Plans never delivered by the Conservatives, plans opposed by Reform, but backed by this Labour Government.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cA vote of confidence in the north of England to get people to work, to connect families, to create jobs and to build prosperity in towns and cities scarred by underinvestment for far too long.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cThat is what we are achieving together: a Labour Government, working with our Labour leaders around the country, delivering for working people.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">The Northern Powerhouse Rail (NPR) project would see new lines developed across the major cities of the north <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/spending-review-rachel-reeves-confirms-31833022\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">&#8211; including a new line between Liverpool and Manchester<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">The project was first proposed by former <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/conservative-party\" target=\"_blank\" aria-label=\"Tory chancellor George OsborneLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Tory chancellor George Osborne<\/a> in 2014 before being shelved under <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/boris-johnson\" target=\"_blank\" aria-label=\"Boris Johnson\u2019sLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Boris Johnson\u2019s<\/a> administration.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Its aim was to boost economic growth in northern England, including through improved rail services between Liverpool and Leeds, which often suffer delays and cancellations.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">When former Prime Minister <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/scrapping-hs2s-northern-leg-bad-27838526\" target=\"_blank\" aria-label=\"Rishi Sunak scrapped HS2 north of BirminghamLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Rishi Sunak scrapped HS2 north of Birmingham<\/a>, some \u00a312bn of its budget was set aside to improve rail journeys between Manchester and Liverpool as part of NPR.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/steve-rotheram\" target=\"_blank\" aria-label=\"Mayors Steve RotheramLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Mayors Steve Rotheram<\/a> and <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/andy-burnham\" target=\"_blank\" aria-label=\"Andy BurnhamLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Andy Burnham<\/a> have long argued a new line between Liverpool and could hugely boost the economic growth of their respective city regions &#8211; and the wider north of the country.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">They believe the project could deliver a \u00a315bn boost to the economy and support 22,000 jobs during the construction phase alone.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/1759150453_236_0_Mayor-of-Greater-Manchester-Andy-Burnhamand-Mayor-of-Liverpool-City-Region-Steve-Rotheram-pledge-t.jpeg\" alt=\"Mayor of Greater Manchester Andy Burnham (left) and Mayor of Liverpool City Region Steve Rotheram at Rainhill Station\" loading=\"lazy\"  \/>Mayor of Greater Manchester Andy Burnham (left) and Mayor of Liverpool City Region Steve Rotheram at Rainhill Station(Image: Andrew Teebay Liverpool Echo)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Both mayors travelled to London earlier this year to make the case for this investment, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/liverpool-manchesters-mayors-newspapers-joining-31633713\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">with the Liverpool ECHO and the Manchester Evening News joining forces to back those calls.<\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Ms <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/chancellor-rachel-reeves-makes-major-30888637\" target=\"_blank\" aria-label=\"ReevesLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Reeves<\/a> stated in June that plans for the project would be published within weeks, but that didn&#8217;t happen. It was expected NPR would be announced at this conference, but that also has not happened, though the Chancellor said the government will proceed with the project.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Ms Reeves&#8217; <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/protester-halts-rachel-reeves-labour-32572124\" target=\"_blank\" aria-label=\"speech was briefly halted by a pro-Palestine protesterLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">speech was briefly halted by a pro-Palestine protester<\/a>. The audience member spoke about the \u201cmass starvation of Palestinians\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">In response, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/chancellor-rachel-reeves-promise-paid-32569228\" target=\"_blank\" aria-label=\"Ms Reeves saidLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Ms Reeves said<\/a>: &#8220;We understand your cause and we are recognising a Palestinian state&#8221;, after which the hall broke into a round of applause. <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/labour-party\" target=\"_blank\" aria-label=\"The Chancellor continuedLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">The Chancellor continued<\/a>: &#8220;We&#8217;re now a party in government, not a party of protest.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Also in the speech, the Chancellor said she \u201cfundamentally\u201d rejects the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/conservative-party\" target=\"_blank\" aria-label=\"ConservativeLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Conservative<\/a> and Reform UK position that the economy is broken.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">She said: \u201cThe Conservatives and Reform, they want you to believe that our economy is broken, that our best days lie behind us, the decline is inevitable. I fundamentally reject that. It\u2019s not the country I see around me, not the future that I believe in.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cI know that things are still difficult, bills are too high, getting ahead can feel tough, and there are still too many obstacles in the way for businesses.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cAnd so, our central economic objective is to change that. Growth to improve living standards is a challenge, and investment is a solution.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cBy overhauling our planning system, reforming our pension system, launching Britain\u2019s very first national wealth fund and a modern industrial strategy, and signing new trade deals to back our manufacturers and our exporters with India, with the United States and with our closest neighbours and allies in Europe.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Looking to the future, Ms Reeves said Labour\u2019s second year in power \u201cmust be about building a renewed economy. She told the hall, there was \u201cnothing progressive, nothing Labour, about Government using one in every \u00a310 of public money it spends on financing debt interest\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">She said: \u201cIn the months ahead, we will face further tests, with the choices to come made all the harder by harsh global headwinds and the long-term damage done to our economy, which is becoming ever clearer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cOur first year in power was about fixing the foundations. Our second must be about building a renewed economy for a renewed Britain: A renewed economy that works for working people and rewards their contribution.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cA renewed economy, where we reject austerity and support public services.
