That\u2019s the question a new inquiry is going to be looking into.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The former chief prosecutor for the North West, Nazir Afzal OBE, is to lead an inquiry to improve working class representation in the creative industries across Greater Manchester.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">This is believed to be the first attempt to address a decline in working class representation in the creative industries.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\"><strong class=\"Strong_strong__e2x35\">To see planning applications; traffic and road diversions and layout changes; and more, visit the Public Notices Portal <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/publicnoticeportal.uk\/\" target=\"_blank\" aria-label=\"HERELink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">HERE<\/a><\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Manchester is sometimes referred to as the \u2018birthplace of the working class\u2019 due to its roots as the epicenter of the Industrial Revolution.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The city has produced huge music stars from working class backgrounds such as the Gallagher brothers from Oasis and The Smiths line up of Morrissey, Johnny Marr, Andy Rourke and Mike Joyce. The region has also brought big names such as Salfordian Christopher Ecclestone or <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/oldham\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Oldham<\/a>\u2019s Suranne Jones to our screens.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/1_Oasis-In-Concert-New-York.jpg\" loading=\"lazy\"  \/>Liam Gallagher and Noel Gallagher walkout together during their Oasis Live &#8217;25 at East Rutherford (Image: Getty Images)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">This inquiry will look directly into how the region can continue to produce such talent.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Mr Afzal will be working with Avis Gilmore, former deputy general secretary of one of Europe\u2019s biggest trade unions, to deliver a blueprint for change. They will be supported by social research consultancy RISE, who will be <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/bigconversation.co.uk\/class-ceiling\/\" target=\"_blank\" aria-label=\"carrying out extensive engagement Link opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">carrying out extensive engagement <\/a>with artists and creatives across the region.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Mr Afzal said: \u201cThere is a wealth of research showing that working class representation in UK creative industries is at its lowest level in decades and many leading artists have warned that the class ceiling is holding back innovation and creativity.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cGiven that around half of the UK identify as working class, that is a huge amount of talent being shut out. A symposium will be held on January 26 next year to determine solutions.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The project has been backed by a number of partners, including the Greater Manchester Combined Authority and the Co-Op.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Paul Gerrard, director of campaigns, public affairs and policy at the Co-op said: \u201cThe Co-op is delighted to support this important new project to allow everyone, whatever their background, to access opportunities in the arts and creative sector throughout Greater Manchester. Unlocking and unleashing the hidden talent and creativity across the region will enrich the lives of everyone living in communities throughout our region.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Avis Gilmore added: \u201cOver the last 20 years we\u2019ve seen the infrastructure that supported an explosion of working-class talent in Manchester wither away.
