{"id":475147,"date":"2025-10-05T05:15:26","date_gmt":"2025-10-05T05:15:26","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/475147\/"},"modified":"2025-10-05T05:15:26","modified_gmt":"2025-10-05T05:15:26","slug":"how-would-a-government-shutdown-affect-nasa","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/475147\/","title":{"rendered":"How would a government shutdown affect NASA?"},"content":{"rendered":"<p id=\"a0332bc9-788a-423a-8c9b-71353128ebfc\">NASA is bracing for the possibility of a federal government shutdown if Congress fails to pass a funding bill \u2013\u2013 a recurring crisis that grinds activity to a halt across most civilian agencies in the U.S.<\/p>\n<p>A government shutdown would force <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/38700-nasa-history.html\" data-before-rewrite-localise=\"https:\/\/www.space.com\/38700-nasa-history.html\" target=\"_blank\" rel=\"noopener\">NASA<\/a> to scale back most of its activities, sending the majority of its workforce home without pay. Only a small number of essential personnel would remain, tasked with protecting mission-critical assets such as spacecraft in orbit, astronauts aboard the <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/16748-international-space-station.html\" data-before-rewrite-localise=\"https:\/\/www.space.com\/16748-international-space-station.html\" target=\"_blank\" rel=\"noopener\">International Space Station<\/a> (ISS) and other safety operations, while most research and development would come to a halt.<\/p>\n<p><a id=\"elk-seasonal\" href=\"\" data-url=\"\" target=\"_blank\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\"\/><\/p>\n<p id=\"a0332bc9-788a-423a-8c9b-71353128ebfc-2\">NASA\u2019s contingency plan, as outlined in its shutdown <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.nasa.gov\/sites\/default\/files\/atoms\/files\/shutdownfaqs-09-28-2015-update.pdf\" target=\"_blank\" data-url=\"https:\/\/www.nasa.gov\/sites\/default\/files\/atoms\/files\/shutdownfaqs-09-28-2015-update.pdf\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"noopener\">FAQs from 2018<\/a>, emphasizes that only &#8220;activities which are necessary to prevent harm to life or property&#8221; are exempt from being affected. So, without a funding bill by the end of Sept. 30 \u2014 the end of the current fiscal year \u2014 agency offices will close, labs will go quiet and most of NASA&#8217;s employees will find themselves facing a furlough.<\/p>\n<p>You may like<\/p>\n<p id=\"58a9413f-9fb7-4403-8e6a-0183bbd81b09\">\u201cThe appropriations process is ongoing. All essential and safety-critical NASA activities will remain operational,&#8221; NASA officials told Space.com in an email on Sept. 29.<\/p>\n<p>In addition to keeping the ISS operational and monitoring <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/24839-satellites.html\" data-before-rewrite-localise=\"https:\/\/www.space.com\/24839-satellites.html\" target=\"_blank\" rel=\"noopener\">satellites<\/a> that provide things like weather and climate data, the agency can also request exceptions for other activities deemed critical.<\/p>\n<p>For example, perhaps NASA&#8217;s most notable upcoming mission, <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/artemis-2-humans-moon-orbit\" data-before-rewrite-localise=\"https:\/\/www.space.com\/artemis-2-humans-moon-orbit\" target=\"_blank\" rel=\"noopener\">Artemis 2<\/a>, will fly a crew of four astronauts around <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/55-earths-moon-formation-composition-and-orbit.html\" data-before-rewrite-localise=\"https:\/\/www.space.com\/55-earths-moon-formation-composition-and-orbit.html\" target=\"_blank\" rel=\"noopener\">the moon<\/a> for the first time since the <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/apollo-program-overview.html\" data-before-rewrite-localise=\"https:\/\/www.space.com\/apollo-program-overview.html\" target=\"_blank\" rel=\"noopener\">Apollo program<\/a> in 1972. A recent mission briefing revealed that Artemis 2 <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/space-exploration\/artemis\/a-front-row-seat-to-history-nasas-artemis-2-moonshot-could-launch-as-early-as-feb-5\" data-before-rewrite-localise=\"https:\/\/www.space.com\/space-exploration\/artemis\/a-front-row-seat-to-history-nasas-artemis-2-moonshot-could-launch-as-early-as-feb-5\" target=\"_blank\" rel=\"noopener\">could launch as soon as Feb. 5<\/a>, but any delay in preparations could easily push the target date closer to the end of its launch window in April.<\/p>\n<p>Lakiesha Hawkins, NASA\u2019s acting deputy administrator for exploration systems, said the agency expects to win such exceptions for Artemis 2.<\/p>\n<p class=\"newsletter-form__strapline\">Breaking space news, the latest updates on rocket launches, skywatching events and more!<\/p>\n<p>\u201cThis is obviously very safety-critical, and we anticipate being able to request, and being able to continue to move forward on Artemis 2 in the event of a shutdown,\u201d Hawkins said during a <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.youtube.com\/live\/SFvHUa4_VOU?si=SLj0LUXJ0XXPnPMj&amp;t=3490\" target=\"_blank\" data-url=\"https:\/\/www.youtube.com\/live\/SFvHUa4_VOU?si=SLj0LUXJ0XXPnPMj&amp;t=3490\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"noopener\">press conference on Sept. 23<\/a>.<\/p>\n<p>During a shutdown, NASA employees who are not assigned to those exempt duties are barred from working, even on a volunteer basis. During the <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/42823-nasa-government-shutdown-plan-2018.html\" data-before-rewrite-localise=\"https:\/\/www.space.com\/42823-nasa-government-shutdown-plan-2018.html\" target=\"_blank\" rel=\"noopener\">2018 government shutdown<\/a>, about 95% of NASA\u2019s workforce was sent home. That left skeleton crews at centers across the country to ensure spacecraft remained operational, while research, contract management, public outreach and most programs went dark.<\/p>\n<p>Contractors face a patchwork of outcomes. Some may continue working for a spell if their contracts are already funded, while others would be sidelined at the loss of facility access and the inability to coordinate with furloughed civil servant colleagues. A small handful would be tasked with &#8220;orderly shutdown&#8221; duties, such as powering down systems, before stepping away, according to a NASA contract employee not authorized to speak on behalf of the agency.<\/p>\n<p>Work on new missions, hardware testing, technology development, and non-critical science would be paused until funding is restored, adding potential delays and costs once normal operations resume.<\/p>\n<p>The potential damage is magnified by NASA\u2019s <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.space.com\/space-exploration\/experts-alarmed-as-white-house-proposes-largest-single-year-cut-to-nasa-in-american-history\" data-before-rewrite-localise=\"https:\/\/www.space.com\/space-exploration\/experts-alarmed-as-white-house-proposes-largest-single-year-cut-to-nasa-in-american-history\" target=\"_blank\" rel=\"noopener\">current budget environment<\/a>. The agency is bracing for more cuts as the White House <a data-analytics-id=\"inline-link\" href=\"https:\/\/apnews.com\/article\/donald-trump-congress-government-shutdown-99d4cafe53209f6dc6ae5562c2ac79d2\" target=\"_blank\" data-url=\"https:\/\/apnews.com\/article\/donald-trump-congress-government-shutdown-99d4cafe53209f6dc6ae5562c2ac79d2\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"noopener\">signals its intent<\/a> for agencies to implement further reductions in force (RIFs) \u2014 a euphemism for layoffs.
