{"id":425594,"date":"2025-09-15T06:29:19","date_gmt":"2025-09-15T06:29:19","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/425594\/"},"modified":"2025-09-15T06:29:19","modified_gmt":"2025-09-15T06:29:19","slug":"ministers-urged-to-put-retailers-at-heart-of-economic-policy","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/425594\/","title":{"rendered":"Ministers urged to put retailers at heart of economic policy"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/1757510351_36_grey-placeholder.png\" class=\"sc-86c96223-0 iMuqLZ hide-when-no-script\" aria-label=\"image unavailable\"\/><img decoding=\"async\"   src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/39168cf0-9191-11f0-9dbf-4113d8941c73.jpg.webp.webp\" loading=\"eager\" alt=\"Getty Images A cobbled town street lined with shops and buildings, including a pharmacy, with a few pedestrians and a partly cloudy sky.\" class=\"sc-86c96223-0 fHZDyi\"\/>Getty Images<\/p>\n<p>The SRC want town centres, like Fort William, to be put at the heart of government policy<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">A trade association has called for the next Scottish government to put town, city centres and retail destinations at the &#8220;heart of economic decision making&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">The Scottish Retail Consortium (SRC) has published a manifesto ahead of the 2026 Holyrood election calling for high streets to be made a priority.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">It includes proposals such as introducing a more competitive business rate than England and introducing a system to make refitting shops simpler.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Deputy First Minister Kate Forbes said the government was working closely with businesses to drive economic growth and prosperity.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">The SRC report, Scotland&#8217;s Future High Streets, shares the challenges that towns and city centres are facing across the country and policy solutions drafted by the retail industry.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">It has also suggested investment in other areas it believes would boost the sector.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">This includes combating retail crime through increased funding for Police Scotland and introducing an elected Scottish police and crime commissioner to replace the current Scottish Police Authority.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">It also calls for infrastructure improvements to private and public transport to make town and city centres more accessible.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">David Lonsdale, director of the SRC, said the current parliamentary session had presented the Scottish retail industry with &#8220;a series of almost overwhelming challenges&#8221; including Covid and the Ukraine war.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">He added: &#8220;Retailers have had to adapt to this new economic norm.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">&#8220;That means fewer stores operating from fewer locations with decisions made even more on the return on investment.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">&#8220;There has been a complete shift with almost all retailers of scale now operating online.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">SRC research found that in the year to July shopper footfall to retail destinations in Scotland fell by 0.9% on average.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Visits to shopping centres also declined by 0.9%.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">The study also reported that government-imposed costs of operating retail stores in Scotland increased by nearly \u00a3200m this year, as a result of increases in business rates and <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c86q31wlj39o\" class=\"sc-f9178328-0 jZoZnB\" rel=\"noopener\">employers&#8217; national insurance<\/a>.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Mr Lonsdale said: &#8220;The next Scottish government needs to put town and city centres and retail destinations at the heart of economic decision making.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">&#8220;That should include reducing the cost of business, making it easier to visit and to invest in the high street, and ensuring it&#8217;s safe for shoppers and consumers.&#8221;<\/p>\n<p>&#8216;We need decisive action from the UK government&#8217;<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">The deputy first minister said Scotland had the UK&#8217;s lowest tax rate for non domestic properties.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Forbes also said \u00a3733m of relief was provided to retailers through initiatives such as the Small Business Bonus Scheme.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Forbes added: &#8220;However, we are doing all of this without the full economic powers needed to fully address the issues facing Scotland&#8217;s economy.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">&#8220;We need decisive action from the UK government, including a reversal of its damaging decision to increase employers&#8217;
