{"id":472363,"date":"2025-10-04T00:29:16","date_gmt":"2025-10-04T00:29:16","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/472363\/"},"modified":"2025-10-04T00:29:16","modified_gmt":"2025-10-04T00:29:16","slug":"uk-at-risk-of-cyber-9-11-wiping-out-internet-for-days","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/472363\/","title":{"rendered":"UK at risk of &#8216;cyber 9\/11&#8217; wiping out internet for days"},"content":{"rendered":"<p>\n\t\t\t\t\tExpert warns that the UK needs to be prepared for a devastating cyber attack by a hostile state\t\t\t\t\t                <\/p>\n<p>A \u201ccyber 9\/11\u201d could wreak havoc on UK infrastructure and cause unprecedented chaos with the nation unable to access the internet for days on end, the former <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/topic\/cyber-attacks?srsltid=AfmBOorcYKCbmPJlgzSjxmZMKsdD4Bh5scwlERKIvmUqQQyjMDu5iQtB&amp;ico=in-line_link\" target=\"_blank\" rel=\"noopener\">cyber crime<\/a> boss at Interpol has warned.<\/p>\n<p>In an interview with The i Paper, Craig Jones says the UK must stay alive to the threat of a catastrophic digital attack.<\/p>\n<p>He said that while it would not lead to a huge loss of life, it could have a devastating impact on our daily lives.<\/p>\n<p>New FeatureIn ShortQuick Stories. Same trusted journalism.<\/p>\n<p>He also warns that large-scale cyber threats come from hostile states such as Russia and Iran, as well as organised criminal networks.<\/p>\n<p>Talk of a \u201ccyber 9\/11\u201d or a \u201ccyber Pearl Harbour\u201d has been hotly discussed among defence and cyber security experts for the past decade.<\/p>\n<p>Jones said: \u201cYou probably get a vivid image in your head of planes hitting towers and towers collapsing. That sort of carnage. Photo credit should read: James Manning\/PA Wire\" class=\"wp-image-2434780\"  \/>Hackers, who have targeted parts of the NHS in the past, can cause disruption to patients and hospital services (Photo: James Manning\/PA Wire)<\/p>\n<p>The precise damage caused by an unprecedented attack of this scale would depend on how it manifested.<\/p>\n<p>For example, a single attack on an NHS provider in 2024 by Russian-speaking cyber gang Qilin contributed to the death of at least one patient and disrupted more than 10,000 appointments.<\/p>\n<p>The WannaCry hack in 2017 disrupted a third of NHS trusts cost \u00a392m, according to the Office for Budget Responsibility (OBR).<\/p>\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/publications\/national-risk-register-2025\" target=\"_blank\" rel=\"noreferrer noopener\">National Risk Register<\/a>, the Government\u2019s assessment of the most serious risks facing the country, references eight different types of cyber threat facing the UK.<\/p>\n<p>It includes hacks on the electricity and nuclear infrastructure, transport systems and the health and social care system.<\/p>\n<p>One example it highlights is a \u201cworst-case scenario\u201d in which multiple entire IT systems on the NHS become inaccessible.<\/p>\n<p>It states the \u201cimpacts would be felt immediately\u201d and cites that appointments would be cancelled, there would be delays to medical procedures and tests, and A&amp;E diversions.<\/p>\n<p>Jones steered the international police organisation\u2019s cyber crime team between 2019 and 2024 and notably expanded Interpol\u2019s capacity for cross-border cooperation in tackling complex cyber threats.<\/p>\n<p>His comments come at a time of relentless attacks on the country\u2019s public services, affecting the NHS,<strong> <\/strong>Transport for London, and local councils, with Suffolk County Council the latest to be hit by a cyber attack.<\/p>\n<p>\u2018Cyber criminals are a totally different animal\u2019<\/p>\n<p>\u201cCyber crime is heading in the same direction it always has been, which is upwards. They are increasing the scale, volume, complexity, and agility of the cyber criminals. It is on an upward trajectory,\u201d Jones said.<\/p>\n<p>Increasing access to affordable software and hardware \u201ctools\u201d that hackers need to monitor and infiltrate computer networks is also playing a role in more sophisticated and large scale hacks.<\/p>\n<p>\u201cFifteen-plus years ago, tools would only be available to a state actor. We\u2019ve seen those tools become more readily available,\u201d says Jones, \u201cSome cost $10 (\u00a37.40), $20 (\u00a314.80), which can then allow those criminals to have access to sensitive systems and networks.\u201d<\/p>\n<p>\u201c[When] services are being impacted by the criminal networks and state groups, there\u2019s a knock-on effect. For example, at hospitals, you can\u2019t get a scan, you can\u2019t get a blood test,\u201d he explained.<\/p>\n<p>\u201cThe [hostile] states are testing their abilities, but also sometimes they\u2019re just going into networks and systems and seeing what\u2019s there.<\/p>\n<p>\u201cThe cyber criminal is a totally different animal. They\u2019re going after financial gain. They will do multiple targets. We see the public sector being impacted, such as schools, hospitals and universities. We see the financial institutions being targeted.\u201d<\/p>\n<p>Jones says Britain is currently well-positioned against certain attacks but any slip in defences could have wide-ranging consequences.<\/p>\n<p>\u201cPoliticians move on, departments change \u2013 prioritisation may be lost a little bit, but what we have in the UK is probably one of the best networks and systems globally at this moment in time,\u201d he said, adding that the fight against cyber criminals constantly needs more resources.<\/p>\n<p>One of the risks identified by Jones is a scenario where the UK faces multiple significant cyber attacks at once. He points to the attack in 2017, which froze swathes of the NHS and saw patients turned away and ambulances diverted.<\/p>\n<p>Jones was tasked with responding to the attack from the criminal gang Wannacry, who demanded a ransom to put hospitals back online. They were unsuccessful, but the attack pushed UK cyber security agencies to their limits.<\/p>\n<p>Asked whether the UK is now in a position to defend itself against a multi-pronged attack, Jones did not reply explicitly, but said: \u201cThat would be a highly coordinated attack. What if that was turned around [against us]?\u201d<\/p>\n<p>He added: \u201cI would say its a low probability at this moment in time but if we don\u2019t continue investing in cyber security\u2026 then our defences will be weakened in the future. <\/p>\n<p>\u201cIt\u2019s about not taking our eye off the ball.\u201d<\/p>\n<p>Artificial intelligence as a futher concern<\/p>\n<p>Jones, who also previously worked as a senior officer at the National Crime Agency and spoke to The i Paper from the sidelines of the Global Cybersecurity Forum in Riyadh, also raised concerns about the rise of artificial intelligence.<\/p>\n<p>\u201cThere\u2019s a lot of talk about AI at the moment, the scale of AI and how cyber criminals are using that technology to expand their business and their criminal operations.\u201d<\/p>\n<p>The i Paper revealed cyber criminals based in Iran, Russia and Belarus are targeting UK defence personnel with <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/news\/cyber-criminals-russia-iran-fake-job-ads-3939126?ico=in-line_link\" target=\"_blank\" rel=\"noopener\">fake job advertisements<\/a> which trick applicants into downloading malicious software.<\/p>\n<p>The UK military has been subjected to 90,000 cyber attacks from hostile states in the last two years, while the NHS and local councils such as Redcar and Cleveland have been severely affected by hacks, at times putting the lives and safety of people relying on social care and other public services at risk.<\/p>\n<p>The Cyber and Specialist Operations Command (CSOC) has been recently \u201creshaped\u201d by the Ministry of Defence to \u201cto help keep the United Kingdom secure at home and strong abroad.\u201d<\/p>\n<p>A Government spokesperson said: \u201cCyber security is an absolute necessity to protect the British people, our public services and businesses driving growth.\u201d<\/p>\n<p>The spokesperson insisted: \u201cThe UK has robust plans in place for a range of potential emergencies that have been developed, refined and tested over many years.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Expert warns that the UK needs to be prepared for a devastating cyber attack by a hostile state&hellip;\n","protected":false},"author":2,"featured_media":472364,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3161],"tags":[13311,13312,15986,3082,53,16,15],"class_list":{"0":"post-472363","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-internet","8":"tag-cyber-attacks","9":"tag-cyber-security","10":"tag-hacking","11":"tag-internet","12":"tag-technology","13":"tag-uk","14":"tag-united-kingdom"},"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@uk\/115313073500449233","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/472363","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/comments?post=472363"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/472363\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media\/472364"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media?parent=472363"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/categories?post=472363"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/tags?post=472363"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
