James Mattis, Donald Trump\u2019s first Defense Secretary, in his 2018 resignation letter to the President. It\u2019s a sentiment that\u2019s been expressed by many American leaders, particularly in the post-World War II period. Put simply: On the global stage, <a href=\"https:\/\/www.brookings.edu\/articles\/are-americas-alliances-a-source-of-strength-or-a-burden-as-it-competes-with-china\/\" target=\"_blank\" rel=\"noopener\">friends matter<\/a>. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">I thought of this last week, as world leaders gathered in New York for the <a href=\"https:\/\/www.politico.com\/news\/2025\/09\/28\/trump-un-general-assembly-00583499\" target=\"_blank\" rel=\"noopener\">80th U.N.G.A.<\/a>, and as tensions appeared in unlikely places. <a href=\"https:\/\/time.com\/7280106\/trump-interview-100-days-2025\/\" target=\"_blank\" rel=\"noopener\">Trump 2.0<\/a> has upended some of America\u2019s strongest global friendships, and in the process taken a <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/09\/21\/unga-trump-un-funding-80-years\/\" target=\"_blank\" rel=\"noopener\">wrecking ball<\/a> to the notion espoused by Mattis and many others. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">It\u2019s a transactional approach in the name of \u201c<a href=\"https:\/\/thehill.com\/opinion\/international\/5524821-trump-un-foreign-policy\/\" target=\"_blank\" rel=\"noopener\">America First<\/a>\u201d\u2014reflected in his vitriolic <a href=\"https:\/\/time.com\/7319639\/trump-un-speech-takeaways\/\" target=\"_blank\" rel=\"noopener\">speech<\/a> at the U.N.G.A.\u2014but too often it looks like an own goal. And\u2014to take three now-strained relationships as examples\u2014it\u2019s already hurting the U.S. <\/p>\n<p>A \u201crupture\u201d up north<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Canada\u2019s U.N.G.A. delegation isn\u2019t usually a place to go for fireworks, but in New York on Monday, <a href=\"https:\/\/time.com\/7281123\/mark-carney-wins-canada-election-liberals\/\" target=\"_blank\" rel=\"noopener\">Prime Minister Mark Carney<\/a> was blunt. \u201cThis is not a transition,\u201d he <a href=\"https:\/\/www.cfr.org\/event\/russell-c-leffingwell-lecture-prime-minister-mark-carney-canada\" target=\"_blank\" rel=\"noopener\">told<\/a> the Council on Foreign Relations. \u201cThis is a rupture.\u201d Carney didn\u2019t mention the U.S. by name, but everyone knew what country he had in mind, and he sounded like a leader girding for battle. Canada will \u201cbuild strength at home,\u201d Carney said. \u201cWe have a determination to rise up and meet this.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Historically, Canada is about as good a friend as the U.S. has had. The two nations are major trading partners, they have jointly operated the North American Aerospace Defense Command for nearly 70 years, and Canada has been an outsized contributor of troops to U.S.-led wars, though the 2003 Iraq war was a <a href=\"https:\/\/www.cbc.ca\/news\/canada\/pm-says-canada-won-t-fight-in-iraq-1.405808\" target=\"_blank\" rel=\"noopener\">notable exception<\/a>. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\"><strong>Read More: <\/strong><a href=\"https:\/\/time.com\/7225251\/canada-dependent-us-economy-tariffs-trump\/\" target=\"_blank\" rel=\"noopener\">How Canada Got Hooked on the U.S. Economy<\/a><\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Since Trump returned to office, Canada has been hit with punitive tariffs and repeated <a href=\"http:\/\/vhttps:\/\/www.cbc.ca\/news\/politics\/trump-51st-state-again-1.7647268\">threats<\/a> to make it the \u201c51st state.\u201d While it is true that Canada maintains a small trade deficit with the U.S., largely because of energy purchases, the accompanying White House <a href=\"https:\/\/www.usnews.com\/news\/national-news\/articles\/2025-03-06\/how-much-fentanyl-is-coming-from-canada-mexico-and-china-fact-checking-trumps-tariff-justification\" target=\"_blank\" rel=\"noopener\">claim<\/a> that Canada is a \u201cmassive\u201d trafficker of fentanyl is certainly not. <a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/drug-seizure-statistics\" target=\"_blank\" rel=\"noopener\">U.S. Customs reported<\/a> that just 43 lbs. of the opioid entered the country from Canada last year; the figure from Mexico was more than 21,000 lbs. <\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">U.S. Ambassador to Canada Pete Hoekstra didn\u2019t help matters when he <a href=\"https:\/\/www.cbc.ca\/news\/politics\/us-ambassador-to-canada-disappointed-anti-american-campaign-1.7637534\" target=\"_blank\" rel=\"noopener\">told<\/a> the Halifax Chamber of Commerce this month that he was \u201c<a href=\"https:\/\/www.cbc.ca\/news\/politics\/us-ambassador-to-canada-disappointed-anti-american-campaign-1.7637534\" target=\"_blank\" rel=\"noopener\">disappointed<\/a>\u201d with Canada\u2019s \u201canti-American\u201d reaction to the <a href=\"https:\/\/www.theglobeandmail.com\/topics\/tariff\/\" target=\"_blank\" rel=\"noopener\">tariffs<\/a>. \u201cA Canada that it would be very easy to target with 500% steel tariffs, or one patriot missile aimed at Parliament Hill,\u201d he added, rather incredulously. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cI think we&#8217;ve passed the Rubicon on this,\u201d Richard Fadden, a former Canadian National Security Advisor, <a href=\"https:\/\/www.thecipherbrief.com\/column_article\/expert-qa-trump-is-hurting-canada-and-hurting-the-u-s-in-the-process\" target=\"_blank\" rel=\"noopener\">told me<\/a> earlier this year. \u201cIt&#8217;s going to take a long time for the U.S.&#8217;s traditional allies to appreciate the way the world has changed, to adapt to it and come to a new relationship \u2026 This is not going to help the United States\u2019 long-term interests.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">The tariffs will mean higher costs for U.S. car manufacturers and construction companies, and potentially for American consumers, but longer-term consequences loom. Campaigns have sprouted to <a href=\"https:\/\/time.com\/7269684\/why-canadians-boycotting-american-whiskey\/\" target=\"_blank\" rel=\"noopener\">boycott U.S. products<\/a>, and according to a new <a href=\"http:\/\/v\">Ipsos poll<\/a>, <a href=\"https:\/\/globalnews.ca\/news\/11435168\/ipsos-polling-canada-us-relationship\/\" target=\"_blank\" rel=\"noopener\">60% of<\/a> Canadians believe they can no longer trust their southern neighbor. Some 82% say they\u2019ll keep avoiding U.S. goods even if the crisis abates. <\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">In New York City, Carney <a href=\"https:\/\/www.cfr.org\/expert-brief\/canada-lays-groundwork-pivot-away-united-states\" target=\"_blank\" rel=\"noopener\">spoke<\/a> of a \u201cstrong consensus\u201d among Canadians to seek other trade opportunities. \u201cThe country,\u201d he said, \u201cdoes not want to wake up and look, with all due respect, on Truth Social or X to see what the latest change is in U.S. policy, but wants to get on with what we can control.\u201d Just prior to the U.N.G.A. meetings, Carney <a href=\"https:\/\/apnews.com\/article\/canada-mexico-carney-sheinbaum-trade-34cf26c018810a859bf8f5737873fa41\" target=\"_blank\" rel=\"noopener\">was in Mexico<\/a> to meet with his counterpart Claudia Sheinbaum. A Canada-Mexico summit is hardly unusual, but their agenda was; a bilateral effort to reduce trade reliance on the U.S. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">As for security issues, an obvious question arises: in the next global crisis, when the U.S. seeks a new coalition or military deployment, will any Canadian leader be quick to raise its hand? <\/p>\n<p>\u201cIs this what you do to an ally?\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">On the other side of the world, another American friend is fuming.\u00a0<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Only a month ago, the Trump Administration\u2019s relationship with South Korea looked sound. President <a href=\"https:\/\/time.com\/7317953\/south-korea-president-lee-jae-myung-cover\/\" target=\"_blank\" rel=\"noopener\">Lee Jae-myung<\/a> met with Trump at the White House in late August and pledged $350 billion in U.S. investments\u2014money for LNG, car manufacturing, and a sorely-needed boost for American <a href=\"http:\/\/v\">shipbuilding<\/a>. Among companies making commitments was carmaking giant Hyundai, which <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-08-26\/hyundai-to-lift-us-spending-to-26-billion-after-trump-lee-meet?sref=IBNMKYlZ\" target=\"_blank\" rel=\"noopener\">upped<\/a> a pledge of $21 billion in U.S. investment to $26 billion. Some 317 South Korean workers were detained for questioning about their visa status. Georgia Governor Brian Kemp had <a href=\"https:\/\/www.bbc.com\/news\/articles\/cj07jzgve45o\" target=\"_blank\" rel=\"noopener\">promoted<\/a> the Hyundai investment as the largest economic development project in his state\u2019s history, and a source of <a href=\"https:\/\/gov.georgia.gov\/press-releases\/2024-02-26\/gov-kemp-state-leaders-celebrate-hyundai-motor-groups-historic-impact\" target=\"_blank\" rel=\"noopener\">thousands of new jobs<\/a>. Now, Hyundai is <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/hyundai-motor-advises-employees-delay-us-business-trips-newspaper-says-2025-08-26\/\" target=\"_blank\" rel=\"noopener\">advising<\/a> employees to reschedule business trips to the U.S., the South Korean government has put a hold on future investments, and officials have warned of security ramifications. South Korea is home to 28,000 American troops and a bulwark against both North Korea and China.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cWe\u2019re in an age of new normal in dealing with the United States,\u201d presidential chief of staff Kang Hoon-sik <a href=\"https:\/\/www.theguardian.com\/global-development\/2025\/sep\/12\/south-korean-outrage-at-us-detention-ordeal-as-300-workers-return-home\" target=\"_blank\" rel=\"noopener\">told<\/a> reporters. \u201cThe standard changes every time and constantly there has to be deal-making, not only on tariffs, but it\u2019ll also be the case with security issues.\u201d<\/p>\n<p>When friends look elsewhere<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">The case of India is different because, to borrow a metaphor Trump has used vis-a-vis the Ukraine-Russia war, India holds lots of cards.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">India\u2019s relations with Washington looked good at the start of the year. The Trump Administration appeared keen to leverage relations with Delhi as a counterweight to China, and Trump himself enjoyed a close relationship with Prime Minister Narendra Modi, who came to the White House in February, <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/2025\/02\/united-states-india-joint-leaders-statement\/\" target=\"_blank\" rel=\"noopener\">agreed<\/a> to a new economic and military partnership, and said the Trump Administration would \u201cmake India great again.\u201d<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Then it was India\u2019s turn for a \u201crupture.\u201d The <a href=\"https:\/\/www.reuters.com\/world\/india\/trumps-doubling-tariffs-hits-india-damaging-ties-2025-08-27\/\" target=\"_blank\" rel=\"noopener\">White House<\/a> hit Delhi with 25% tariffs, then called India\u2019s economy \u201c<a href=\"https:\/\/www.nytimes.com\/2025\/08\/06\/business\/india-china-trump-tariffs.html\" target=\"_blank\" rel=\"noopener\">dead<\/a>\u201d and doubled the figure, citing India\u2019s purchases of Russian oil.
