Irene Bennett, 70, said her bin collection has been missed and now she has a full wheelie bin and numerous black bin bags rotting away outside her front door.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">It comes just a few weeks after a new waste collection service was announced by <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/sefton\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Sefton<\/a> Council in August. This included the introduction of wheelie bins and the end to waste sack disposals, forming part of a multi-pronged approach to street cleanliness in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/bootle\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Bootle<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">At the time, the Liverpool <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">ECHO<\/a> reported on a letter sent out to <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/people-divided-over-leaflet-received-32173682\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">more than 2,000 residents in Bootle<\/a>, stating: \u201cYour property is currently serviced via weekly sack collections. However, from mid-August 2025, we are changing your waste collection service to alternate weekly collections, and we will be providing you with bins to contain your recycling and waste.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cTo ensure you have sufficient capacity to dispose of all of your recyclable items and waste we will provide you with two wheeled bins which is the standard service delivered across the majority of the borough. This will consist of one grey bin for general waste and one brown bin for recycling, each provided free of charge.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/1759222214_598_0_Irene-Bennett-aged-70-from-Bootlehas-not-had-her-bins-emptied-for-weeks-despite-complainingPic-An..webp\" alt=\"Irene Bennett aged 70 from Bootle, has not had her bins emptied for weeks\" loading=\"lazy\"  \/>Irene Bennett aged 70 from Bootle, has not had her bins emptied for weeks(Image: Andrew Teebay Liverpool Echo)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Ms Bennett\u2019s street was identified as one of the areas which would benefit from a wheelie bin collection, she said: \u201cThey were emptied that first week, but now it\u2019s been four weeks since my bin has been emptied. I\u2019ve complained every week, but still nothing\u2019s getting done.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Due the narrowness of these streets and the terraced housing, local residents lodged concerns about the lack of space to store the wheelie bins. The <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">ECHO<\/a> spoke to some elderly residents who were concerned about rolling the heavy bins back-and-forth, with many <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/residents-sick-chasing-seagulls-up-32203704\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">unable to manage such a task<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">On the launch day of the new scheme, the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">ECHO<\/a> understands council officials went door-to-door asking residents if they would be able to physically manage the new bins. As a result, elderly people, people with disabilities and residents with mobility issues were added to an \u2018assisted collection service\u2019 (ACS) list which would be incorporated into the collection rounds.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Ms Bennett added: \u201cI\u2019m on the \u2018disabled list\u2019, whatever that is, so I don\u2019t have to take my bin, because my step is very high and they know it\u2019s too much for me to manage. The lady came around and told me I did not have to touch my bin and that the collectors would take it off automatically because I\u2019m on this list.&#8221;<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/09\/1759222215_516_0_Irene-Bennett-aged-70-from-Bootlehas-not-had-her-bins-emptied-for-weeks-despite-complainingPic-An..webp\" alt=\"Irene Bennett aged 70 from Bootle, has not had her bins emptied for weeks\" loading=\"lazy\"  \/>Irene Bennett aged 70 from Bootle, has not had her bins emptied for weeks(Image: Andrew Teebay Liverpool Echo)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Despite Ms Bennett putting her name on that list, she said the bins have remained outside for the last four weeks, adding: \u201cSo far, they haven\u2019t taken it.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cI think it\u2019s a load of c**p \u2013 in more ways than one \u2013 because this new system has gone to pot straight away. Now, I\u2019ve been left with a full bin and four bin bags outside, and it\u2019s just asking for rats.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cIt\u2019s made me feel neglected because this should have been sorted, but now it\u2019s worse than before.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Responding to Ms Bennett\u2019s complaint, Cllr Peter Harvey, Cabinet Member for Cleansing and Street Scene said: \u201cWe try to ensure that every resident has their waste collected correctly, and that assistance is available for those who need it.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cThe assisted collection service is in place precisely to support people who may struggle to move their bins, and our teams carry this out every collection day.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cThe rollout of wheelie bins in this area of Bootle since the summer has generally been an overwhelming success and made a positive impact.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">\u201cI will ensure Ms Bennett\u2019s case is resolved as a matter of urgency.
