These include difficulties in commercialising research, limited collaboration between academia and industry, and barriers to market entry, particularly within public procurement systems and competitive private sectors.<\/p>\n<p>Key issues<\/p>\n<p>The consultations are looking for input on several critical areas:<\/p>\n<ul>\n<li><strong>Commercialisation of research<\/strong>: Bridging the gap between research and market-ready products remains a challenge in many EU countries. The Act aims to streamline processes and support the transfer of innovation mechanisms.<\/li>\n<li><strong>Industry-Academia Collaboration<\/strong>: Strengthening ties between universities and companies is considered essential for fostering impactful innovation and ensuring that applied research reaches the industry.<\/li>\n<li><strong>Access to finance and talent<\/strong>: Many startups and scaleups continue to face challenges in securing funding and hiring skilled talent, particularly in deep tech and emerging industries.<\/li>\n<li><strong>Research and technology infrastructures<\/strong>: Better coordination and accessibility of EU-wide infrastructure for testing and scaling innovation is being considered.<\/li>\n<\/ul>\n<p>The consultation also explores how Europe could benefit from\u00a0regulatory sandboxes and suggests tools like\u00a0innovation stress tests\u00a0for legislation. These tools aim to ensure that EU laws support, rather than hinder, innovation. The Act is also expected to propose ways to\u00a0reduce administrative burdens\u00a0and to better coordinate innovation investments\u00a0across Member States.<\/p>\n<p>Expert input across Europe <\/p>\n<p>EU Member States and Associated Countries\u00a0have been engaging through expert forums. On\u00a015 September 2025, the\u00a0European Innovation Council (EIC) Forum\u00a0convened to share insights on regulatory sandboxes and the definitions of startups, scale-ups, and innovative companies.<\/p>\n<p>This meeting also introduced stakeholders to the\u00a0upcoming EU Startups and Scaleups Scoreboard,<a href=\"https:\/\/research-and-innovation.ec.europa.eu\/news\/all-research-and-innovation-news\/commission-seeks-stakeholders-feedback-european-innovation-act-through-dedicated-call-evidence-and-2025-09-24_en\" target=\"_blank\" rel=\"noopener\"> a monitoring tool that will track the implementation of the EU Startup and Scaleup Strategy and its measurable impact on innovation ecosystems across Europe.<\/a><\/p>\n<p>Contributing before the deadline<\/p>\n<p>The European Commission encourages all stakeholders, from entrepreneurs and researchers to policymakers and investors, to take part in this final stage of consultation. Feedback collected will directly inform the structure and content of the European Innovation Act.<\/p>\n<p>Submissions can be made until\u00a03 October 2025\u00a0via the\u00a0Have Your Say\u00a0portal.
