Their primary state-directed role is to parrot and polish official talking points handed to them at <a href=\"https:\/\/www.occrp.org\/en\/investigation\/the-man-behind-the-kremlins-control-of-the-russian-media\" target=\"_blank\" rel=\"noreferrer noopener\">regular Kremlin meetings<\/a>. To outsiders, their outpourings offer a window into regime thinking\u00a0\u00a0<\/p>\n<p>So during September, it was possible to discern that President Trump\u2019s descriptions of Russia as a <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/zelenskiy-meet-trump-un-push-new-us-sanctions-russia-2025-09-23\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cpaper tiger\u201d<\/a> had caused only <a href=\"https:\/\/cepa.org\/article\/putins-propagandists-dismiss-us-statements\/\" target=\"_blank\" rel=\"noreferrer noopener\">mild irritation<\/a>. But in October, the US administration\u2019s willingness <a href=\"https:\/\/www.cbsnews.com\/news\/jdvance-trump-zelenskyy-ukraine-russia-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">to consider selling<\/a> Tomahawk cruise missiles to Ukraine brought a much more anxious response.\u00a0<\/p>\n<p>Indeed, it\u2019s fair to say the possibility of the missiles \u2014 with their 1,500-mile <a href=\"https:\/\/missilethreat.csis.org\/missile\/tomahawk\/\" target=\"_blank\" rel=\"noreferrer noopener\">range<\/a> encompassing Moscow, 500 miles from Kyiv, and much of the country\u2019s key infrastructure \u2014 appears to have hit the propagandists and their experts like a ton of bricks.\u00a0<\/p>\n<p>Appearing on a state TV show\u202f, 60 Minutes\u202fon Tuesday,\u202fretired Admiral Sergei Avakyants noted\u202fthat the potential delivery of Tomahawks to Ukraine is \u201ca very serious issue.\u201d In response to leading questions from the host, Olga Skabeeva as to whether Russia would strike the United States in response (presumably with nuclear weapons, a favorite theme on Russian state media), the admiral said that for now, this is not a viable possibility.\u00a0\u00a0<\/p>\n<p>He also conceded that this might present another problem, since a weak response could prompt discontent within the Russian population. After years of threatening to strike the decision-making centers in Washington, D.C., propagandists had to inform everyday Russians that long-range strikes deep within Russia won\u2019t necessarily lead to a nuclear war with America.\u00a0\u00a0<\/p>\n<p>During the October 2 broadcast of the Full Contact radio show, Vladimir Solovyov urged the Russian leadership to completely obliterate all of Ukraine\u2019s infrastructure with the aim of returning it to the Stone Age. He argued that during a war, all infrastructure is considered military. A man of limited self-awareness, Solovyov seemingly failed to realize that the same principle could be applied to Russia.\u00a0<\/p>\n<p>Even so, he was badly shaken by the idea of Tomahawks flying towards Moscow.\u00a0<\/p>\n<p>He wondered out loud: \u201cIs this it? Did the period of candy and chocolates with Trump come to an end? Will we now get the whip? Will Daddy now start beating Russia with golf clubs?\u201d\u00a0<\/p>\n<p>\n\t\t\tGet the Latest\t\t<\/p>\n<p>\n\t\t\tSign up to receive regular emails and stay informed about CEPA&#8217;s work.\t\t<\/p>\n<p>Solovyov, the most notorious self-described \u201cnuclear maniac\u201d on Russia\u2019s state-controlled airwaves, who routinely threatens the United States and other Western countries with nuclear strikes, was so panicked that he had to admit the disingenuous nature of his perennial nuclear threats.\u202f\u00a0<\/p>\n<p>On September 30, during his show\u202fThe Evening With Vladimir Solovyov, he asserted that the West will undoubtedly provide long-range missiles for use against Russia, \u201cRegardless of how laughable all of this sounds, let\u2019s base it strictly on our history. They will jump \u2014 there is no way they won\u2019t jump.\u201d\u00a0\u00a0<\/p>\n<p>Solovyov went on to concede that mutual nuclear strikes between Russia and the US would end the world as we know it: \u201cDirect strikes by countries with equal potential are pointless. This immediately means total destruction.\u201d He nonetheless explained the Dead Hand system, designed to launch nuclear missiles at US targets if it detected a nuclear attack on Moscow. Solovyov gleefully noted: \u201cEurope doesn\u2019t have anything like this.\u201d\u00a0<\/p>\n<p>Andrey Sidorov, Deputy Dean of world politics at Moscow State University, insisted that regardless of the Tomahawk decision, Europe will be able to cause damage to Russia. Solovyov argued that Americans and Europeans are already doing so, absurdly blaming them for Ukraine\u2019s successful strikes on Russian oil refineries, which have been executed by drones manufactured in Ukraine and using Ukrainian intelligence (although that too <a href=\"https:\/\/www.reuters.com\/world\/europe\/us-provide-ukraine-with-intelligence-missile-strikes-deep-inside-russia-wsj-2025-10-01\/\" target=\"_blank\" rel=\"noreferrer noopener\">may soon change<\/a>). In response, he argued, Russia should be bombing oil refineries in Holland.\u202f\u00a0<\/p>\n<p>For his part, Sidorov proposed moving the masts on the USS Richard Montgomery, a World War II ship that sank in the Thames Estuary in 1944 while carrying approximately 1,400 tons of explosives. He predicted that the resulting explosion would flood all the UK\u2019s nearby coastal villages and ports. Sidorov concluded: \u201cWe can start with this today.\u201d\u00a0<\/p>\n<p>It\u2019s fair to note that the US has not decided to supply Tomahawks, and the story may therefore be much ado about nothing. Some <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/us-tomahawk-missile-shipments-ukraine-unlikely-sources-say-2025-10-02\/\" target=\"_blank\" rel=\"noreferrer noopener\">unnamed officials are already walking back this possibility<\/a>, although these figures also suggested other munitions may be made available \u2014 the new <a href=\"https:\/\/www.armyrecognition.com\/news\/army-news\/2025\/barracuda-100m-missile-delivers-tenfold-hellfire-range-for-future-us-army-operations\" target=\"_blank\" rel=\"noreferrer noopener\">Barracuda<\/a> system with a range of up to 500 miles has been mentioned.\u00a0<\/p>\n<p>Whatever the final decision, the eyes of the Kremlin and its state media remain firmly fixed on Washington.\u00a0<\/p>\n<p>Julia Davis is a columnist for The Daily Beast and the creator of the Russian Media Monitor.
