A senior Hamas<\/strong> official has said the group had not yet received the proposed 20-point plan<\/a>, but an official briefed on the matter later told AFP<\/strong> that Qatari<\/strong> and Egyptian<\/strong> mediators had met with Hamas<\/strong> to provide them with the document.<\/p>\n

The Qatari prime minister, Sheikh Mohammed bin Abdulrahman Al Thani<\/strong>, and Egypt\u2019s intelligence chief Hassan Mahmoud Rashad<\/strong> \u201cjust met with Hamas negotiators and shared the 20-point plan. Spain welcomes Trump’s plan and urges end to violence\"SamSam Jones<\/p>\n

The Spanish government<\/strong>, which has been one of the most vociferous European critics of Israel\u2019s Gaza offensive<\/strong>, has welcomed the plan<\/strong> and urged both sides to commit to ending the violence.<\/p>\n

\u201cSpain<\/strong> calls for every negotiating effort to end the war and reiterates its demand for a permanent ceasefire<\/strong>, the release of all hostages, and the massive entry of humanitarian aid to halt the suffering that has already lasted too long,\u201d the foreign ministry said in a statement on Tuesday morning.<\/p>\n

It also echoed its \u201csupport for efforts to achieve lasting peace in the Middle East<\/strong>, based on the implementation of the two-state solution\u201d. In a post on X<\/a>, Spain\u2019s<\/strong> prime minister, Pedro S\u00e1nchez<\/strong>, said the two-state solution \u201cwith both Israel<\/strong> and Palestine<\/strong> coexisting side-by-side in peace and security\u201d, was the only possible solution.<\/p>\n

At first glance, the 20-point plan outlined by President Trump<\/strong> and agreed by Benjamin Netanyahu<\/a><\/strong> appears more likely to end the two-year conflict in Gaza<\/strong> than anything we have seen so far. Trump<\/strong> has sunk a lot of political capital in bringing peace to the Middle East<\/strong> after \u201cthousands of years\u201d, as he put it. There is apparent deep and wide regional support and, seemingly, that of the Israeli prime minister.<\/p>\n

But this is less a detailed roadmap than a rough back of an envelope sketch that allows an equal chance of getting badly lost as reaching the desired destination.<\/p>\n

The proposal demands that Hamas<\/strong> effectively surrender and disarm in return for an end to fighting, humanitarian aid, and the promise of reconstruction in Gaza<\/strong>. The territory has been devastated by the war, with the death toll now at more than 66,000<\/strong> Palestinians, according to Gaza\u2019s <\/strong>health <\/strong>ministry<\/strong>.<\/p>\n

Trump<\/strong> and Netanyahu<\/strong> announced the plan after talks at the White House on Monday, and support for it has been pouring in from the international community.<\/p>\n

A senior Hamas<\/strong> official told the Associated Press<\/strong> the group will \u201cbegin studying it today\u201d with other factions, after receiving the proposal from Egyptian<\/strong> and Qatari<\/strong> mediators. There was no indication of when Hamas<\/strong> might respond. The official spoke on condition of anonymity because he was not authorised to brief the media.<\/p>\n

Involvement of former UK prime minister Tony Blair in Trump’s peace plan draws criticism from Palestinian National Initiative<\/p>\n

Under the plan, a transitional authority \u2013 overseen by an international \u201cBoard of Peace\u201d headed by Donald Trump<\/strong> and including Tony Blair<\/strong> \u2013 would govern Gaza<\/strong> until the Palestinian Authority<\/strong> completes a programme of \u201creform\u201d.<\/p>\n

The White House peace plan for Gaza<\/strong> proposes an immediate end to the devastating war between Israel<\/strong> and Hamas<\/strong> that has raged in the coastal territory for nearly two years, while pointedly excluding the Palestinian militant group from any future governing role<\/a>.<\/p>\n

Assuming both sides agree to a detailed list of conditions, the end of fighting will be accompanied by the release of all Israeli<\/strong> hostages, both dead and alive, \u201cwithin 72 hours<\/strong>\u201d of Israel<\/a> publicly accepting the deal.<\/p>\n

In return for the release of hostages, Israel would release 250 Palestinians<\/strong> currently serving life sentences and 1,700 Palestinians in Gaza detained since the conflict started<\/strong> on 7 October 2023 after Hamas\u2019 deadly attack on Israel<\/a>. For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Palestinians<\/strong>.<\/p>\n

The plan does not require a full Israeli<\/strong> withdrawal ahead of the release of the hostages. Rather, Israeli<\/strong> forces would withdraw to an agreed-upon line, inside Gaza<\/a><\/strong>, to prepare for a hostage release<\/strong>. The plan says that all military operations, including aerial and artillery bombardment, will be suspended during the release process and battle lines will remain frozen until \u201cconditions are met for the complete staged withdrawal\u201d.<\/p>\n

Both Trump and Netanyahu made clear that they were not offering Hamas a choice<\/strong> in the matter. If the group refused, Trump<\/strong> told reporters, \u201cIsrael would have my full backing to finish the job of destroying the threat of Hamas.<\/p>\n

\u201cBut I hope that we\u2019re going to have a deal for peace, and if Hamas rejects the deal \u2026 Bibi, you\u2019d have our full backing to do what you would have to do<\/strong>.\u201d<\/p>\n

The Israeli prime minister said ominously: \u201cIf Hamas rejects your plan, Mr President, or if they supposedly accept it and then do everything to counter it<\/strong>, then Israel will finish the job by itself.<\/strong> This can be done the easy way or it can be done the hard way<\/strong>, but it will be done.\u201d<\/p>\n

The plan was welcomed in principle by leaders in Saudi Arabia<\/strong>, Jordan<\/strong>, the United Arab Emirates<\/strong>, Qatar<\/strong>, Indonesia<\/strong>, Turkey<\/strong>, Pakistan<\/strong> and Egypt<\/strong>, who said they were ready to cooperate with the US to ensure its implementation.<\/p>\n

It was clear, however, that Hamas remained the key to whether Trump\u2019s<\/strong> peace proposal gets off the ground. Experts and residents of Gaza<\/strong> said the absence of the group from negotiations and the plan\u2019s demand that they renounce governance of the strip<\/a> raised doubts about its viability.<\/p>\n

Western European leaders welcomed Trump and Netanyahu plan. Keir Starmer<\/strong> called on Hamas to agree to the plan and \u201cend the misery<\/strong>\u201d, while the French president, Emmanuel Macron<\/strong>, said Hamas had no choice but to \u201cfollow this plan\u201d.<\/strong> <\/strong>German chancellor Friedrich Merz<\/strong> said Germany was ready to \u201cmake a concrete contribution<\/strong> to the implementation of the plan\u201d, describing it as the \u201cbest chance<\/strong>\u201d of ending the war.<\/p>\n
