{"id":418412,"date":"2025-09-12T12:16:33","date_gmt":"2025-09-12T12:16:33","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/418412\/"},"modified":"2025-09-12T12:16:33","modified_gmt":"2025-09-12T12:16:33","slug":"pensioners-unaware-they-must-return-significant-education-and-training-board-overpayments-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/418412\/","title":{"rendered":"Pensioners unaware they must return \u2018significant\u2019 education and training board overpayments \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">Dozens of pensioners formerly employed in <a href=\"https:\/\/www.irishtimes.com\/tags\/education-and-training-boards\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/education-and-training-boards\/\">education and training boards<\/a> (ETBs) face being asked to repay tens of thousands of euro in \u201csignificant\u201d <a href=\"https:\/\/www.irishtimes.com\/tags\/pension\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/pension\/\">pension<\/a> overpayments. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">An internal report from the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-education\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-education\/\">Department of Education<\/a> shows almost \u20ac774,000 has been overpaid to 32 individuals \u2013 with a maximum overpayment of \u20ac108,173. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">On average, the pensioners have been overpaid by \u20ac24,187. According to a report drawn up by officials for Minister for Education <a href=\"https:\/\/www.irishtimes.com\/tags\/helen-mcentee\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/helen-mcentee\/\">Helen McEntee<\/a>, the pensioners affected are \u201cat least aged in their late 70s; or even their 80s or 90s\u201d. <\/p>\n<p class=\"c-paragraph paywall \">ETBs are statutory education authorities that manage and operate community national schools, post-primary schools and further education colleges, among others. <\/p>\n<p class=\"c-paragraph paywall \">Because the payments have been ongoing for a \u201csignificant number of years\u201d \u2013 in some instances over 15 years \u2013 the report outlines that \u201cthe values of the gross overpayments have accumulated very significantly over this time period\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The report, from May, outlines that each ETB is to notify pensioners that they are to be placed on a revised pension rate of pay as soon as practicable. It outlines that \u201cthe affected pensioners, in most ETBs, are not aware of this matter yet\u201d. <\/p>\n<p class=\"c-paragraph paywall \">It is the second time this year an issue relating to incorrect payments of public sector pensions has emerged.<\/p>\n<p class=\"c-paragraph paywall \">The department said it is not in a position to confirm if the pensioners had been contacted or notified of any recoupment plan for fear of identifying people involved. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/your-money\/2025\/04\/01\/half-a-million-euro-for-a-moderate-retirement-the-lump-sums-you-need-to-save\/\" rel=\"noreferrer noopener\" target=\"_blank\">Half a million euro for a \u2018moderate\u2019 retirement? The lump sums you need to saveOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cThese communications will need to be handled sensitively and with the greatest empathy by the ETBs in question not least considering the age cohort of ETB pensioners that are involved,\u201d the report states.<\/p>\n<p class=\"c-paragraph paywall \">It outlined that at the time of writing, overpayments continued to accrue in some cases on a fortnightly basis.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The issue occurred after incorrect instructions regarding the level of pension payments were issued to the National Shared Services Office, which provides services on payroll and pensions matters to public service bodies, by ETBs or local authorities. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIf a retiree had pensionable and non-pensionable allowances, then these were just added together with the pensioner\u2019s base pension to give an overall value,\u201d the report states. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It says it will be necessary to seek the recoupment of the overpayment.
