the two public holidays,\u201d Lecornu said, calling for renewed dialogue with social partners to find other ways of financing the 2026 Budget.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Asked if he would consider implementing the so-called Zucman tax on the ultra-rich \u2013 a proposal rejected by the previous administration \u2013 he said only that he was willing to work on the \u201cissue of tax justice\u201d.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">France\u2019s employers federation, the Mouvement des entreprises de France (Medef)  insisted it would mobilise against any tax increases on businesses in the new Budget.<\/p>\n<p>\u2018Paying the price\u2019<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Bayrou resigned as Prime Minister on Tuesday (local time), having lost a parliamentary confidence vote the day before over an attempt to get an austerity budget adopted.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Reacting to the ratings announcement, Bayrou lamented that France was \u201ca country whose \u2018elites\u2019 lead it to reject the truth [and] is condemned to pay the price\u201d.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Pushing for major cuts to reduce the French deficit and debt, he had calculated that cutting two public holidays would have brought in \u20ac4.2 billion ($8.2b) to the 2026 Budget.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Far-right figurehead Marine Le Pen today called for a \u201cbreak with Macronism\u201d, denouncing the President\u2019s policies as \u201ctoxic incompetence\u201d.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Hard-left leader Jean-Luc Melenchon, who has demanded Macron\u2019s impeachment, also called for \u201can end to Macronism and its policies harmful to France and its people\u201d.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">The outgoing Government\u2019s Interior Minister Bruno Retailleau said the downgrade was a punishment \u201cfor decades of fiscal mismanagement\u201d and \u201cchronic instability\u201d.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">The downgrade will further complicate Lecornu\u2019s task of drawing up a Budget for next year at the head of what will probably be a minority Government.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">\u201cThe Government\u2019s defeat in a confidence vote illustrates the increased fragmentation and polarisation of domestic politics,\u201d Fitch noted.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">It was unlikely the fiscal deficit would be cut to 3% of GDP by 2029, as the outgoing Government had wanted, it added.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Outgoing Economy Minister Eric Lombard, while taking note of Fitch\u2019s decision, insisted on the \u201csolidity\u201d of the French economy.<\/p>\n<p>Unclear horizon<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">A rating downgrade typically raises the risk premium investors demand of a Government to buy sovereign bonds \u2013 although some financial experts think the debt market has already priced in an expected downgrade for France.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">On Tuesday (local time), the return on French 10-year government bonds rose to 3.47%, close to that of Italy, one of the Eurozone\u2019s worst performers.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Rising yields would translate into higher costs for servicing France\u2019s debt, which Bayrou warned was already at an \u201cunbearable\u201d level.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">Since Macron\u2019s allies in Parliament have no overall majority, they will likely have to make compromises that could undermine any drive to slash spending and raise taxes \u2013 with Lecornu\u2019s job also potentially on the line.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">France\u2019s Budget deficit represented 5.8% of Gross Domestic Product (GDP) last year and its debt 113% of GDP.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">This compares with Eurozone ceilings of 3% for the deficit and 60% for debt.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">\u201cFitch projects debt to increase to 121% of GDP in 2027 from 113.2% in 2024, without a clear horizon for debt stabilisation in subsequent years,\u201d the agency said.<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">\u201cFrance\u2019s rising public indebtedness constrains the capacity to respond to new shocks without further deterioration of public finances.\u201d<\/p>\n<p class=\"BykrjImGEgsVna\" style=\"display:none\">France is still cautiously targeting economic growth this year.
