Trump <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/9\/4\/judge-blocks-trumps-bid-to-cut-4bn-in-us-foreign-aid\" target=\"_blank\" rel=\"noopener\">moved to freeze<\/a> the aid in a process known as a \u201cpocket rescission\u201d, essentially running out the clock on it being spent.<\/p>\n<p>The funds had been earmarked, in part, for United Nations peacekeeping operations and democracy-promotion efforts overseas.<\/p>\n<p>On September 3, US District Judge Amir Ali <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/9\/4\/judge-blocks-trumps-bid-to-cut-4bn-in-us-foreign-aid\" target=\"_blank\" rel=\"noopener\">ordered<\/a> Trump to disburse the funds before the expiration date. He warned that Trump\u2019s move raised \u201ca grave and urgent threat to the separation of powers\u201d.<\/p>\n<p>Under the US Constitution, Congress has the power of the purse, and there is little precedent for a president clawing back funds already approved by the legislative branch. The White House has said the \u201cpocket rescission\u201d tactic was last used in 1977.<\/p>\n<p>In court filings in the Supreme Court case, administration lawyers argued that disbursing the funding would be \u201ccontrary to US foreign policy\u201d.<\/p>\n<p>Trump has sought to <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/1\/31\/which-countries-will-trumps-foreign-aid-suspension-hurt-most\" target=\"_blank\" rel=\"noopener\">overhaul<\/a> US foreign aid, cutting funding to the UN and largely dismantling the US Agency for International Development (USAID).<\/p>\n<p>The administration has framed the cuts as an effort to rein in spending while surging funding to domestic immigration enforcement.<\/p>\n<p>Critics have said the cuts undermine Washington\u2019s soft power abroad and could threaten US long-term interests.<\/p>\n<p>The 6-3 conservative majority Supreme Court has sided with the Trump administration in almost every case it has reviewed, often adopting a wide interpretation of previously untested limits of executive power in the US.<\/p>\n","protected":false},"excerpt":{"rendered":"A lower court had previously ordered Trump to disburse the congressionally approved aid before its expiration date.
