Now some members of his political party are considering divorce.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Little more than a year after winning power in a landslide, Britain\u2019s prime minister is fighting to keep the support of his party, and to fend off <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/nigel-farage-reform-uk-donald-trump-dc542381b77903eca33771c22bb841b0\" target=\"_blank\" rel=\"noopener\">Nigel Farage<\/a>, whose hard-right Reform UK has a consistent lead in opinion polls<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The next election is as much as four years away, but as thousands of Labour Party members gather Sunday for their annual conference beside the River Mersey in Liverpool, lawmakers are growing anxious. A potential leadership rival has emerged in <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/liz-truss-andy-burnham-government-and-politics-7c52518b97464edf0e9cf7871a793b85\" target=\"_blank\" rel=\"noopener\">Andy Burhnam<\/a>, the ambitious mayor of Manchester.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Tim Bale, professor of politics at Queen Mary University of London, said the party&#8217;s mood is \u201cfebrile.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cThey\u2019ve only been in government a year and they\u2019ve got a big majority, but most voters seem to be quite disappointed and disillusioned with the government,&#8221; he said. &#8220;And they also have a very low opinion of Keir Starmer.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Since ending 14 years of Conservative rule with his <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/live\/uk-election-results-updates\" target=\"_blank\" rel=\"noopener\">July 2024 election<\/a> victory, Starmer has struggled to deliver the economic growth he promised. <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/britain-inflation-interest-rates-77d95942e6881df3aad255e2db58d803\" target=\"_blank\" rel=\"noopener\">Inflation<\/a> remains stubbornly high and the economic outlook subdued, frustrating efforts to repair <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/doctors-strike-england-nhs-0a073410535f8790f0e700720a11c344\" target=\"_blank\" rel=\"noopener\">tattered public services<\/a> and ease the cost of living.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">A global backdrop of <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" target=\"_blank\" rel=\"noopener\">Russia\u2019s war in Ukraine<\/a> and U.S. <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-taxes-furniture-imports-trucks-cabinets-30e0ca1409747e92f374b436e9fef64d\" target=\"_blank\" rel=\"noopener\">President Donald Trump\u2019s tariffs<\/a> hasn\u2019t helped. Even though Britain managed to secure a trade deal easing import duties on some U.K. goods, the autumn budget statement in November looks set to be a grim choice between tax increases and spending cuts \u2013 maybe both.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Starmer acknowledged on Friday that the government has to \u201cspeed up\u201d and do better. In his big conference speech on Tuesday, he\u2019ll try to set out a sweeping vision to energize Labour\u2019s grassroots, something critics say has been lacking under his managerial command. He\u2019ll also seek to persuade party members, and voters, that he has learned from his mistakes and stabilized a sometimes wobbly government.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">In the last few weeks Starmer has lost his deputy prime minister, <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/uk-politics-rayner-tax-330c39c53c4d6710c19855f45598c400\" target=\"_blank\" rel=\"noopener\">Angela Rayner<\/a>, who quit over a tax error on a home purchase, and fired Britain\u2019s ambassador to Washington, <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/uk-mandelson-epstein-fc3f953112ac10108e1109920fd9dca0\" target=\"_blank\" rel=\"noopener\">Peter Mandelson<\/a>, after revelations about his past friendship with convicted sex offender Jeffrey Epstein. There have also been several exits from his backroom team, adding to a sense of disarray.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Now Burnham, a former Labour lawmaker turned big-city mayor, is emerging as a nascent rival. He told the New Statesman magazine that Labour needs to offer \u201cwholesale change\u201d to fend off a threat from the right.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cBusiness as usual \u2026 ain\u2019t gonna do it. The plan has to change quite radically,\u201d Burnham said. He added that \u201cit\u2019s the plan that matters most, rather than me,\u201d but acknowledged some lawmakers had approached him about a potential leadership bid.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">That could be some way off, as he is not currently a member of Parliament.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The government has also struggled to ease growing divisions over immigration, fueled in part by the arrival of thousands of migrants in small boats across the English Channel. More than 30,000 people have made the dangerous crossing from France so far this year despite <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/eu-france-migrants-channel-0468486aa64ef55badf13e50b82ecc5c\" target=\"_blank\" rel=\"noopener\">efforts by authorities<\/a> in Britain, France and other countries to crack down on people-smuggling gangs.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Far-right activists have been involved in protests outside hotels housing asylum-seekers across the U.K., and a march organized by anti-immigration campaigner Tommy Robinson attracted more than 100,000 people in London this month.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Starmer has acknowledged voters\u2019 concerns about migration but condemned Robinson\u2019s anti-immigrant rhetoric and accused Farage of sowing division.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Farage\u2019s party has only five lawmakers in the 650 seat House of Commons, and Labour has more than 400. Nonetheless Starmer said Friday that Reform, and not the main opposition Conservatives, is now Labour\u2019s chief opponent.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">He said the defining political battle of our times is between a \u201cpolitics of predatory grievance\u201d that seeks to foster division and \u201cpatriotic renewal \u2026 underpinned by the values of dignity and respect, equality and fairness.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cThere\u2019s a battle for the soul of this country now as to what sort of country we want to be,\u201d he said.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The government does not have to call an election until 2029, but pressure will mount on Starmer if, as many predict, Labour does badly in local and regional elections in May.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Bale said that, for now, the best policy for the government is to \u201ckeep calm and carry on.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cOver time, greater investment in public services, in particular the health service, will probably begin to show some fruit,\u201d he said. \u201cThe economy may turn around as the government\u2019s policies have some effect.
