Questions still hang over each of the policies and there was insufficient time to work through them, said the three diplomats and officials.<\/p>\n<p>European Council President Ant\u00f3nio Costa, who chaired the meeting, said that the session had been urgently needed \u201cto prepare decisions for the security of our continent\u201d and that leaders needed be ready to agree them in just three weeks. <\/p>\n<p>Officials immediately played down the chances of the summit ever leading to concrete results. \u201cThere was never an expectation there would be a decision on these things overnight \u2014 they are complex issues that touch on national sovereignty,\u201d said a fourth official briefed on the leaders\u2019 discussions.\u00a0<\/p>\n<p>\u2018They are testing us\u2019<\/p>\n<p>However, the indecision stood in stark contrast to the threat. Even as leaders debated the issue, Germany \u2014 whose chancellor, Friedrich Merz, lambasted the drone wall in the room \u2014 was forced to <a href=\"https:\/\/www.politico.eu\/article\/sabine-sutterlin-waack-drone-buzz-critical-infrastructure-germany\/\" target=\"_blank\" rel=\"noopener\">confirm that drone sightings<\/a> had been reported over its own critical infrastructure.<\/p>\n<p>A second part on the agenda focusing on support for Ukraine was delayed and squeezed into just one final hour.<\/p>\n<p>Costa was due to present much-vaunted plans, first reported by POLITICO, to streamline EU rules to speed up Kyiv\u2019s accession process and circumvent Hungarian Prime Minister\u2019s Viktor Orb\u00e1n\u2019s veto.
