a sheriff and jury.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">A quarter of cases were either diverted from prosecution, referred to the children\u2019s reporter, or offenders were issued a warning.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The remaining approximately 6000 cases were either not prosecuted or heard in lower-level courts where there is a maximum sentence of a year and jail time is increasingly rare.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">MacAskill, said: \u201cThere have been recent knife tragedies and shocking social media posts showing children flaunting them.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWhile the situation isn\u2019t as grim as a decade ago we can\u2019t sleepwalk into a crisis.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe do need to take action to avoid ending up with the knife pandemic we once faced. Learning lessons from the past is vital. Tough sentencing is part of it, which is why \u00adlegislation was changed.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">MacAskill said previous evidence showed the majority of people who were carrying knives did so out of fear, and said: \u201cSome were doing so through bravado and only a small number through evil intent. Separating the stupid or misguided from the \u00admalevolent is essential.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cNo knife carrying can be tolerated but the tough sent-ences must be for the latter not the former. Education and diversion are required as is the knowledge that they\u2019ll be caught, which is why targeted stop and search still has a role.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Scottish Tory shadow justice secretary Liam Kerr MSP said the SNP had abandoned its pledge.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">He added: \u201cThere was a very high-profile and clear pledge on knife-crime, and that pledge has been totally neglected by the SNP.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cTwo youngsters have been stabbed to death in recent months, amid a spate of violent attacks, so this complacency is unacceptable and sends completely the wrong message to offenders.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cInstead of continually pushing their soft-touch justice agenda, SNP ministers must ensure those carrying deadly weapons are dealt with and punished appropriately.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Scottish Labour\u2019s Justice \u00adspokesperson Pauline McNeill said: \u201cViolent crime is on the rise in \u00adScotland and we cannot afford to downplay the threat of knife crime.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cOver a decade has passed since the Lord Advocate called for tougher penalties for knife crime but these worrying figures appear to suggest little has changed.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThe SNP must ensure our justice system is \u00adequipped to prevent and \u00adprosecute knife crime appropriately so we can keep our communities safe.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The Crown Office and Procurator Fiscal Service said: \u201cCOPFS recognises the impact knife crime has on communities.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cScotland\u2019s independent prosecutors consider each report on its own facts and circumstances before deciding on the most appropriate action.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cSentencing for any crime is a matter for the courts.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">A Scottish Government spokeswoman said: \u201cThe Scottish Gov-ernment increased the maximum penalties for knife possession and handling offensive weapons in 2016 from four to five years.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe remain focused on tackling the issue of violence and have made it clear no one should carrying a weapon at any time in any place.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWhile of little comfort to any victims, knife crime has fallen significantly over the past 15 years with a 69 per cent decrease in emergency hospital admissions due to assault with a sharp object between 2008-09 and 2023-24.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cHowever no incidence of knife crime is acceptable and this Government remains resolute in our determination to tackle
