For example, to what extent do they believe democracy should be representative or direct? Do they prefer it to be more majoritarian or more consensual?<\/li>\n<li><strong>The culture of democracy<\/strong>: How do people expect democracy to be practised, by politicians, political institutions, and their fellow citizens? What behavioural norms should any reform seek to promote?<\/li>\n<li><strong>Institutions of democracy<\/strong>: What do attitudes on models and cultures imply about citizens\u2019 preferred roles for the executive, legislature, judiciary, and general public in future UK democracy?<\/li>\n<\/ol>\n<p>The project has also investigated\u00a0what factors influence variation in these attitudes. Are views on democracy related, for example, to people\u2019s age, their educational experiences, or where they live? Are they related to which party they support or their attitudes on issues such as Brexit? Do people have views about democracy as such, or are their attitudes towards democracy \u2018instrumental\u2019, being shaped by processes they think will deliver their preferred policy outcomes?<\/p>\n<p>Finally, the project explores the relationship between, on the one hand, the \u2018baseline\u2019 attitudes that people have when they have not been asked specifically to think about these issues before and, on the other hand, the &#8216;deliberated&#8217; attitudes they have after having a chance to learn more and think things through.\u00a0Do people\u2019s views change through such a process? And can \u2018deliberated\u2019 attitudes have an impact on wider public opinion?<\/p>\n<p>In pursuit of these questions, the project&#8217;s three main elements are:<\/p>\n<ul>\n<li>First, a large-scale survey was conducted in July\u00a02021, asking a representative sample of the UK population about their views on democracy. This\u00a0covered all of the matters set out above. You can <a href=\"https:\/\/www.ucl.ac.uk\/constitution-unit\/research\/deliberative-democracy\/democracy-uk-after-brexit\/population-surveys\" rel=\"nofollow noopener\" target=\"_blank\">view the questionnaire here<\/a>.<\/li>\n<li>Second, a UK-wide<a href=\"https:\/\/www.ucl.ac.uk\/constitution-unit\/citizens-assembly-democracy-uk\" rel=\"nofollow noopener\" target=\"_blank\"> citizens\u2019 assembly<\/a>\u00a0explored a subset of these issues over six weekends between September and December 2021. This built on lessons from the Constitution Unit\u2019s earlier <a href=\"https:\/\/www.ucl.ac.uk\/constitution-unit\/research\/deliberative-democracy\/citizens-assembly-brexit\" rel=\"nofollow noopener\" target=\"_blank\">Citizens\u2019 Assembly on Brexit<\/a>.<\/li>\n<li>Finally, a second survey, in 2022,\u00a0repeated\u00a0some questions from the first survey to see how stable people\u2019s views are, and used an experimental design\u00a0to test the impact of different kinds of messaging on people\u2019s responses.
