{"id":460948,"date":"2025-09-29T17:19:10","date_gmt":"2025-09-29T17:19:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/460948\/"},"modified":"2025-09-29T17:19:10","modified_gmt":"2025-09-29T17:19:10","slug":"postwar-gaza-authority-potentially-led-by-tony-blair-would-sideline-palestinians-gaza","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/460948\/","title":{"rendered":"Postwar Gaza authority potentially led by Tony Blair \u2018would sideline Palestinians\u2019 | Gaza"},"content":{"rendered":"<p class=\"dcr-130mj7b\">A plan for a postwar Gaza governing authority potentially headed by the former UK prime minister <a href=\"https:\/\/www.theguardian.com\/politics\/tonyblair\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Tony Blair<\/a> would sideline key Palestinian political figures, while giving significant authority to its chair on most key issues, according to a leaked confidential proposal.<\/p>\n<p class=\"dcr-130mj7b\">The 21-page draft document, seen by the Guardian and Haaretz in <a href=\"https:\/\/www.theguardian.com\/world\/israel\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Israel<\/a>, envisions the governance and reconstruction of postwar Gaza being led by international officials, with Palestinians relegated to subsidiary roles. It also proposes a Gaza investment promotion and economic development authority involving \u201cpublic-private partnerships and blended finance instruments\u201d aimed at delivering \u201ccommercially viable returns\u201d for investors.<\/p>\n<p class=\"dcr-130mj7b\">The administration of Gaza would also split off from the Palestinian Authority in the <a href=\"https:\/\/www.theguardian.com\/world\/west-bank\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">West Bank<\/a>. The Guardian has confirmed the document \u2013 labelled confidential \u2013 is genuine and was drawn up in the last fortnight.<\/p>\n<p class=\"dcr-130mj7b\">No Palestinian figures are mentioned by name in the document but it lists several prominent outsiders for potential roles, including the Egyptian billionaire <a href=\"https:\/\/www.theguardian.com\/media\/2010\/feb\/02\/sawiris-independent\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Naguib Sawiris<\/a>, Marc Rowan of Apollo Global Management, and Aryeh Lightstone of the Abraham Peace Accords Institute, a former senior adviser to Donald Trump\u2019s first ambassador to Israel, David Friedman.<\/p>\n<p class=\"dcr-130mj7b\">Sources close to those behind the document suggested that the names had been included for illustrative purposes without the individuals\u2019 permissions.<\/p>\n<p class=\"dcr-130mj7b\">The draft for the so-called Gaza International Transitional Authority (Gita) puts substantial flesh on reporting of the ideas that Blair and Trump\u2019s son-in-law <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/mar\/19\/jared-kushner-gaza-waterfront-property-israel-negev\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Jared Kushner<\/a> are reported to <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/aug\/27\/tony-blair-attends-white-house-meeting-with-trump-on-postwar-gaza\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">have been circulating<\/a>, including that Blair \u201cwants\u201d the role of running Gaza.<\/p>\n<p class=\"dcr-130mj7b\">Palestinian critics who have seen the proposal \u2013 and who have long viewed Blair with suspicion \u2013 warned that Gita would be a \u201cdisaster\u201d for <a href=\"https:\/\/www.theguardian.com\/world\/palestinian-territories\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Palestine<\/a>, creating an alternative jurisdiction in Gaza to the Palestinian Authority in the West Bank.<\/p>\n<p>Smoke rises after an Israeli airstrike in Gaza City on Monday. Photograph: Mohammed Saber\/EPA<\/p>\n<p class=\"dcr-130mj7b\">The proposal was leaked before a planned Oval Office meeting Netanyahu and Trump when the US president is expected to lay out his \u201cplan\u201d for Gaza\u2019s postwar governance and reconstruction. Trump is also <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/28\/israel-presses-on-with-gaza-assault-as-trump-again-claims-ceasefire-is-close\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">expected to demand<\/a> a permanent ceasefire in Gaza, leaving Netanyahu with few options.<\/p>\n<p class=\"dcr-130mj7b\">As <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/25\/washington-backing-plan-for-tony-blair-to-head-transitional-gaza-authority\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">previously reported<\/a>, Gita would operate initially out of El-Arish in Egypt, close to Gaza\u2019s southern border, and be led by a council of seven to 10 members approved by the UN security council.<\/p>\n<p class=\"dcr-130mj7b\">Only one of that group is envisaged as being Palestinian, \u201cfrom the business or security sector\u201d, the leaked document says, while it lists potential \u201cleading international figures with executive or financial experience\u201d.<\/p>\n<p class=\"dcr-130mj7b\">It would also include \u201ca strong representation of Muslim members to secure regional legitimacy and cultural credibility\u201d, suggesting figures perhaps nominated by Gulf states or <a href=\"https:\/\/www.theguardian.com\/world\/egypt\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Egypt<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The council, the document makes clear, would issue \u201cbinding decisions\u201d and approve legislation and major appointments and report to the UN security council.<\/p>\n<p class=\"dcr-130mj7b\">It is clear that the document sees the chair as holding overarching authority within the body, setting the \u201cpolitical and strategic direction for Gita\u201d in consultation with the board and the Palestinian Authority. The chair would also lead diplomacy and strategic security diplomacy with external actors including Israel, Egypt and the US. There is no mention in this latter context of the Palestinian Authority.<\/p>\n<p class=\"dcr-130mj7b\">\u201cYou would have a council with a majority of foreign members legislating for Palestinians in <a href=\"https:\/\/www.theguardian.com\/world\/gaza\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Gaza<\/a>,\u201d said Xavier Abu Eid, a former member of the PLO\u2019s diplomatic negotiating team. \u201cThere is already suspicion of Tony Blair because of the Palestinian experience when he was the Quartet representative [of the UN, US, EU and Russia mediation group].<\/p>\n<p class=\"dcr-130mj7b\">\u201cBut the biggest is over what it means for Palestine as a single political entity, something that was recognised even by Israel in the Oslo Accords. This plan effectively legally separates Gaza from the West Bank and does nothing to explain how they will remain part of the same territory.\u201d<\/p>\n<p class=\"dcr-130mj7b\">A source who spoke to the Guardian said that while Blair <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/aug\/27\/tony-blair-attends-white-house-meeting-with-trump-on-postwar-gaza\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">had been involved in talks<\/a>, the former UK prime minister was clear that \u201cthe guiding principle is that Gaza is for Gazans, with no displacement of the population\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe do not support or endorse any proposal that involves the displacement of Gazans,\u201d the source said, adding: \u201cThe document states that any transitional governing body for Gaza would ultimately return authority to the Palestinian Authority, as part of a pathway toward a Palestinian state.\u201d<\/p>\n<p>Tony Blair is understood to have met recently with Mahmoud Abbas, the president of the Palestinian Authority.  Photograph: Joe Klamar\/AFP\/Getty Images<\/p>\n<p class=\"dcr-130mj7b\">The leaking of the draft plan follows reports in recent days that Blair has been involved in discussions about leading a postwar transitional authority in Gaza.<\/p>\n<p class=\"dcr-130mj7b\">Under the proposal, said to have backing from the White House, Blair would lead a governing authority supported by the UN and Gulf nations before handing back control to Palestinians. His office said he would not support any proposal that displaced the people of Gaza.<\/p>\n<p class=\"dcr-130mj7b\">Mustafa Barghouti, the general secretary of the Palestinian National Initiative and a critic of Blair, told the Washington Post on Monday: \u201cWe\u2019ve been under British colonialism already. He has a negative reputation here. If you mention Tony Blair, the first thing people mention is the Iraq war.\u201d<\/p>\n<p class=\"dcr-130mj7b\">While Blair is understood to have met recently with the Palestinian Authority president, Mahmoud Abbas, as well as with Trump earlier this summer, it is unclear how much the Palestinians were briefed on the proposal.<\/p>\n<p class=\"dcr-130mj7b\">The UK deputy prime minister, David Lammy, until recently the foreign secretary, said he had no idea if Blair would take such a role.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI would say that it\u2019s hugely important that there is a transition to a Palestinian authority,\u201d he told a fringe event at the Labour party conference.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAnd clearly, any authority in terms of its administration, the policing of Gaza or rebuilding of Gaza, would have to have the confidence of Palestinian people, and so I suspect it would have to include leadership that they can identify with.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI\u2019ve seen speculation about Tony. I have no idea whether that is a serious proposition.
