{"id":413455,"date":"2025-09-10T15:30:14","date_gmt":"2025-09-10T15:30:14","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/413455\/"},"modified":"2025-09-10T15:30:14","modified_gmt":"2025-09-10T15:30:14","slug":"ursula-von-der-leyen-calls-for-suspension-of-eu-free-trade-with-israel-european-union","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/413455\/","title":{"rendered":"Ursula von der Leyen calls for suspension of EU free trade with Israel | European Union"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The European Commission president, <a href=\"https:\/\/www.theguardian.com\/world\/ursula-von-der-leyen\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Ursula von der Leyen<\/a>, has called for a suspension of free trade with Israel, as she spoke of Europe\u2019s \u201cpainful\u201d inability to respond to the war on Gaza and ensuing humanitarian disaster.<\/p>\n<p class=\"dcr-130mj7b\">In her most extended condemnation yet of the Israeli government, von der Leyen criticised plans for illegal settlements that <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/14\/israel-appears-set-to-approve-controversial-settlement-of-3400-homes-in-west-bank\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">would split the occupied West Bank in half<\/a>, as well as incitement of violence by extremist Israeli ministers, as a \u201cclear attempt to undermine the two-state solution\u201d.<\/p>\n<p class=\"dcr-130mj7b\">She made the remarks during her annual \u201cstate of the union\u201d speech to the European parliament in Strasbourg, in which she depicted a turbulent world where battle lines \u201care being drawn\u201d and \u201cdependencies are ruthlessly weaponised\u201d.<\/p>\n<p class=\"dcr-130mj7b\">She did not refer to <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/10\/trump-us-israel-hamas-strike-qatar\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Israel\u2019s unprecedented strikes on Qatar<\/a>, but those events were also in her mind as she spoke of the \u201cendless spiral of events\u201d in an \u201cunforgiving\u201d world.<\/p>\n<p class=\"dcr-130mj7b\">In response to <a href=\"https:\/\/www.theguardian.com\/world\/live\/2025\/sep\/10\/poland-pm-condemns-repeated-violation-of-airspace-amid-russian-attack-on-ukraine-follow-live?filterKeyEvents=false&amp;page=with%3Ablock-68c134748f084b00adb68002#block-68c134748f084b00adb68002\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Russia\u2019s overnight violations of Polish airspace<\/a>, she said Europe \u201cstands in full solidarity with Poland\u201d, a line prompting MEPs to their feet applauding in support. Von der Leyen continued, calling for Europe to exert more pressure on the Russian president, Vladimir Putin, to come to the negotiating table.<\/p>\n<p class=\"dcr-130mj7b\">It was a pugnacious speech after a bruising summer when von der Leyen received heavy criticism for the EU\u2019s approach to the humanitarian catastrophe in Gaza, as well as her <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/09\/majority-in-eu-biggest-states-believes-bloc-sold-out-in-us-tariff-deal-poll-donald-trump\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">much-criticised<\/a> trade deal with Donald Trump. Meanwhile, <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/sep\/04\/spain-portugal-wildfire-weather-climate-crisis-study\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">forest fires intensified by the climate crisis<\/a> consumed European land equivalent to one-third of the size of Belgium.<\/p>\n<p class=\"dcr-130mj7b\">Describing Europe\u2019s inability to agree on a response to Gaza as painful, von der Leyen said the EU executive would freeze its bilateral support for Israel, apart from funds for civil society groups and the Yad Vashem Holocaust memorial centre. The commission would also table proposals to suspend the trade parts of the EU-Israel association agreement and draft sanctions against Israeli extremist ministers and violent settlers in the <a href=\"https:\/\/www.theguardian.com\/world\/west-bank\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">West Bank<\/a>, she said.<\/p>\n<p class=\"dcr-130mj7b\">It remains unclear whether the divided EU will find the majority to suspend trade, as a less ambitious measure to freeze Israel\u2019s participation in the EU\u2019s research programme remains blocked. The commission previously <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/25\/eu-top-diplomat-to-call-for-sanctions-against-far-right-israeli-ministers\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">considered sanctions against two far-right Israeli ministers<\/a>, Itamar Ben-Gvir and Bezalel Smotrich, for their incendiary statements against people in Gaza, but stopped short of tabling the proposal, fearing it would not get the unanimity required.<\/p>\n<p class=\"dcr-130mj7b\">The EU is Israel\u2019s biggest trading partner with an annual exchange of goods and services worth \u20ac68bn (\u00a359bn). Critics of the EU\u2019s approach have long called for the bloc to use its economic leverage: while 32% of Israel\u2019s global goods trade is with the EU, the Middle Eastern country accounts for only 0.8% of EU goods trade.The EU-Israel association agreement, signed in 2000, created a free-trade area and promoted cooperation in research, environmental and energy policy.<\/p>\n<p class=\"dcr-130mj7b\">Von der Leyen also reiterated her wish to end the principle of consensus-based decisions governing European foreign policy, saying it was time to \u201cbreak free from the shackles of unanimity\u201d.<\/p>\n<p class=\"dcr-130mj7b\">In a wide-ranging speech that gestured to critics on her left, she pledged to stay the course on the EU\u2019s climate agenda, promised a strategy to eradicate poverty in Europe by 2050 and revealed her interest in Australia\u2019s \u201cpioneering\u201d social media restrictions for children. She announced that a panel of experts would look at the best approach for Europe, saying: \u201cParents, not algorithms, should be raising our children.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The speech was also a response to criticism from her left over the EU\u2019s inaction on Israel.<\/p>\n<p class=\"dcr-130mj7b\">The leader of the Socialists in the European parliament, Iratxe Garc\u00eda P\u00e9rez, welcomed the steps, but said they were \u201ctoo little, too late\u201d. The Socialist leader also attacked the EU <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/27\/eu-delegation-poised-for-trump-trade-talks-in-scotland\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">trade deal with Donald Trump<\/a>, which was unveiled at the US president\u2019s golf course in the Scottish resort of Turnberry. Its French leader, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/mar\/31\/who-is-jordan-bardella-likely-successor-to-marine-le-pen-in-french-presidential-race\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Jordan Bardella<\/a>, said: \u201cWe were told that Europe would provide strength \u2026 Nevertheless Europe gave in on everything.\u201d<\/p>\n<p class=\"dcr-130mj7b\">At times von der Leyen also faced barracking from far-right MEPs, re-elected in record numbers in the <a href=\"https:\/\/www.theguardian.com\/world\/european-parliamentary-elections-2024\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">2024 European elections<\/a>, who booed when she spoke of her alarm about declining vaccination rates and heckled when she announced a new European initiative to counter disinformation.<\/p>\n<p class=\"dcr-130mj7b\">She defended her trade deal with Trump, saying that a fully-fledged trade war with the US would have led to chaos. \u201cThe deal provides crucial stability in our relations with the US at a time of grave global insecurity,\u201d she said, arguing that some of the EU\u2019s competitors had worse terms with the US.<\/p>\n<p class=\"dcr-130mj7b\">She urged more sanctions against Russia over the war in Ukraine and said that, with allies, Europe was looking at a faster phasing-out of Russian fossil fuels, clamping down on the shadow fleet used to transport Russian oil around the world, as well as actions against countries helping Russia to evade sanctions.<\/p>\n<p class=\"dcr-130mj7b\">Von der Leyen did not respond directly to reports that Trump had <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/10\/trump-asks-eu-to-impose-high-tariffs-on-india-and-china-to-put-pressure-on-russia\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">asked the EU to impose 100% tariffs on India and China<\/a> in an attempt to force Putin to the negotiating table. Both countries are large buyers of Russian oil and host companies that act as intermediaries by selling western goods to Russian buyers, so evading European and US sanctions.<\/p>\n<p class=\"dcr-130mj7b\">She said the EU was working urgently on a \u201ca new solution to finance Ukraine\u2019s war effort\u201d based on an estimated \u20ac300bn (\u00a3260bn) in frozen Russian assets in the west.
