Ally of <a data-link-tracking=\"InArticle|Link\" class=\"auto-link\" href=\"https:\/\/www.express.co.uk\/latest\/vladimir-putin\" target=\"_blank\" rel=\"noopener\">Vladimir Putin,<\/a> Sergei Shoigu, secretary of the powerful Russian security council and ex-defence minister, said Moscow rejected Western \u201cpeacekeepers\u201d with boots on the ground in the war-torn country.<\/p>\n<p>He also warned of Moscow\u2019s readiness to both use nuclear weapons and restart atomic weapons\u2019 tests in the Arctic for the first time since the Cold War, claiming Europe is secretly preparing for war against <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a> by 2030.<\/p>\n<p>&#8220;In November 2024, revisions were introduced to the Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence, according to which <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a> reserves the right to use nuclear arms in the event of aggression against it or the Republic of Belarus, including with the use of conventional weapons,&#8221; he noted. According to Shoigu, the Kremlin is &#8220;carefully monitoring Europe\u2019s military preparations&#8221;, he told state news agency TASS.<\/p>\n<p>He also warned: \u201cSensible politicians in Europe understand that the implementation of such a scenario [putting Western troops on the ground in <a href=\"https:\/\/www.express.co.uk\/latest\/ukraine\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>] could lead to a direct clash between NATO and <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a> and subsequently to World War Three.<\/p>\n<p>&#8220;In accordance with <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a>\u2019s National Security Strategy, in the event of foreign countries carrying out hostile actions representing a threat to <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a>\u2019s sovereignty and territorial integrity, our country considers it legitimate to take appropriate symmetric and asymmetric measures necessary to thwart such actions and prevent them from repeating.<\/p>\n<p>The official, who one of two men named by former Wagner Group chief Yevgeny Prigozhin prior to his attempted coup d&#8217;\u00e9tat in 2023, said nuclear deterrence &#8220;is being carried out with regard to countries and military coalitions that consider <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a> a potential enemy and possess weapons of mass destruction or conventional armed forces with substantial military capabilities.&#8221;<\/p>\n<p>Referring to UK Prime Minister Sir <a href=\"https:\/\/www.express.co.uk\/latest\/keir-starmer\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Keir Starmer<\/a>&#8216;s &#8220;coalition of the willing&#8221;, Shoigu said it was &#8220;more correct&#8221; to brand British and EU forces as &#8220;contingent interventionists or occupiers&#8221;.<\/p>\n<p data-mce-linkchecker-status=\"valid\">&#8220;Where will these \u2018peacekeepers\u2019 come from?&#8221;, he asked rhetorically. &#8220;They will be units of the same NATO countries, against the presence of which <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a> opposed even before the [war], which began largely because of this threat &#8211; the deployment of NATO military infrastructure in <a data-link-tracking=\"InArticle|Link\" class=\"auto-link\" href=\"https:\/\/www.express.co.uk\/latest\/ukraine\" target=\"_blank\" rel=\"noopener\">Ukraine &#8211;<\/a> on our historical territory.&#8221;<\/p>\n<p>Directly turning his focus to the UK, he said &#8220;the same British even before the [war] began were very actively building their naval base in Ochakiv in the Mykolaiv region [of <a href=\"https:\/\/www.express.co.uk\/latest\/ukraine\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>], where they not only trained naval special forces of the Ukrainian Navy, but also conducted their operations against us.<\/p>\n<p>&#8220;It turns out that they will be able to return there again, but already under the flag of peacekeeping forces?&#8221;<\/p>\n<p>Shoigu, who was ousted as defence minister 11 months ago, warned: \u201cThis is exactly what French President Emmanuel Macron means when he says that <a href=\"https:\/\/www.express.co.uk\/latest\/ukraine\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a> has the right to ask for the introduction of NATO contingents without consulting <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a>.\u201d<\/p>\n<p>The Putin hardliner ranted: &#8220;What will these \u2018peacekeepers\u2019 protect in <a href=\"https:\/\/www.express.co.uk\/latest\/ukraine\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>? The Nazi regime, marches and torchlight processions with symbols of SS divisions? Support the persecution of Orthodox Christians? Depriving the Russian-speaking population of the right to speak their native language, to preserve their own culture and traditions?&#8221;<\/p>\n<p>He went on: &#8220;This is not a peacekeeping mission. Apparently, also for these reasons, the states that make up the real world majority do not express any particular desire to participate in such \u2018peacekeeping\u2019 initiatives.&#8221;<\/p>\n<p>He spoke out ahead of an expected new visit by Trump envoy Steve Witkoff for &#8220;peace talks&#8221; with Putin this week.<\/p>\n<p>Shoigu, 69, <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a>\u2019s longest serving senior politician, in office since 1991, before Putin\u2019s emergence, alleged: \u201cAn undisguised campaign is unfolding in Europe to prepare for a military conflict with the Russian Federation.<\/p>\n<p>\u201cPossible timeframes for such a clash are being announced at various levels &#8211; from three to five years.<\/p>\n<p>\u201cAs early as 2030, European politicians and the military want to be ready to fight us.\u201d<\/p>\n<p>He claimed <a href=\"https:\/\/www.express.co.uk\/latest\/ukraine\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a> was on the point of economic collapse and Europe plus Britain could not afford to bail it out and provide military supplies.<\/p>\n<p>He warned <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a> reserves the right to use nuclear weapons in case of aggression against it or ally Belarus, and was \u201cclosely following the military preparations of European countries\u201d.<\/p>\n<p>This was a reason the new nuclear-capable \u201cwonder weapon\u201d Oreshnik had been deployed in Belarus, he said.<\/p>\n<p>He was cautious in believing a new era had begun with US-Russian relations amid <a href=\"https:\/\/www.express.co.uk\/news\/world\/2045841\/express.co.uk\/latest\/donald-trump\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Donald Trump<\/a>&#8216;s alleged pro-Moscow stance on the war.<\/p>\n<p>\u201cWe welcome such an approach and are ready for reciprocal steps.<\/p>\n<p>\u201cTime will show whether the Americans are ready to resolve the existing systemic problems which require resolution.<\/p>\n<p>\u201cThis is a difficult and long process.<\/p>\n<p>\u201cThe history of our relations with the United States shows that we can trust only concrete actions rather than verbal statements.\u201d<\/p>\n<p>He refused to rule out new Russian nuclear tests.<\/p>\n<p>\u201cOur position on this matter depends on the United States\u2019 actions in this area,\u201d he told TASS.<\/p>\n<p>\u201cNow, warranty periods for some types of their nuclear munitions are expiring and the development of new types of weapons is underway.<\/p>\n<p>\u201cThis may push Washington toward resuming nuclear tests.<\/p>\n<p>\u201cIn such an event, <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a> may follow their lead as a response step.\u201d<\/p>\n<p>The USSR conducted its last nuclear test on the Arctic archipelago Novaya Zemlya on October 24, 1990.<\/p>\n<p>Following it, it unilaterally declared a moratorium on nuclear tests. <a href=\"https:\/\/www.express.co.uk\/latest\/russia\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Russia<\/a> continues to observe it.
