Yet for more than seven decades, China has relied on successive five-year plans to chart its course, making it one of the few nations steadfastly committed to long-term planning \u2013 a strategic approach President Xi Jinping calls a \u201cunique political advantage\u201d.<\/p>\n<p>By the end of 2025, China will have completed 14 <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/china\/politics\/article\/3308784\/how-did-chinas-5-year-plans-deliver-economic-miracle-and-whats-next?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"noopener\">five-year plans<\/a>, evolving along the way from post-war poverty into a technological powerhouse \u2013 and from a rigid command economy into a hybrid system blending government oversight with a market economy.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">At a time of rising global uncertainty, attention has now shifted to Beijing\u2019s policy priorities over the next half decade as officials begin drafting the 15th five-year plan covering the period from 2026 to 2030. The latest blueprint is set to be discussed at the Communist Party\u2019s fourth plenary session in October.<\/p>\n<p>As <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/40-years-reform-and-opening-all-stories?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"noopener\">market reforms advanced<\/a>, the five-year plan had a relatively low profile. In recent years, however, it has regained prominence as China faces increasing obstacles to achieving its long-term goals \u2013 especially given its fragile, volatile relations with the United States.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">The party has pledged to achieve a per capita gross domestic product at the level of a \u201cmoderately\u201d developed country by 2035 \u2013 more than doubling the current level of about US$13,000. Should that be achieved, it would lay the groundwork for the \u201ccentenary goal\u201d of becoming a fully-fledged \u201cmodern socialist country\u201d by 2049, the 100-year anniversary of the founding of the People\u2019s Republic of China.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Experts said the five-year plans drafted over this time will be essential to achieve such grand ambitions.
