Discussion on that target was put on hold after France and Germany joined Poland, Italy and a handful of other countries to <a href=\"https:\/\/www.politico.eu\/article\/vote-on-eus-2040-climate-target-canceled-after-biggest-countries-block-decision\/\" target=\"_blank\" rel=\"noopener\">form a blocking minority<\/a> and postponed the discussion until national leaders meet in late October.<\/p>\n<p>The postponement <a href=\"https:\/\/www.politico.eu\/article\/eu-paris-climate-accord-un-deadline-new-target\" target=\"_blank\" rel=\"noopener\">also derailed the planned approval of the 2035 goal<\/a>, as the Commission and Denmark had planned for the NDC figure to be derived from the new 2040 target.\u00a0<\/p>\n<p>The statement of intent agreed Thursday is intended as a face-saving compromise that will allow EU leaders to arrive at next week\u2019s New York meeting with something to present. The U.N. has set up the meeting specifically for leaders to announce new targets, and the EU\u2019s leaders <a href=\"https:\/\/www.politico.eu\/article\/eu-off-list-un-climate-summit\/\" target=\"_blank\" rel=\"noopener\">were not included<\/a> on a provisional list published before Thursday\u2019s agreement.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"704\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/GettyImages-2221337265-1024x704.jpg\" alt=\"\" class=\"wp-image-7189407\"  \/>The United Nations has called on world leaders to present their\u00a0climate\u00a0plans for 2035, a requirement\u00a0under the 2015 Paris Agreement. | Oliver Berg\/Getty Images <\/p>\n<p>To deliver a 2035 plan ahead of the November climate conference, the EU\u2019s 27 national governments will now have to decide whether to aim for a hard target or the wide range included in the statement of intent.\u00a0<\/p>\n<p>Several governments skeptical of the 2040 legislation, such as Slovakia, are opposed to the higher end of the range, as it refers to the halfway point between the EU\u2019s existing 2030 goal and the proposed new target. Countries favoring a more ambitious plan \u2014 such as Spain and Germany \u2014 considered the lower bound of the target range unacceptably weak.\u00a0<\/p>\n<p>Hoekstra on Thursday indicated that he would be comfortable with either a specific figure or a range as the formal target.\u00a0<\/p>\n<p>\u201cI&#8217;m not religious about [either] of the two.
