This could be an omen of what\u2019s to come, with <a href=\"https:\/\/www.theguardian.com\/us-news\/donaldtrump\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Donald Trump<\/a>\u2019s pro-fossil fuel agenda set to significantly slow down the emissions cuts required to avoid disastrous climate impacts, a new forecast has found.<\/p>\n<p class=\"dcr-130mj7b\">The \u201cmost abrupt shift in energy and climate policy in recent memory\u201d that has occurred since Trump re-entered the White House will have profound consequences for the global <a href=\"https:\/\/www.theguardian.com\/environment\/climate-crisis\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">climate crisis<\/a> by slowing the pace of US emissions cuts by as much as half the rate achieved over the past two decades, <a href=\"https:\/\/rhg.com\/research\/taking-stock-2025\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">the Rhodium Group forecast states<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The US is still expected to reduce its planet-heat emissions by between 26% and 35% by 2035 compared with 2005 levels, according to the report. But this is well down from a 38% to 56% reduction by 2035, which Rhodium forecast just last year during Joe Biden\u2019s presidency.<\/p>\n<p class=\"dcr-130mj7b\">None of these scenarios will be sufficient to allow the US, the world\u2019s largest historic emitter of carbon pollution, to play its full part in helping the world avert a worsening climate breakdown coming from 2C (3.6F) or more in global heating.<\/p>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2025\/09\/archive-zip\/giv-32554mTrNWZAayOYl\/\" class=\"dcr-1eupayo\" target=\"_blank\" rel=\"noopener\">Chart of the projected US emissions under various scenarios falling short of the reduction targets set in the US Paris agreement<\/a><\/p>\n<p class=\"dcr-130mj7b\">The US and other governments <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/dec\/08\/the-paris-agreement-five-years-on-is-it-strong-enough-to-avert-climate-catastrophe\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">agreed a decade ago<\/a> in Paris to avoid this threshold but <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jun\/18\/only-two-years-left-of-world-carbon-budget-to-meet-15c-target-scientists-warn-climate-crisis\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">are badly off-track<\/a> in required emissions reductions, ahead of <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/aug\/19\/brazil-issues-last-ditch-plea-for-countries-to-submit-climate-plans-ahead-of-cop30\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">a key UN climate meeting in Brazil in November to thrash out new targets<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Even under the best-case scenario, whereby fossil fuels become much more expensive and cheap renewable energy is swiftly deployed, the US will cut its emissions by just 43% by 2040, Rhodium found \u2013 well below Biden\u2019s <a href=\"https:\/\/bidenwhitehouse.archives.gov\/briefing-room\/statements-releases\/2024\/12\/19\/fact-sheet-president-biden-sets-2035-climate-target-aimed-at-creating-good-paying-union-jobs-reducing-costs-for-all-americans-and-securing-u-s-leadership-in-the-clean-energy-economy-of-the-future\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">own pledged target<\/a>, since jettisoned by Trump.<\/p>\n<p class=\"dcr-130mj7b\">In the worst case, in which clean energy is severely constrained by economic and political factors, US emissions could even tick up slightly at the end of 2030s, the report states.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThat is very different to where we were before; it\u2019s more than halving the pace of decarbonization we\u2019ve had over the last two decades,\u201d said Ben King, a director at Rhodium.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe US was already off-track in meeting its contribution to emissions cuts and this is now a fairly big step in the wrong direction. The emissions trajectory is now a lot worse because of this policy whiplash.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Under Trump\u2019s \u201cdrill, baby, drill\u201d agenda, the federal government has thrown open vast areas of land and waters to drilling and mining, <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jan\/20\/trump-executive-order-paris-climate-agreement\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">ditched<\/a> the Paris targets and shredded <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jul\/31\/trump-epa-endangerment-finding\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">almost all<\/a> regulations that aim to limit greenhouse gas pollution and the emissions of <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/mar\/19\/trump-epa-pollution-regulation-cuts\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">other air toxins that harm people\u2019s health<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Trump has sought to hobble the clean energy sector in the US, signing a Republican <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/01\/trump-bill-senate-analysis\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">spending bill<\/a> that kills off incentives for new solar, wind and battery projects and instructing his administration to halt new renewables facilities, <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/sep\/04\/rhode-island-connecticut-trump-administration-revolution-wind\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">even if they were previously approved and nearly completed<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe don\u2019t allow windmills and we don\u2019t want the solar panels,\u201d the president <a href=\"https:\/\/www.youtube.com\/watch?v=sp97kSwaBfQ\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">said recently<\/a>. Trump, who has <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/24\/trump-clean-energy-war-global\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">a longstanding animus towards wind<\/a> after objecting to viewing \u201cugly\u201d wind turbines from his Scottish golf course, has conversely praised \u201cbeautiful clean coal\u201d and <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/mar\/27\/epa-trump-email-fossil-fuel-exemptions\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">encouraged<\/a> fossil fuel producers to bypass pollution rules.<\/p>\n<p class=\"dcr-130mj7b\">This stance towards renewables, despite the administration demanding more supply to meet growing electricity demand, has already had a tangible impact. Offshore wind farms have been halted, while plans for a battery factory in <a href=\"https:\/\/www.newsobserver.com\/news\/business\/article311940908.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">North Carolina<\/a> have been canceled and a plant in <a href=\"https:\/\/www.crainsdetroit.com\/manufacturing\/ev-battery-maker-fortescue-scraps-210m-plant-detroit\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Michigan<\/a> has recently been closed.<\/p>\n<p><a data-ignore=\"global-link-styling\" href=\"#EmailSignup-skip-link-15\" class=\"dcr-jzxpee\">skip past newsletter promotion<\/a><\/p>\n<p class=\"dcr-1xjndtj\">The planet&#8217;s most important stories.
