As former British Prime Minister Winston Churchill might say, when it comes to Russia\u2019s latest chapter of meddling, Moldova\u2019s election is \u201conly the end of the beginning.\u201d<\/p>\n<p>Moldova\u2019s pro-Western governing party gained a clear parliamentary majority in this weekend\u2019s elections, choosing <a href=\"https:\/\/gadebate.un.org\/en\/80\/republic-moldova\" target=\"_blank\" rel=\"noopener\">European alignment<\/a> amid \u201cunprecedented pressure, disinformation, and interference from the Kremlin.\u201d Although the results advance Moldova\u2019s EU integration path and deliver a short-term blow to Russian President Vladimir Putin\u2019s hybrid warfare, the struggle is not over.<\/p>\n<p>Moldova has become a geopolitical battleground between Russia and the West, and Putin will continue his efforts to influence it. As former British Prime Minister Winston Churchill might say, when it comes to Russia\u2019s latest chapter of meddling, Moldova\u2019s election is \u201conly the end of the beginning.\u201d<\/p>\n<p>European support was crucial in helping Moldova hold free and fair elections in the face of Russian interference. But it\u2019s too soon to grow complacent. European leaders can do more to support Moldova\u2019s European integration: support Moldovan investigations into Russian illicit financings, fund a more resilient Moldovan power grid, and ultimately offer Moldova a faster path to EU accession.<\/p>\n<p>The pro-EU Party of Action and Solidarity (PAS) <a href=\"https:\/\/apnews.com\/article\/moldova-election-parliament-eu-russia-3c4b0ff91143e129ea3ddb73d11ae93b\" target=\"_blank\" rel=\"noopener\">secured<\/a> 50.1 percent of the vote and a parliamentary majority, defeating the pro-Russian Patriotic Electoral Bloc that captured 24.2 percent. The Russia-friendly Alternative was third, followed by the populist Our Party. However, their fight for democracy did not come easily. As PAS party leader Igor Grosu <a href=\"https:\/\/apnews.com\/article\/moldova-election-parliament-eu-russia-3c4b0ff91143e129ea3ddb73d11ae93b\" target=\"_blank\" rel=\"noopener\">put it<\/a>, Russia \u201cthrew into battle everything it had that was most vile\u2014mountains of money, mountains of lies, mountains of illegalities.\u201d He also accused Moscow of using \u201ccriminals to try to turn our entire country into a haven for crime.\u201d Russia\u2019s interference included reports of <a href=\"https:\/\/www.nytimes.com\/2025\/09\/28\/world\/europe\/moldova-election-russia.html\" target=\"_blank\" rel=\"noopener\">bomb scares<\/a>, <a href=\"https:\/\/x.com\/stassecrieru\/status\/1972272183453040819?s=46&amp;t=Cm4ltdRWgaxrzBe9PkGv0Q\">cyberattacks<\/a> on electoral systems, and false <a href=\"https:\/\/understandingwar.org\/research\/russia-ukraine\/warning-russia-may-be-planning-violent-protests-after-the-moldovan-elections\/\" target=\"_blank\" rel=\"noopener\">claims<\/a> by Russia\u2019s Foreign Intelligence Service that NATO plans to invade Moldova to make it \u201ca military testing ground.\u201d Russian intelligence services have also reportedly been training Moldovans in <a href=\"https:\/\/understandingwar.org\/research\/russia-ukraine\/warning-russia-may-be-planning-violent-protests-after-the-moldovan-elections\/\" target=\"_blank\" rel=\"noopener\">Serbia<\/a> to conduct destabilization and provocation measures.<\/p>\n<p>In the weeks leading up to the election, Moldova\u2019s president, Maia Sandu, and others <a href=\"https:\/\/www.latimes.com\/world-nation\/story\/2025-09-09\/moldovas-president-accuses-russia-of-conducting-hybrid-war-ahead-of-key-elections\" target=\"_blank\" rel=\"noopener\">warned<\/a> that Russia was spending \u201c<a href=\"https:\/\/www.politico.eu\/article\/moldova-election-russian-interference-maia-sandu\/\" target=\"_blank\" rel=\"noopener\">hundreds of millions<\/a> of euros\u201d to influence the elections, <a href=\"https:\/\/www.reuters.com\/investigations\/holy-war-how-russia-recruited-orthodox-priests-sway-moldovas-voters-2025-09-26\/\" target=\"_blank\" rel=\"noopener\">using<\/a> Russian Orthodox priests alongside the \u201cMatryoshka\u201d bot <a href=\"https:\/\/euvsdisinfo.eu\/kremlin-disinfo-surge-targets-moldova-ahead-of-elections\/\" target=\"_blank\" rel=\"noopener\">network<\/a>. Russian influence operations took advantage of Moldova\u2019s large Russian-speaking population, exploiting Gagauzia, a historically pro-Russian region in southern Moldova that is already at odds with Sandu\u2019s administration.<\/p>\n<p>Russia\u2019s efforts to replace the current pro-Western parliament mirrored its meddling last fall, where the Moldovan presidential elections were subject to what the U.S. State Department\u00a0<a href=\"https:\/\/2021-2025.state.gov\/presidential-elections-in-moldova-2\/\" target=\"_blank\" rel=\"noopener\">called<\/a>\u00a0\u201can unprecedented level of Kremlin interference.\u201d Moldovan police accused pro-Russian oligarch Ilan Shor of running <a href=\"https:\/\/www.rferl.org\/a\/moldova-police-accuse-shor-russia-oligarch-39m-vote-buying\/33172951.html\" target=\"_blank\" rel=\"noopener\">a vote-buying<\/a> scheme, reportedly distributing as much as $39 million to about 138,000 voters (Moldova\u2019s population is under 2.5 million people).<\/p>\n<p>Russia has denied election meddling but <a href=\"https:\/\/www.bbc.com\/news\/articles\/cx2rdlj8ejgo\" target=\"_blank\" rel=\"noopener\">accused<\/a> Moldova of an insufficient amount of polling stations, depriving \u201chundreds of thousands\u201d of Moldovans of the opportunity to vote. Pro-Kremlin Moldovan and Russian officials are <a href=\"https:\/\/understandingwar.org\/research\/russia-ukraine\/russian-offensive-campaign-assessment-september-29-2025\/\" target=\"_blank\" rel=\"noopener\">accusing<\/a> Moldovan authorities of election fraud. Sergei Shoigu, a close Putin ally and secretary of Russia\u2019s Security Council, <a href=\"https:\/\/ria.ru\/20250811\/moldova-2034512146.html\" target=\"_blank\" rel=\"noopener\">described<\/a> the elections as a fight to prevent \u201cthe authorities\u2019 efforts to effectively destroy Moldovan statehood.\u201d<\/p>\n<p>Moscow also wants to prevent Moldova from joining the European Union. After Russia\u2019s invasion of Ukraine in 2022, the EU officially granted Moldova candidate status for membership. It is \u201cprecisely because we have advanced greatly on this path, Russia has unleashed its full arsenal of hybrid attacks against us,\u201d Sandu <a href=\"https:\/\/apnews.com\/article\/moldova-elections-russia-influence-europe-8cc882551dd52957491e3cfd112cc878\" target=\"_blank\" rel=\"noopener\">told<\/a> a meeting of the European Parliament on Sept. 9.<\/p>\n<p>This time Moscow\u2019s election interference failed, largely because of Moldova\u2019s model proactive defense strategy. The EU sent members of its Hybrid Rapid Response Team to help on the ground and <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/news\/commission-services-and-moldovan-authorities-conduct-stress-test-potential-digital-hybrid-threats\" target=\"_blank\" rel=\"noopener\">authorized<\/a> its Cybersecurity Reserve to assist in dealing with cybersecurity incidents. The resilience of the electoral system was also bolstered by years of U.S. and EU cyber and election security assistance.<\/p>\n<p>However, the EU is not out of the woods yet. For its own protection and the good of the people of Moldova, the EU should continue its efforts to counter Russia\u2019s malicious interference. The European Parliament has resolved to <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-10-2025-0191_EN.pdf\" target=\"_blank\" rel=\"noopener\">bolster<\/a> resources for Moldova\u2019s resilience vis-\u00e0-vis Russian \u201chybrid threats and malign interference.\u201d This is a step in the right direction.<\/p>\n<p>It would be even more effective for the EU to conduct its own information operations\u2014broadcasting the truth about Russia\u2019s malicious activities\u2014and put Moscow on the defensive. Additionally, Brussels should provide legal and technical assistance to Moldovan authorities investigating illicit financial flows between Russia and pro-Russian parties in Moldova.<\/p>\n<p>In September, the United States <a href=\"https:\/\/md.usembassy.gov\/moldova-transmission-line\/\" target=\"_blank\" rel=\"noopener\">approved<\/a> a $130 million project to build a high-voltage transmission line in Moldova. This will strengthen the country\u2019s power grid, helping it transition from a dependence on Russian gas to a steady supply of electricity from Europe. This is a smart investment and the EU should continue to provide similar financial support to boost Moldova\u2019s energy security.<\/p>\n<p>Finally, Brussels should give Moldovan voters what they were seeking in electing pro-democracy politicians\u2014a fast track into the EU. This would be the ultimate rebuke to Putin\u2019s meddling.<\/p>\n<p>European Commission President Ursula von der Leyen <a href=\"https:\/\/www.facebook.com\/EuropeanCommission\/posts\/moldova-youve-done-it-againno-attempt-to-sow-fear-or-division-could-break-your-r\/1212323734266087\/\" target=\"_blank\" rel=\"noopener\">congratulated<\/a> Moldova for choosing \u201cEurope. Democracy. Freedom.\u201d However, Putin is searching for new opportunities to challenge the West, and his plans for Moldova include Russia. Authoritarianism. Enslavement.
