{"id":40738,"date":"2025-04-22T09:41:16","date_gmt":"2025-04-22T09:41:16","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/40738\/"},"modified":"2025-04-22T09:41:16","modified_gmt":"2025-04-22T09:41:16","slug":"marks-spencer-officially-submits-plans-for-former-house-of-fraser-store-in-cabot-circus","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/40738\/","title":{"rendered":"Marks &#038; Spencer officially submits plans for former House of Fraser store in Cabot Circus"},"content":{"rendered":"<p>This week&#8217;s most notable planning applications to Bristol City Council<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/0_TCBR020724MandSBRI.jpg\" alt=\"An artist impression of what the new M&amp;S store will look like in Cabot Circus\" loading=\"eager\"  \/>An artist impression of what the new M&amp;S store will look like in Cabot Circus(Image: M&amp;S)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Changes could soon be made to the former House of Fraser store in Cabot Circus where Marks &amp; Spencer is moving in this autumn under new plans recently submitted.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Each week <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/bristol-city-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Bristol City Council<\/a> receives dozens of planning applications seeking permission for a whole range of developments.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Over the past seven days, those applications also included urgent repairs to walls at an independent school and the conversion of an ex-Labour Party branch headquarters to flats.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Here\u2019s this week\u2019s round-up of notable planning applications submitted to the council.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Every week dozens are validated by the local authority and we have selected some of the more interesting proposals.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">All planning applications submitted to the council have to be validated and are available for inspection by the public.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Sign up to receive daily news updates and breaking news alerts straight to your inbox for free <\/strong><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/bit.ly\/3r1T6AI\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"><strong class=\"Strong_strong__e2x35\">here<\/strong><\/a><strong class=\"Strong_strong__e2x35\">.<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Anyone is also allowed to submit comments about the applications \u2014 whether in support or objection.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The majority of applications are decided by planning officers at the council under delegated powers.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">However, some will go before elected councillors who sit on planning committees. No dates have been set for when the planning applications below will be determined.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">They can be viewed by going to the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/pa.bristol.gov.uk\/online-applications\/search.do?action=simple\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">planning portal<\/a> on Bristol City Council\u2019s website.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">M&amp;S moving back to Bristol city centre<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Marks &amp; Spencer has <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/pa.bristol.gov.uk\/online-applications\/applicationDetails.do?activeTab=documents&amp;keyVal=SUEN3RDNIPC00\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">submitted plans for external changes<\/a> to the former House of Fraser store in Cabot Circus.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The high street retailer wants permission to put its branding on the three-storey anchor store and change some entrances and fire exits.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Last July, M&amp;S announced it would return to the city centre after closing its Broadmead outlet in January 2022 after 70 years.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The company is investing \u00a321million to transform the huge unit, including a large cafe and grocery supermarket, along with clothing and home goods.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">House of Fraser was open for 16 years before shutting in August 2024.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In planning documents, M&amp;S\u2019s agents said: \u201cThe proposed alterations are required to support M&amp;S\u2019s significant investment in Bristol\u2019s city centre and occupation of Cabot Circus\u2019s anchor store.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe proposed external alterations will enhance the appearance of the store and support the occupation of the key anchor store within Cabot Circus, enhancing the primary shopping centre and wider city centre.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe proposed development will create an attractive new shopfront for customers.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The plans include replacing some swing-door customer entrances with automatic doors and closing the secondary entrance on the first floor.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">QEH wall repairs<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Urgent <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/pa.bristol.gov.uk\/online-applications\/applicationDetails.do?activeTab=documents&amp;keyVal=SU4X3KDNIIQ00\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">repairs are needed<\/a> to boundary and retaining walls at Queen Elizabeth\u2019s Hospital (QEH) private boys\u2019 school in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/clifton\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Clifton<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The school is seeking consent for the works at the Grade II-listed building in Berkeley Place.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In planning documents, architects said: \u201cThe existing boundary and retaining walls present a health and safety risk and have been identified as requiring urgent attention following an inspection by a structural engineer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe proposed works will not affect the ongoing use of the main school buildings and will ensure they are safeguarded, and the heritage asset retained for future generations.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe proposed works are sympathetic and pose little harm to the protected architectural and historic character of Queen Elizabeth\u2019s Hospital.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The boundary walls were built between 1803 and 1828 and the retaining walls on the school grounds from 1844 to 1847.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Former Labour HQ to flats<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The former <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/bedminster\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Bedminster<\/a> and Southville <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/labour-party\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour<\/a> Party headquarters <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/pa.bristol.gov.uk\/online-applications\/applicationDetails.do?activeTab=documents&amp;keyVal=SUFPXSDNIPQ00\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">could be converted into flats<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The two-storey building in Chessel Street, on the corner of Ruby Street, Bedminster, would be turned into a pair of two-bedroom apartments, one on each floor.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Developers are asking if prior approval is required for a change of use from offices to
