Administration officials have argued that self-deportation incentives are more cost effective, given the high price tag of immigrant detention and deportation.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb45xbk00003b6n5v253ac7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A notice sent to legal service providers Friday by the Department of Health and Human Services, seen by CNN, said the administration \u201cwill provide a one-time resettlement support stipend of $2,500 U.S. Dollars to unaccompanied alien children, 14 years of age and older, who have elected to voluntarily depart the United States as of the date of this notice and moving forward,\u201d adding that the \u201cbenefit is intended to support reintegration efforts following departure.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000d3b6nq7iipa2n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The voluntary option is expected to first be offered to 17-year-old migrants and would need to be approved by an immigration judge. The payment would be given once the migrants arrive in their home country.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000e3b6nsxvfa9h5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            CNN reached out to HHS, which is charged with caring for unaccompanied migrant children. HHS referred questions to the Department of Homeland Security.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000f3b6n32bwj8xl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cICE and the Office of Refugee and Resettlement at HHS are offering a strictly voluntary option to return home to their families. This voluntary option gives UACs a choice and allows them to make an informed decision about their future,\u201d an Immigration and Customs Enforcement spokesperson said in a statement to CNN, referring to unaccompanied migrant children.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000g3b6nar4xiyrx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAny payment to support a return home would be provided after an immigration judge grants the request and the individual arrives in their country of origin. Access to financial support when returning home would assist should they choose that option,\u201d the spokesperson added.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000h3b6nil3ogbol@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump administration officials have increasingly focused on migrant children who arrived in the US southern border alone and are awaiting to be placed with a sponsor, typically a parent or relative, in the United States. In late August, the Trump administration <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cnn.com%2F2025%2F09%2F03%2Fpolitics%2Fmigrant-children-repatriated-guatemala-scared&amp;data=05%7C02%7Cben.pershing%40cnn.com%7Cb7bab5c33beb4b82602c08de027349d8%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638950891343852461%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=jFApi%2Fb6cgv8uWQPac0%2F8OUFj9x5LVjZnjcp50TYJQs%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">prepared dozens of Guatemalan children<\/a> to be sent back to their home country \u2014 a move that was <a href=\"https:\/\/www.cnn.com\/2025\/08\/31\/politics\/guatemalan-children-us-custody-removal\" target=\"_blank\" rel=\"noopener\">temporarily blocked<\/a> by a federal judge. Declarations from some parents of the children in Guatemala revealed that they were unaware their child was being deported and raised concern over their safety if returned. That case is ongoing.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000j3b6nqjcb8zgq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Trafficking Victims Protection Reauthorization Act, which has been in place for more than two decades, provides protections for unaccompanied migrant children who arrive and reside in the US, including being screened to see if they are victims of human trafficking or have a credible fear of persecution in their home country.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000k3b6nc81lxrai@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Generally, kids in custody are not affirmatively offered the option to leave voluntarily, and those who request it must have it approved by an immigration judge. ICE said kids, in this case, will also go before an immigration judge, who are there to ensure the child knows what it means, are making the choice of their own free will, and aren\u2019t being put in harm\u2019s way.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000l3b6nudujzmc6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cVoluntary departure has always been an option for unaccompanied children and when this option is explained by an attorney who has the child\u2019s best interest in mind, the risks and benefits can be fully explored. There is no legitimate reason for the government to affirmatively provide children with this option and incentivize it with a financial payoff,\u201d said Neha Desai, managing director of Children\u2019s Human Rights &amp; Dignity at the National Center for Youth Law, in a statement.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000m3b6niro6beu9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Earlier this year, the administration <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cnn.com%2F2025%2F07%2F23%2Fpolitics%2Fmigrant-kids-self-deport&amp;data=05%7C02%7Cben.pershing%40cnn.com%7Cb7bab5c33beb4b82602c08de027349d8%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638950891343865818%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=852HPsmaZHpxBT16Cqa7g0qWjNL%2FRc5xIkkMn6Ho%2BS4%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">separately moved<\/a> to rapidly deport some migrant children who arrived in the US without a parent or guardian by having federal agents ask teens whether they want to voluntarily depart the country.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgb6lskk000n3b6n1aipyuke@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The directive marked a departure from long-standing protocol which required that federal authorities turn over most unaccompanied children to HHS.
