{"id":444438,"date":"2025-09-23T00:11:11","date_gmt":"2025-09-23T00:11:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/444438\/"},"modified":"2025-09-23T00:11:11","modified_gmt":"2025-09-23T00:11:11","slug":"china-and-russia-conduct-joint-sub-patrols-should-america-worry","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/444438\/","title":{"rendered":"China and Russia conduct joint sub patrols \u2014 should America worry?"},"content":{"rendered":"<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Chinese and Russian submarines have conducted a joint patrol, in the latest step in a growing Sino-Russian partnership.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">While the exercise only involved two subs, the warning was clear: America should contemplate the prospect of confronting a China-Russia alliance.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cI\u2019d say this is simply an effort at deterrence,\u201d Lyle Goldstein, director of the Asia Program at the Defense Priorities think tank in Washington, told Defense News. \u201cWhile it is hard to conceive of a scenario where they would embark on a war with the West simultaneously, they may benefit from some impression that could be the case.\u201d<\/p>\n<p>RELATED<img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/DX6Z4EP2GFBWFLX6V7GYJ4LKLI.jpg\"  width=\"4115\" height=\"2316\"\/><\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Beijing and Moscow are portraying this as a milestone in military cooperation. A Chinese military expert told China\u2019s <a href=\"https:\/\/www.globaltimes.cn\/page\/202508\/1341875.shtml\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.globaltimes.cn\/page\/202508\/1341875.shtml\">Global Times<\/a> newspaper that \u201cthe first joint submarine patrol indicated a high level of strategic mutual trust between China and Russia. Having submarines keeping in contact requires not only higher technical expertise but also more in-depth exchanges.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">The patrol comprised the Russian submarine Volkhov and a Chinese sub, accompanied by two Russian surface ships: the corvette Gromkiy and a submarine rescue vessel. They sailed in August through the East China Sea and the Sea of Japan, following a joint China-Russia <a href=\"https:\/\/www.rferl.org\/a\/navy-military-beijing-moscow-cooperation-putin-xi\/33495168.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.rferl.org\/a\/navy-military-beijing-moscow-cooperation-putin-xi\/33495168.html\">anti-submarine exercise<\/a> earlier that month, which included surface ships and aircraft. The Volkhov traveled 2,000 miles before terminating its voyage at Vladivostok, according to Russian newspaper <a href=\"https:\/\/en.iz.ru\/en\/1943761\/2025-08-27\/submarines-russian-federation-and-china-conducted-joint-patrols-pacific-ocean-first-time\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/en.iz.ru\/en\/1943761\/2025-08-27\/submarines-russian-federation-and-china-conducted-joint-patrols-pacific-ocean-first-time\">Izvestia<\/a>.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">The Russian and Chinese boats were both Kilo-class, a 1970s Soviet diesel electric design known for being acoustically quiet. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cIt\u2019s a logical choice, since China imported this type of submarine from Russia, so they have very similar capabilities and could make easy exercise partners,\u201d said Goldstein, whose <a href=\"https:\/\/www.usni.org\/press\/books\/new-cold-war-sea\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.usni.org\/press\/books\/new-cold-war-sea\">new book<\/a> on the China-Russia naval alliance will be published in January.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">What was more significant was what China and Russia chose not to do for the exercise: commit their nuclear-powered submarines, perhaps out of reluctance to reveal the capabilities of advanced warships to an ally that could be a future rival. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cSo far, China and Russia are not cooperating \u2014 at least openly \u2014 in wielding nuclear-powered submarines,\u201d Goldstein said.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Indeed, the current bromance between China and Russia is practical rather than affectionate. Though the two nations were allies in the 1950s, Chinese and Russian troops battled each other in <a href=\"https:\/\/www.hoover.org\/research\/1969-sino-soviet-border-conflicts-key-turning-point-cold-war\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.hoover.org\/research\/1969-sino-soviet-border-conflicts-key-turning-point-cold-war\">border clashes<\/a> in 1969, Soviet leaders once pondered a <a href=\"https:\/\/history.state.gov\/historicaldocuments\/frus1969-76v12\/d88\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/history.state.gov\/historicaldocuments\/frus1969-76v12\/d88\">nuclear strike against China<\/a> and the Kremlin knows that China considers parts of the Russian Far East to be <a href=\"https:\/\/www.newsweek.com\/map-russian-territory-china-annex-fsb-2082706\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.newsweek.com\/map-russian-territory-china-annex-fsb-2082706\">stolen Chinese territory<\/a>.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Whatever the reason, the ostensible allies only paired up aging and more or less identical warships. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cNeither side gave up anything the other participant didn\u2019t already know by using Kilos,\u201d Richard Moss, a professor at the U.S. Naval War College\u2019s Russian Maritime Studies Institute, told Defense News.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">While the Chinese and Russian armed forces share a common lineage in Soviet military thought and equipment, that doesn\u2019t guarantee integration during joint exercises. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cThe level of interaction does not remotely approximate what the U.S. and its allies, such as NATO countries, do on a regular basis,\u201d noted Moss, who said he was speaking in a personal capacity.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Nonetheless, the sub patrol is only the latest in a series of highly public displays of Sino-Russian military cooperation. In 2019, the two nations began sporadic bomber patrols, including a 2024 flight by four Chinese and Russian bombers that flew near <a href=\"https:\/\/www.defensenews.com\/air\/2025\/08\/12\/report-unlocks-mystery-of-why-chinese-bombers-flew-near-alaska-in-2024\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.defensenews.com\/air\/2025\/08\/12\/report-unlocks-mystery-of-why-chinese-bombers-flew-near-alaska-in-2024\/\">Alaska<\/a>. 2021 saw the onset of annual joint patrols by surface ships. There have also been joint land exercises such as the <a href=\"https:\/\/icsin.org\/blogs\/2021\/08\/25\/zapad-interaction-2021-a-new-milestone-in-china-russia-joint-military-exercises\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/icsin.org\/blogs\/2021\/08\/25\/zapad-interaction-2021-a-new-milestone-in-china-russia-joint-military-exercises\/\">Zapad\/Interaction wargame<\/a> in 2021.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cI think this [the sub patrol] is quite consistent with the overall pattern,\u201d said Goldstein. \u201cIt is repetitive, consistent, quite small in scale, and often features a new dimension, whether technological or geographical.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Goldstein floats an intriguing possibility: The sub patrol was a warning shot against <a href=\"https:\/\/www.bbc.com\/news\/articles\/cgr589k5yleo\" rel=\"noopener\" target=\"_blank\">AUKUS<\/a>, the Australia-U.K.-U.S. agreement that calls for Australia to acquire nuclear submarines with the help of America and Britain, and U.S. subs operating out of Australian bases.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cI have seen substantial evidence that Chinese naval strategists are tracking AUKUS developments extremely closely and, moreover, that their threat anxiety about this program is acute,\u201d Goldstein said. \u201cI have also seen Chinese strategists discussing how enhanced China-Russia cooperation in undersea warfare is a logical counter to AUKUS.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">A key indicator of the China-Russia relationship will be that their nuclear submarines operate together. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cIf they do take that major step in the future, it could indicate a tighter and more worrisome development, as that could herald more high-tech sharing on the most cutting-edge warfighting platforms,\u201d said Goldstein.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">He argues against overreacting to these joint patrols. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cEver greater deployments of U.S. forces, and ever more intense exercising with allies, often goes beyond our intention and provokes a counter-reaction \u2014 and this can be seen in the budding China-Russia quasi-alliance.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">How deep that alliance is remains to be seen. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cBoth sides are somewhat chastened by the history of the Sino-Soviet dispute,\u201d Goldstein said. \u201cThey seem to realize that there are dangers in being too close, and also in being too dependent on one another.
