Greater Manchester Police WILL replace its failing computer system in 2027 \u2014 eight YEARS after problems first emerged.<\/p>\n

Cops have battled the \u2018frightening\u2019 PoliceWorks element of the force\u2019s iOPS computer system since summer 2019, with complaints about the \u00a327 million software emerging just weeks after it was rolled-out.<\/a><\/p>\n

Officers slammed it at the time, saying they \u2018cannot do our jobs\u2019, and they were \u2018fearful for colleagues and the public\u2019. Shortly after, then-Chief Constable Ian Hopkins defended the system.<\/p>\n

However, when GMP was placed in special measures in December 2020, inspectors found PoliceWorks had failed to record 80,000 crimes over a 12 month period.<\/a><\/p>\n

Mr Hopkins was ordered to resign<\/a> by mayor Andy Burnham<\/a> at that point, and new chief constable Sir Stephen Watson said in March 2022 iOPS would be replaced as he began to turn the force around.<\/p>\n

Inspectors now say GMP is mostly \u2018adequate\u2019, with several \u2018good\u2019 areas, but needs to improve how it \u2018manages offenders and suspects\u2019.<\/p>\n

Initially, it was hoped GMP would be using a new system by this year<\/a>, and the deputy mayor and GMP have now named the date when a replacement is expected to be introduced.<\/p>\n

However, it looks like Sir Stephen\u2019s officers will be stuck with iOPS for five years after he pulled the plug.<\/p>\n

A force spokesperson \u2018confirmed a new record management system (RMS) has been chosen to replace GMP\u2019s current RMS, PoliceWorks\u2019 on Monday (September 22) that \u2018will go live in spring 2027\u2019.<\/p>\n

The spokesperson\u2019s comments came after deputy mayor for policing, Kate Green, explained why there has been such a delay in changing systems.<\/p>\n

She revealed a \u00a3726,000 \u2018procurement process\u2019 in 2022 and 2023 failed to find a new IT supplier, and a second process launched last spring is set to conclude shortly.<\/p>\n

\u201cWe have had a very long wait for the replacement,\u201d she told the GMCA\u2019s police, fire, and crime panel on Monday (September 22).<\/p>\n

\u201cIt\u2019s been a process that has taken longer than anticipated. I make no apology for going through the process to get the product that\u2019s best for Greater Manchester.<\/p>\n

\u201cWe cannot afford to get this wrong again, there\u2019s a huge credibility issue.\u201d<\/p>\n

Although a contract with \u2018preferred bidder\u2019 Mark43 has yet to be signed, Ms Green gave an estimated timeline for PoliceWorks\u2019 replacement.<\/p>\n

She added: \u201cOne comment I would make is because of the time we have taken to get this right, it will launch later than we would have hoped. We envisage it will come into effect in early 2027.\u201d<\/p>\n

After the meeting, a GMP spokesperson added: \u201cThis follows a stringent procurement process and forms ongoing efforts to ensure GMP\u2019s IT systems across the force can effectively support GMP\u2019s operational needs and improve overall effectiveness.<\/p>\n

\u201cThe recommendation to procure Mark43 has been endorsed by GMP\u2019s Chief Constable, Sir Stephen Watson and the deputy mayor, Kate Green, and the force will now move to finalise contracts.<\/p>\n

\u201cIt is anticipated the Mark43 RMS system will go live in spring 2027, after significant work to ensure the new RMS is aligned and configured to GMP requirements.
