The U.S. administration is embracing an \u201cAmerica First\u201d agenda and using tariffs as a foreign policy battering ram. This year, however, marked a significant shift, with member states, led by China, touting economic competition as the primary path to challenging U.S.-centric post-World War Two arrangements. The Chinese leader promised to <a href=\"https:\/\/apnews.com\/article\/china-sco-putin-modi-xi-summit-95f1421de601960a9c569933862a09a0\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/apnews.com\/article\/china-sco-putin-modi-xi-summit-95f1421de601960a9c569933862a09a0\" aria-label=\"open the Chinese BeiDou global navigation system t\">open the Chinese BeiDou global navigation system t<\/a>o SCO members to compete with GPS. More importantly, Xi announced the launch of the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-09-01\/china-led-bloc-agrees-to-set-up-development-bank-in-win-for-xi\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.bloomberg.com\/news\/articles\/2025-09-01\/china-led-bloc-agrees-to-set-up-development-bank-in-win-for-xi\" aria-label=\"SCO Development Bank\">SCO Development Bank<\/a>, a China-backed initiative aimed at funding infrastructure in Eurasia. This project was long in the works \u2014 Moscow had blocked it, clinging to the idea that the region is its backyard.<\/p>\n<p>Now Moscow has reversed its position, embracing Beijing\u2019s initiative. This is the latest in a long line of Kremlin concessions in the increasingly one-way Sino-Russian relationship. Russia needs China more than China needs Russia. Both parties are aware of this, and Beijing is eager to deepen Russia\u2019s strategic dependence. Arms supplies and energy deals Moscow was pushing for earlier might have put Russia in a position to win against Ukraine soon after its 2022 invasion decisively but were deliberately delayed by China. Instead, Xi let Moscow bleed so Beijing could secure a better negotiating position. This dynamic is at play in every sphere of Sino-Russian cooperation. It is most obvious now in energy. Russia used the summit to tout progress on its flagship Power of Siberia 2 gas pipeline to China. However, reading between the lines, it is clear this deal is yet another sign of Beijing\u2019s ascendancy.<\/p>\n<p>The Power of Siberia 2 Pipeline and Russian Strategy<\/p>\n<p>The energy deals announced around the SCO summit revealed the real price of Russia\u2019s pivot East. Just before the meeting, Gazprom <a href=\"https:\/\/tass.com\/economy\/2007479#:~:text=The%20memorandum%20of%20cooperation%20between,Gazprom%20said\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/tass.com\/economy\/2007479#:~:text=The%20memorandum%20of%20cooperation%20between,Gazprom%20said\" aria-label=\"signed a memorandum\">signed a memorandum<\/a> with Mongolia confirming Ulaanbaatar\u2019s role as a transit country for the PoS-2. Days later, Gazprom\u2019s long-serving CEO Alexey Miller unveiled a \u201clegally binding memorandum\u201d with China\u2019s CNPC to build the pipeline. The PoS-2 will deliver <a href=\"https:\/\/tass.ru\/ekonomika\/24973725\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/tass.ru\/ekonomika\/24973725\" aria-label=\"50 billion cubic meters\">50 billion cubic meters<\/a> of gas annually from Western Siberia to northern China via Mongolia. Together with the expansion of the Power of Siberia 1 (from 38 to 44 bcm) and the smaller Far Eastern route (to 12 bcm by 2027), Russia\u2019s annual gas flows to China <a href=\"https:\/\/tass.ru\/info\/24932661\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/tass.ru\/info\/24932661\" aria-label=\"could approach 100 bcm\">could approach 100 bcm<\/a>, totaling <a href=\"https:\/\/www.bruegel.org\/analysis\/europe-urgently-needs-common-strategy-russian-gas\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.bruegel.org\/analysis\/europe-urgently-needs-common-strategy-russian-gas\" aria-label=\"roughly two-thirds\">roughly two-thirds<\/a> of its former European export volumes. But there is a catch, and it is not to Russia\u2019s advantage.<\/p>\n<p>By transporting gas from fields in Western Siberia through Power of Siberia 2 while expanding Power of Siberia 1 and the Far-East Route, Moscow can replace a large portion of shipments that originally went to Europe.<\/p>\n<p>S&amp;P Global Commodity Insights<\/p>\n<p>The Siberian pipelines are more than infrastructure. They are a lifeline for a country that has been cut off from its largest energy market. Sanctions and European gas supply diversification are <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1131\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1131\" aria-label=\"bringing\">bringing<\/a> Russia\u2019s European gas trade down to a fraction of its previous volume. The PoS-2 enables Russia to <a href=\"https:\/\/www.cnbc.com\/2025\/09\/02\/power-of-siberia-2-russia-signs-new-gas-pipeline-deal-with-china.html?msockid=0c1b788f19e3603a13026c8f18ca6101\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.cnbc.com\/2025\/09\/02\/power-of-siberia-2-russia-signs-new-gas-pipeline-deal-with-china.html?msockid=0c1b788f19e3603a13026c8f18ca6101\" aria-label=\"repurpose\">repurpose<\/a> West Siberian gas once destined for Europe. Politically, the deal signals that Moscow has abandoned hope of a reset with the West. Konstantin Kosachev, Deputy Chair of the Russian Federation Council and chair of the Council\u2019s Foreign Affairs Committee, <a href=\"https:\/\/tass.ru\/politika\/24960585\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/tass.ru\/politika\/24960585\" aria-label=\"put it\">put it<\/a> bluntly: \u201cThe Western direction has been recognized as unpromising, and Moscow no longer expects any sobering-up in Europe.\u201d Russia may also be walking away from its 300-year-old engagement with the West, which started when Tsar Peter the Great famously \u201cbroke the window\u201d to Europe by defeating the Swedish Empire and signing the Treaty of Nystadt in 1721.<\/p>\n<p>For Russian President Vladimir Putin, who first proposed a western-route pipeline to China in 2006, the PoS-2 is a personal project long delayed by economics. Talks stalled in 2008 when Gazprom and Beijing <a href=\"https:\/\/novayagazeta.eu\/articles\/2024\/07\/01\/a-two-pipe-problem-en\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/novayagazeta.eu\/articles\/2024\/07\/01\/a-two-pipe-problem-en\" aria-label=\"failed to agree\">failed to agree<\/a> on mutually acceptable terms. Instead, Russia <a href=\"https:\/\/tass.ru\/info\/24932661\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/tass.ru\/info\/24932661\" aria-label=\"built PoS-1\">built PoS-1<\/a> after annexing the Crimea in 2014, and began shipping gas to China in 2019. Since 2022, Russia <a href=\"https:\/\/www.reuters.com\/business\/energy\/does-china-need-more-russian-gas-via-power-of-siberia-2-pipeline-2022-09-15\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/business\/energy\/does-china-need-more-russian-gas-via-power-of-siberia-2-pipeline-2022-09-15\/\" aria-label=\"repeatedly urged China\">repeatedly urged China<\/a> to act quickly to save its economy from inevitable privations stemming from the collapse of its Western market. China, for its part, has repeatedly demurred, preferring to extract more concessions from Moscow instead. The new PoS-2 agreement does revive Putin\u2019s earlier vision, but now out of necessity rather than choice.<\/p>\n<p>Russia Bears the Costs as Beijing Benefits<\/p>\n<p>Analysts estimate the PoS-2 <a href=\"https:\/\/news.online.ua\/en\/china-refused-to-invest-in-a-new-russian-gas-pipeline-896763\/#:~:text=Points%20of%20attention\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/news.online.ua\/en\/china-refused-to-invest-in-a-new-russian-gas-pipeline-896763\/#:~:text=Points%20of%20attention\" aria-label=\"will cost\">will cost<\/a> approximately $25 billion to construct. Keen to demonstrate momentum, Gazprom <a href=\"https:\/\/lenta.ru\/news\/2025\/09\/08\/uzhe\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/lenta.ru\/news\/2025\/09\/08\/uzhe\/\" aria-label=\"has already started building\">has already started building<\/a> a 410-kilometer stretch, awarded in a 2023 tender worth <a href=\"https:\/\/fc-union.com\/tenders\/pir-po-obektu-sistema-magistralnyh-gazoprovodov-vostochnaya-sistema-gazosnabzheniya-uchastki-ks-aganskaya-ks-volodino-ks-volodino-irkutsk-irkutsk-belogorsk-do-naushki\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/fc-union.com\/tenders\/pir-po-obektu-sistema-magistralnyh-gazoprovodov-vostochnaya-sistema-gazosnabzheniya-uchastki-ks-aganskaya-ks-volodino-ks-volodino-irkutsk-irkutsk-belogorsk-do-naushki\/\" aria-label=\"11.9 billion rubles\">11.9 billion rubles<\/a> (about $125 million). Yet unlike many Chinese overseas projects, Beijing will not finance the Russian section. The burden falls on Gazprom, whose recent financial performance <a href=\"https:\/\/finance.yahoo.com\/news\/gazprom-reports-6-decrease-net-091040707.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAACDh2OcWwYRg7Oh-BbEjC3L1keD3ylnUDrYGalPWILKiKgtqbrnS04t0Cha2YwBaTmPeX-wGzG_6cptTaAej2lTJrFstejKTzJnVTlXZSPySU-wkmdk-CDkSPkXQ7Ha1Fu05Fo3NhPUlWKX3EzG9qCRDE_T3_PYOF-7RXzCQOfUX\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/finance.yahoo.com\/news\/gazprom-reports-6-decrease-net-091040707.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAACDh2OcWwYRg7Oh-BbEjC3L1keD3ylnUDrYGalPWILKiKgtqbrnS04t0Cha2YwBaTmPeX-wGzG_6cptTaAej2lTJrFstejKTzJnVTlXZSPySU-wkmdk-CDkSPkXQ7Ha1Fu05Fo3NhPUlWKX3EzG9qCRDE_T3_PYOF-7RXzCQOfUX\" aria-label=\"has been abysmal\">has been abysmal<\/a>. Russian consumers will also feel the pinch. Domestic gas prices <a href=\"https:\/\/newizv.ru\/news\/2025-05-13\/tsena-gaza-dlya-naseleniya-vyrastet-na-50-spasut-li-rossiyane-gazprom-svoimi-dengami-436856\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/newizv.ru\/news\/2025-05-13\/tsena-gaza-dlya-naseleniya-vyrastet-na-50-spasut-li-rossiyane-gazprom-svoimi-dengami-436856\" aria-label=\"are set to rise\">are set to rise<\/a> by more than 50% over three years, effectively subsidizing exports to China.<\/p>\n<p>Russia will bear the cost of constructing the pipeline and provide gas at a discount to China, limiting the benefits of planned route.<\/p>\n<p>Energy Intelligence<\/p>\n<p>Pricing remains opaque but tilted in Beijing\u2019s favor. Under PoS-1, Gazprom is <a href=\"https:\/\/carnegieendowment.org\/russia-eurasia\/politika\/2023\/04\/what-russias-first-gas-pipeline-to-china-reveals-about-a-planned-second-one?lang=en\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/carnegieendowment.org\/russia-eurasia\/politika\/2023\/04\/what-russias-first-gas-pipeline-to-china-reveals-about-a-planned-second-one?lang=en\" aria-label=\"already earning 45\u201350% less\">already earning 45\u201350% less<\/a> per cubic meter than it did from Europe. For the PoS-2, Beijing <a href=\"https:\/\/www.worldpipelines.com\/business-news\/03062024\/russia-china-gas-pipeline-deal-halts-over-beijings-price-demands\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.worldpipelines.com\/business-news\/03062024\/russia-china-gas-pipeline-deal-halts-over-beijings-price-demands\/\" aria-label=\"reportedly pushed\">reportedly pushed<\/a> hard to pay rates close to Russia\u2019s subsidized domestic prices. Putin <a href=\"https:\/\/tass.ru\/ekonomika\/24949131\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/tass.ru\/ekonomika\/24949131\" aria-label=\"admitted\">admitted<\/a> that the deal offered \u201ccompetitive advantages for our Chinese friends;\u201d though he attempted to put a positive spin on the development.<\/p>\n<p>China\u2019s negotiating style has consistently been slow, methodical, and relentless in seeking better terms, as evidenced by talks over the PoS-2 stretching for over a decade. Only after Russia\u2019s European market collapsed did Beijing agree to move forward. Even then, details remain vague, as the project memorandum <a href=\"https:\/\/tass.ru\/ekonomika\/24957919\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/tass.ru\/ekonomika\/24957919\" aria-label=\"leaves the final pricing formula and financing structure for a later\">leaves the final pricing formula and financing structure for a later<\/a> date.<\/p>\n<p>China\u2019s official messaging underscored the better hand that Beijing brought to the table. While Russian state media <a href=\"https:\/\/tass.ru\/ekonomika\/24970011\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/tass.ru\/ekonomika\/24970011\" aria-label=\"trumpeted\">trumpeted<\/a> a breakthrough, Beijing\u2019s initial statements briefly <a href=\"http:\/\/www.news.cn\/20250902\/27c26a5c5c494fc2914a6b3d4ccc8aed\/c.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:http:\/\/www.news.cn\/20250902\/27c26a5c5c494fc2914a6b3d4ccc8aed\/c.html\" aria-label=\"mentioned\">mentioned<\/a> 20 bilateral cooperation documents across several sectors. More tellingly, Foreign Ministry spokesperson Guo Jiakun <a href=\"http:\/\/za.china-embassy.gov.cn\/eng\/fyrth\/202509\/t20250902_11700617.htm\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:http:\/\/za.china-embassy.gov.cn\/eng\/fyrth\/202509\/t20250902_11700617.htm\" aria-label=\"declined to confirm\">declined to confirm<\/a> the PoS-2 deal.<\/p>\n<p>Russia Has Become the Junior Partner<\/p>\n<p>For Moscow, the pipeline cements its subordinate role in its partnership with China. This is a direct reversal of the <a href=\"https:\/\/www.rand.org\/pubs\/papers\/P1447.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.rand.org\/pubs\/papers\/P1447.html\" aria-label=\"Moscow-Beijing axis\">Moscow-Beijing axis<\/a> under Stalin and Mao, when the USSR was clearly on top. Once, Russian elites considered turning East with great caution, preferring Europe for education, investment, vacations, and more. However, Russia\u2019s aggression and the resulting sanctions have closed off those avenues. Now the Kremlin leans heavily on Beijing not only for trade but also for components for military equipment and diplomatic cover. In return, it is accepting Chinese leadership within the SCO, conceding economic terms on energy, and tolerating second fiddle status.<\/p>\n<p>This was reinforced with a Chinese concession unrelated to gas: <a href=\"http:\/\/za.china-embassy.gov.cn\/eng\/fyrth\/202509\/t20250902_11700617.htm\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:http:\/\/za.china-embassy.gov.cn\/eng\/fyrth\/202509\/t20250902_11700617.htm\" aria-label=\"a new 30-day visa-free regime for Russian citizens\">a new 30-day visa-free regime for Russian citizens<\/a>. While Beijing framed this as a goodwill gesture, it further underscores the growing imbalance in the relationship, with Moscow accepting projects with limited profitability and Beijing extending visa-free entry that will benefit its tourism trade. The contrast is a study in asymmetry. Moscow incurs tangible costs in return for symbolic gestures from Beijing that will ultimately help fill China\u2019s coffers.<\/p>\n<p>The SCO summit and the PoS-2 agreements reveal the China-bound trajectory of Russia\u2019s foreign policy and its growing dependence. Moscow has effectively closed the door on Europe and bought a one-way ticket to Beijing, without enough leverage to benefit equally from the Chinese engagement, such as by partaking in its high tech or investment. The PoS-2 deal may secure markets for Russia\u2019s stranded West Siberian gas, but at deep discounts and with heavy financial burdens.
