It added that the proposals \u201cunder consideration\u201d could \u201cunlock financing up to the full value of the assets held in the U.K.\u201d \u00a0\u00a0\u00a0<\/p>\n<p>Under a <a href=\"https:\/\/www.politico.eu\/article\/eu-frozen-russian-assets-war-in-ukraine\/\" target=\"_blank\" rel=\"noopener\">proposed EU scheme<\/a>, Brussels would issue up to \u20ac172 billion in loans to Ukraine by swapping Russian cash linked to the immobilized Russian assets for zero-interest bonds. \u00a0<\/p>\n<p>The EU hopes that, by replacing the cash with EU-backed IOUs, the proposal would avoid accusations of confiscating the money outright.
