For the Bundeswehr, still infamous for its sluggish procurement cycles and overlapping lines of command, the reform is designed to strip away excuses and force speed.<\/p>\n<p>The timing is deliberate. Chancellor Friedrich Merz has staked his credibility on building <a href=\"https:\/\/www.politico.eu\/article\/friedrich-merz-germany-bundestag-europe-conventional-army\/\" target=\"_blank\" rel=\"noopener\">Europe\u2019s strongest conventional army<\/a> \u2014 a Bundeswehr that is kriegst\u00fcchtig, or war-ready.<\/p>\n<p>Russia\u2019s drones have already probed NATO airspace in Poland and Romania, and Moscow continues to grind down Ukraine. Meanwhile, the U.S. under Donald Trump has made clear its support cannot be taken for granted. Against that backdrop, Breuer\u2019s new powers are meant to ensure Germany can deter \u2014 and if necessary fight \u2014 with less reliance on Washington.<\/p>\n<p>The Breuer move is only the most visible part of a deeper reorganization. <\/p>\n<p>The ministry has also launched a new Innovation and Cyber Department, bringing under one roof projects <a href=\"https:\/\/www.politico.eu\/article\/germany-france-europe-fighter-jet-defense-aviation\/\" target=\"_blank\" rel=\"noopener\">such as the next generation Franco-German-Spanish fighter jet<\/a>, space defense and artificial intelligence, alongside cybersecurity and IT infrastructure.<\/p>\n<p>Another addition is the so-called Growth Directorate, an ungainly name for Berlin\u2019s most pressing problem: people. Germany wants to expand its military by tens of thousands, while <a href=\"https:\/\/www.politico.eu\/article\/pressure-mounts-on-germanys-merz-to-restore-military-conscription\/\" target=\"_blank\" rel=\"noopener\">betting on voluntary national service to improve lagging troop numbers<\/a>. Recruitment, training, housing and even the construction of new barracks will now be handled together.<\/p>\n<p>Germany has poured billions of euros into defense and promised allies that it will lead in Europe.
