The promise to these deprived areas is three-pronged: investment in community facilities, enhancing public spaces like parks, and revitalising town centres and high streets.<\/p>\n<p class=\"yf-1090901\">The <a href=\"https:\/\/www.gov.uk\/government\/publications\/pride-in-place-strategy\/pride-in-place-strategy#our-action-plan\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:\u201cPride in Place\u201d;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">\u201cPride in Place\u201d<\/a> programme will provide up to \u00a35 billion over ten years to support around 250 communities. A further \u00a3150 million will be shared between around 95 places across England, Scotland and Wales through an associated impact fund.<\/p>\n<p class=\"yf-1090901\">The funding is aimed at building stronger, more empowered communities and enhancing physical infrastructure. It also forms part of the Labour government\u2019s efforts to tackle the electoral threat posed by Reform UK in some of the country\u2019s left-behind areas.<\/p>\n<p class=\"yf-1090901\">The programme is not a wholly new announcement. In its <a href=\"https:\/\/theconversation.com\/spending-review-rachel-reeves-is-about-to-make-a-600-billion-gamble-on-growth-258526\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:spending review;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">spending review<\/a> earlier this year, the government announced that <a href=\"https:\/\/www.gov.uk\/government\/publications\/government-announces-25-trailblazer-neighbourhoods-to-receive-long-term-investment\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:25 trailblazer neighbourhoods;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">25 trailblazer neighbourhoods<\/a> would each receive up to \u00a320 million over the next decade. This funding has now been <a href=\"https:\/\/www.gov.uk\/government\/publications\/pride-in-place-programme-faq\/pride-in-place-programme-faq#funding-design\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:rolled into;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">rolled into<\/a> the Pride in Place programme. For the <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c1mx8vr2gr1o\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:additional 144 areas;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">additional 144 areas<\/a> named recently, this will be new funding.<\/p>\n<p class=\"yf-1090901\">The programme is putting more decision-making power in local hands \u2013 and this is certainly a good thing. It includes proposals for facilities for young people, backed by <a href=\"https:\/\/www.sng.org.uk\/sng-iwill-fund\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:a \u00a366 million fund;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">a \u00a366 million fund<\/a> called #iwill as well as a <a href=\"https:\/\/communitywealthfund.org.uk\/englands-most-disadvantaged-neighbourhoods-secure-175-million-in-investment-from-the-community-wealth-fund\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:\u00a3175 million;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">\u00a3175 million<\/a> Community Wealth Fund.<\/p>\n<p class=\"yf-1090901\">Another welcome aspect are plans to help communities share learning and best practice, and to empower them to drive change locally. For now though, there is little detail on how this will work.<\/p>\n<p class=\"yf-1090901\">What\u2019s different about this fund is that it involves allocative rather than competitive funding. This means that there is no bidding or tender process. The plan to allocate funding directly to areas based on need is <a href=\"https:\/\/lpiphub.bham.ac.uk\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:likely to be welcomed;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">likely to be welcomed<\/a> by councils that previously criticised <a href=\"https:\/\/research.birmingham.ac.uk\/en\/publications\/inclusive-and-sustainable-local-economic-performance-evidence-rev\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:competitive funding processes;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">competitive funding processes<\/a> for being costly and time-consuming to apply for.<\/p>\n<p class=\"yf-1090901\"> <strong> Read more: <a href=\"https:\/\/theconversation.com\/the-levelling-up-bidding-process-wastes-time-and-money-heres-how-to-improve-it-198638\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:The &#039;levelling up&#039; bidding process wastes time and money \u2013 here&#039;s how to improve it;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">The &#8216;levelling up&#8217; bidding process wastes time and money \u2013 here&#8217;s how to improve it<\/a> <\/strong> <\/p>\n<p class=\"yf-1090901\">Funding is allocated based on a <a href=\"https:\/\/www.gov.uk\/government\/publications\/pride-in-place-impact-fund-place-selection-methodology-note\/pride-in-place-impact-fund-methodology-note\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:ranking of neighbourhoods;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">ranking of neighbourhoods<\/a> using indices that measure deprivation and community needs. The needs of some areas may have changed since the deprivation index was compiled but compared to the <a href=\"https:\/\/www.bbc.co.uk\/news\/56238260\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Levelling Up Fund;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Levelling Up Fund<\/a>, which was <a href=\"https:\/\/committees.parliament.uk\/publications\/40145\/documents\/195720\/default\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:criticised;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">criticised<\/a> for a lack of clarity, this selection process appears to be clearer and more robust.<\/p>\n<p class=\"yf-1090901\">But the fund is disappointing in its scale and scope. Specifically, it appears to be focused on smaller-scale cosmetic improvements rather than larger-scale transformational change.<\/p>\n<p class=\"yf-1090901\">Compared to the <a href=\"https:\/\/ppp-online.org\/view-all-volumes\/big-society-and-community-lessons-from-the-1998-2011-new-deal-for-communities-programme-in-england\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:New Deal for Communities;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">New Deal for Communities<\/a> (NDC) programme, which ran from 1998 to 2011 across the UK, funding for Pride in Place is small. The 39 area partnerships involved in NDC received an average of <a href=\"https:\/\/publications.parliament.uk\/pa\/cm201012\/cmselect\/cmcomloc\/1014\/1014vw02.htm\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:\u00a350 million;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">\u00a350 million<\/a> \u2013 equivalent to nearly \u00a378 million today. By contrast, the highest award from the Pride in Place programme is \u00a320 million.<\/p>\n<p class=\"yf-1090901\">And the aims of the NDC programme were broader than those of Pride in Place. When NDC was evaluated, litter and anti-social behaviour ranked highly among the issues that people wanted to see addressed. But the funding also supported holistic change by addressing the root causes of challenges such as creating jobs, improving education and training, action against crime, improving the environment and housing and social services.<\/p>\n<p class=\"yf-1090901\">It was measured against three place outcomes (crime, community, and housing and the physical environment) and three people-related outcomes (education, health and worklessness).<\/p>\n<p>  <a href=\"https:\/\/images.theconversation.com\/files\/693455\/original\/file-20250929-56-lfuvui.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"police tape with three uniformed officers in the background\" loading=\"lazy\" height=\"580\" width=\"754\" class=\"yf-1gfnohs loader\"\/><\/a> Previous funds have invested in efforts to tackle crime. <a class=\"link \" href=\"https:\/\/www.shutterstock.com\/image-photo\/police-glasgow-during-incident-near-george-1764268619\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Mr Doomits\/Shutterstock;elm:context_link;itc:0;sec:content-canvas\">Mr Doomits\/Shutterstock<\/a>    <\/p>\n<p class=\"yf-1090901\">Today, it seems very unlikely that the new programme will offer substantial funding to develop training, education and housing given the sums involved. What\u2019s more, the focus is on revitalising community spaces and boosting local pride rather than tackling inequality in housing or education. All these elements are crucial in driving change in disadvantaged neighbourhoods.<\/p>\n<p class=\"yf-1090901\"><a href=\"https:\/\/www.cipfa.org\/cipfa-thinks\/insight\/addressing-regional-inequalities\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Research has emphasised;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Research has emphasised<\/a> the importance of long-term holistic funding in addressing regional inequalities in other countries. And a <a href=\"https:\/\/inlogov.com\/wp-content\/uploads\/2025\/07\/rewiring-local-government-for-citizen-engagement_web.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:recent study;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">recent study<\/a> that reviewed UK community and economic development programmes emphasised how important it is to create conditions for communities to harness their \u201cagency and resources\u201d.<\/p>\n<p class=\"yf-1090901\">But it is difficult to predict the impact of this fund on current or future Reform UK voters. Heading off the challenge from Nigel Farage\u2019s party to Labour\u2019s vote is likely to depend on how deeply the impact is seen and felt by voters at a local level.<\/p>\n<p class=\"yf-1090901\">This in turn depends on the scale and approach of the programme \u2013 things like holistic efforts to tackle social issues and a long-term commitment to the communities involved. This, together with events (the budget this autumn, for example), are likely to shape views both in terms of physical improvements to the areas involved and voters\u2019 perceptions of being heard in policy decisions.<\/p>\n<p class=\"yf-1090901\">Research <a href=\"https:\/\/www.smf.co.uk\/publications\/understanding-populism-populism-seen-through-the-prism-of-policy\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:has found;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">has found<\/a> that constituencies that previously received levelling-up funding saw a lower Reform vote in the 2024 general election. This suggests that visible improvements may indeed erode some of the support for Reform.<\/p>\n<p class=\"yf-1090901\">But many of the planned projects may not bear fruit until after the next general election. So if the programme is to have a significant impact, it will be important that projects have a tangible impact promptly. Reducing litter, for example, could be a quick win.<\/p>\n<p class=\"yf-1090901\">The twin approaches of youth engagement and citizen participation are positive aspects of the Pride in Place programme. The sum of funding for developing community facilities is large. But at its core, the plan falls short in addressing economic disadvantages such as skills, employment and housing.
