{"id":476180,"date":"2025-10-05T16:08:44","date_gmt":"2025-10-05T16:08:44","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/476180\/"},"modified":"2025-10-05T16:08:44","modified_gmt":"2025-10-05T16:08:44","slug":"chinas-hunan-puts-non-tax-revenue-in-crosshairs-cracking-down-on-sketchy-fines","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/476180\/","title":{"rendered":"China\u2019s Hunan puts non-tax revenue in crosshairs, cracking down on sketchy fines"},"content":{"rendered":"<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Hunan has become the latest Chinese province to tighten controls on non-tax revenue growth through a revision of local regulation, as Beijing intensifies efforts to revive market sentiment and private investor confidence.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">The regulation changes, set to take effect on November 1, explicitly mandate that local-level governments fully remit proceeds from the disposal of confiscated goods \u2013 along with any interest they generate \u2013 to the state treasury, in a sign of how such non-tax revenue is now under stricter oversight by the central government.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Additionally, the controls forbid local officials from using fines as a tool to increase revenue, while also prohibiting the linking of law enforcement performance assessments to the amount of fines collected.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Non-tax revenue \u2013 including administrative fees, government fines and other sources \u2013 often reflects the financial burden on private firms, many of which have struggled amid a post-pandemic slowdown, cutthroat domestic competition and external trade tensions.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">And its share in fiscal revenue has been growing as authorities in debt-ridden regions seek alternative income sources amid dwindling land sales.<\/p>\n<p>Hunan\u2019s move follows Beijing\u2019s enactment of a <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3308446\/china-passes-private-sector-law-addressing-gripes-beleaguered-businesses?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"noopener\">Private Economy Promotion Law<\/a> in May, aimed at better protecting private firms, which account for more than 60 per cent of China\u2019s gross domestic product and more than 80 per cent of urban jobs.
