(Mecklenburg County Sheriff\u2019s Office via AP)<\/p>\n<p>Read More<\/p>\n<p>The case has become latest flashpoint in the debate over whether <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/chicago-trump-national-guard-crime-illinois-ef8f6e337e0a120634a350db84d60f46\" target=\"_blank\" rel=\"noopener\">cities such as Charlotte<\/a> are adequately addressing violent crime, mental illness and transit safety. The Trump administration says the killing shows how local leaders, judges and policies in Democratic-led cities are failing to protect their residents from violent crime. <\/p>\n<p>\u201cIryna Zarutska was a young woman living the American dream \u2014 her horrific murder is a direct result of failed soft-on-crime policies that put criminals before innocent people,\u201d said Attorney General Pam Bondi said in a statement. \u201cWe will seek the maximum penalty for this unforgivable act of violence \u2014 he will never again see the light of day as a free man.\u201d <\/p>\n<p>Zarutska had been living in a bomb shelter in Ukraine before coming to to the U.S. to escape the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" target=\"_blank\" rel=\"noopener\">war<\/a>, according to relatives, who described her as determined to build a safer life. <\/p>\n<p>Video released Friday shows Zarutska entering a light-rail train on Aug. 22 and taking a seat in front of Brown, who was seated behind her. Minutes later, without any apparent interaction, he pulls out a pocketknife, stands and slashes her in the neck, investigators said. Passengers scream and scatter as she collapses.<\/p>\n<p>He is charged federally with causing death on a mass transportation system, which carries up to life in prison or the death penalty. Russ Ferguson, the U.S. attorney for the western district of North Carolina, said additional charges could be brought as the investigation continues. <\/p>\n<p>The federal case will run parallel with the state case charging Brown with first-degree murder. <\/p>\n<p>The <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/capital-punishment\" target=\"_blank\" rel=\"noopener\">death penalty<\/a> is also a potential punishment for people convicted of first-degree murder in North Carolina. However, the state has not carried out an execution since 2006. Legal challenges over the use of <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/federal-executions-trump-d9b15ffc1db366a717f2f605330999e8\" target=\"_blank\" rel=\"noopener\">lethal injection drugs<\/a> and a doctor\u2019s presence at executions have in part delayed action.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"ap-audio-man-faces-federal-charge-in-killing-of-ukrainian-woman-on-charlotte-train\"\/><\/p>\n<p>\n                    AP AUDIO: Man faces federal charge in killing of Ukrainian woman on Charlotte train\n                <\/p>\n<p class=\"AudioEnhancement-description\">AP Washington correspondent Sagar Meghani reports on the latest flashpoint in the political debate over reducing crime in blue cities and states.<\/p>\n<p>Brown had cycled through the criminal justice system for more than a decade including serving five years for robbery with a dangerous weapon in Mecklenburg County, according to court records. He was arrested earlier this year after repeatedly calling 911 from a hospital, claiming people were trying to control him. A judge released him without bail.<\/p>\n<p>His mother told local television she sought an involuntary psychiatric commitment this year after he became violent at home. Doctors diagnosed him with schizophrenia.<\/p>\n<p>Court records show a judge ordered a psychological exam in July at the request of his public defender to determine whether he was capable of contributing to his own defense. The White House highlighted the case during Tuesday\u2019s press briefing while Trump has repeatedly spoken about the killing, saying in one social media post: \u201cCriminals like this need to be LOCKED UP.\u201d <\/p>\n<p>\u201cAmericans have to feel safe in the in the cities that they live in,\u201d Deputy Attorney General Todd Blanche said on Fox News. \u201cAnd this is a stark example of how leftist liberal policies are failing.\u201d <\/p>\n<p>Charlotte has increased security along its transit lines in response to the fatal stabbing, Mayor Vi Lyles said in a letter to the city\u2019s residents. The Democratic mayor\u2019s letter was also critical of the court system, echoing some of the critics of the city\u2019s response. <\/p>\n<p>Lyles called the killing \u201ca tragic failure by the courts and magistrates,\u201d saying the city\u2019s officers arrest people who are then quickly released. <\/p>\n<p>The state auditor, Republican Dave Boliek, said his office would audit Charlotte\u2019s transit system, looking at its safety and security budget and private security contracts.<\/p>\n<p>_____<\/p>\n<p>Associated Press reporter Claudia Lauer in Philadelphia contributed.
