As a result, it was proposed by council officers that Neillsbrook has funding for participation in the bonfire management programme reduced in 2026 by a minimum of 20% or \u00a3700.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The report also stated PSNI neighbourhood officers reported that Irish flags and others were burned at a number of bonfire sites in the borough which were described as \u201chate crimes\u201d.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Flags were burned at four bonfire sites \u2013 Neillsbrook where two Irish flags were set alight; Doonbeg in the Rathcoole estate where three Irish flags were burned; Rathmullan Drive, Rathcoole where an EU flag was burned; and Ballycraigy, in Antrim, where a flag representing four Irish provinces was burned.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">All sites were participating in the council\u2019s bonfire management programme.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">DUP councillor Paul Dunlop proposed not imposing any sanctions, insisting that final inspections were carried out, and for a review of the current bonfire management programme, including funding arrangements, seconded by party colleague Helen Magill.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">However, an amendment by Sinn Fein councillor Annie O\u2019Lone, seconded by party colleague Taylor McGrann to impose penalties was approved following a vote in which seven councillors were in favour with six against.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Ms O\u2019Lone acknowledged that progress has been made in cleaning up sites. She described the burning of flags as \u201chate crimes\u201d, adding it should be \u201ctreated as such\u201d and that penalties should be improved to deter further incidents.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Ms O\u2019Lone went on to say she was \u201cdeeply concerned\u201d to learn about the presence of asbestos at Neillsbrook, which she believed, presented a risk to contractors cleaning up, those who attended the event and local residents.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">She proposed a penalty of \u00a3700 for sites where flags were burnt and a 20% reduction in funding next year in relation to Neillsbrook given the presence of asbestos as well as a review of the funding programme next year with a \u201cfuller penalty\u201d proposed.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">\u201cIt shows we as a council do not tolerate hate crimes or environmental crimes on our watch,\u201d she stated.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Mr McGrann stated the \u201conly way we can try to change the mindset of the minority of bigots in the community\u201d is to \u201csanction community funding and show this will not be tolerated\u201d.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">He urged leadership to be shown to stop \u201chate crime\u201d and he praised those who stuck to the terms and conditions of the bonfire management programme.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Alliance\u2019s Jay Burbank said it was \u201cespecially disappointing\u201d to read about the discovery of asbestos. He asked about the cost of clearing the asbestos. He was informed it would be discussed behind closed doors later at the meeting.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Twenty-three sites in Antrim and Newtownabbey took part in this year\u2019s scheme which had a budget of \u00a3171,000 enabling family fun events to be held at a cost of up to \u00a33,500 each. Groups do not receive funding directly from the council.<\/p>\n<p class=\"beltel-ebe0ecc6_root beltel-ebe0ecc6_paragraph beltel-300db776_none beltel-91174671_primary beltel-1d70522a_marginbottom5 beltel-1d70522a_margintop0 beltel-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">As part of the programme, site inspections are carried out by council officers and statutory partners. If there is a breach of terms and conditions, a group will be given three days to address the issue.
