fetchpriority=\"high\" loading=\"eager\" decoding=\"sync\"  \/>\t\tRachel Reeves has been told to target wealthy pensioners at this year\u2019s Budget. \t<\/p>\n<p>Chancellor Rachel Reeves should target wealthy pensioners to ease pressures on the public purse and allow infrastructure investment pledges to be protected, top economists and former ministers have said.\u00a0<\/p>\n<p>Former Cabinet secretary Gus O\u2019Donnell, ex Tory minister and Goldman Sachs executive Jim O\u2019Neill, and top economists including <a href=\"https:\/\/www.cityam.com\/we-have-to-rethink-the-narrative-mariana-mazzucato-on-how-labour-should-address-an-era-of-crisis\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mariana Mazzucato<\/a> have urged the government to \u201crebalance\u201d the tax system to fund spending pledges.\u00a0<\/p>\n<p>It is widely expected that Reeves will have to raise at least \u00a325bn \u2013 and potentially up to <a href=\"https:\/\/www.cityam.com\/rachel-reeves-needs-50bn-tax-raid-to-stick-to-fiscal-rules-economists-warn\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a350bn<\/a> \u2013 in order to rebuild her small fiscal headroom left at this year\u2019s Spring Statement.<\/p>\n<p>The <a href=\"https:\/\/www.cityam.com\/obr-downgrades-productivity-in-major-pre-budget-blow-to-rachel-reeves\/\" target=\"_blank\" rel=\"noreferrer noopener\">OBR<\/a> has reportedly warned Reeves that it is likely to lower productivity forecasts ahead of the Budget, which would create a shortfall worth dozens of billions of pounds depending on the extent of its downgrade.\u00a0<\/p>\n<p>The letter, published in <a href=\"https:\/\/www.thetimes.com\/business-money\/economics\/article\/rachel-reeves-stamp-duty-uk-property-reform-w75257jhw\" target=\"_blank\" rel=\"noreferrer noopener\">The Times<\/a>, said that Reeves needed to \u201cprovide the foundations\u201d for growth by reforming the wider tax system. <\/p>\n<p>\u201cAbove all, the <a href=\"https:\/\/www.cityam.com\/pensions-motorists-and-workers-the-tax-targets-rachel-reeves-is-eyeing-up\/\" target=\"_blank\" rel=\"noreferrer noopener\">tax and pension system<\/a> needs to be rebalanced so that better-off older people, especially those with substantial property and pension wealth, make a much larger contribution to addressing the fiscal pressures that result from increasing spend on the NHS, social care and pensions,\u201d signatories including former Cabinet Office economists Jonthan Portes and Allianz adviser Mohamed El-Erian said.\u00a0<\/p>\n<p>\u201cThese href=\"https:\/\/www.cityam.com\/rachel-reeves-should-tweak-fiscal-rules-to-ease-pressure-ifs-says\/\" target=\"_blank\" rel=\"noreferrer noopener\">one fiscal forecast<\/a> a year, a move that has already been endorsed by the International Monetary Fund (IMF) and some economists.\u00a0<\/p>\n<p>They also claim Rachel Reeves could make \u201cmore use of the opportunities\u201d provided by her rules\u2019 focus on using public sector net financial liabilities (PSNFL) as a measure of government debt rather than total debt as a share of GDP.\u00a0<\/p>\n<p>The Chancellor\u2019s \u201cinvestment rule\u201d, which ensures PSNFL falls as a share of GDP over a three-year rolling forecast period, allows the government to be more flexible with borrowing given financial assets in loans and pension liabilities are included in calculations for debt.\u00a0<\/p>\n<p>\u201cPro-investment reforms to the fiscal framework could also boost fiscal credibility, for example by requiring governments to address long-term risks, like climate change, at fiscal events,\u201d economists added.<\/p>\n<p>It has been widely suggested that Rachel Reeves will make sweeping changes to how pension pots are taxed while <a href=\"https:\/\/www.cityam.com\/labour-warned-gambling-levy-changes-would-be-irrational\/\" target=\"_blank\" rel=\"noreferrer noopener\">gambling levies <\/a>could be raised to rebuild her headroom.<\/p>\n<p>Changes to the property tax system are also on the table, with City AM this week revealing discussions had taken place to make the <a href=\"https:\/\/www.cityam.com\/reeves-considering-staggered-stamp-duty-payments-to-boost-housing-market\/\" target=\"_blank\" rel=\"noreferrer noopener\">stamp duty a staggered payment<\/a> as part of reforms to boost the housing market.\u00a0<\/p>\n<p>Economists at JP Morgan believe Rachel Reeves may build a smaller headroom than \u00a39.9bn, which is already the third smallest fiscal buffer of the last 15 years, while Goldman Sachs analysts have suggested that the Chancellor may fail to ease pressures on public finances by raising taxes further.\u00a0<\/p>\n<p>\t\t\t\t\tRead
