Bars are expected to extend trading hours next summer as England matches could begin as late as 2am under Fifa\u2019s plans to combat extreme heat in North America,<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">Fifa are expected to schedule some matches, to start at 11pm or even 2am. A <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/labour-party\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour Party<\/a> government source said that the World Cup was certain to be declared an \u201coccasion of exceptional national significance\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">This would allow pubs and bars that are usually obliged to close at 11pm to stay open for an extra two hours without needing to apply for special permission.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/news\/midlands-news\/dpd-introduces-65p-rule-parcel-32604850\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"><strong class=\"Strong_strong__e2x35\">READ MORE DPD introduces 65p rule for parcel deliveries ahead of Christmas<\/strong><\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">Victor Montagliani, a Fifa vice-president and president of the Concacaf organisation that covers the host nations, said earlier this week: \u201cOn the kick-off times, lessons have been learnt. Heat is always an issue in our region because the summers are hot.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">\u201cOur media guys are in those conversations daily with European media, with other world media, in terms of what\u2019s best.\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">Montagliani, who is also the president of Concacaf, the confederation that covers North and Central America and the Caribbean, was speaking after the US president said this week he would move matches out of cities if he thought they could be \u201ceven a little bit dangerous for the World Cup\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">\u201cIt\u2019s Fifa\u2019s tournament, Fifa\u2019s jurisdiction, Fifa makes those decisions,\u201d the Canadian said to an audience at The Summit, part of Leaders Week London.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">\u201cWith all due respect to current world leaders, football is bigger than them and football will survive their regime and their government and their slogans.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">He said: \u201cI respect that it\u2019s a decision by Uefa. It\u2019s their member, they have to deal with it and I respect not only the appropriate process, but whatever decision they make.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">&#8220;Fifa get asked to deal with a lot of things by a lot of organisations, but first and foremost it\u2019s a member of Uefa. No different than when I have to deal with a member of my region for whatever reason.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"birminghammail\">\u201cI don\u2019t see the argument for 64 teams,\u201d he said. \u201cIt\u2019s not just us but Uefa and Asia who are opposed to that.
