Regions were lied to and abandoned in the proposal for the next long-term EU budget, local leaders told the European Commission during a heated meeting on Tuesday.<\/p>\n

The Commission\u2019s plan to merge funding for regional development and agriculture in the \u20ac2 trillion budget, known as national plans, is unpopular with regional authorities, who argue that they have been sidelined in favour of Brussels and national capitals.<\/p>\n

\u201cThe EU is on the verge of making a mistake of historical proportions,\u201d said Vasco Alves Cordeiro, budget chair of the Committee of Regions (CoR), the assembly of sub-national European, authorities, during a session<\/a> with regional leaders, the Commission, and the Council.<\/p>\n

\u201cWe are being abandoned,\u201d added Wojciech Sa\u0142uga, Marshal of the Silesia region in Poland.<\/p>\n

Cordeiro said the Commission not only excluded regions from the discussions but also misled them after the merger idea was first leaked<\/a> last October.<\/p>\n

\u201cWhat was told to us was that it is not true, that it was only an exercise,\u201d he said. \u201cWe were lied to.\u201d<\/p>\n

But the head of unit for the Commission\u2019s DG BUDG, Franck Conrad, dismissed the criticism. Brussels is proposing \u201cthe exact same rules for the managing authorities\u2026 the roles that they have today are being translated in the future without changing,\u201d he said.<\/p>\n

\u201cYou confused me\u2026 because you gave us the idea that managing authorities, regions have a big say,\u201d said Pascal Smet, representing the Brussels region. That \u201cdoesn\u2019t correspond to the [proposed] regulation.\u201d<\/p>\n

The debate comes as the European Parliament is also threatening<\/a> to reject national plans over similar concerns over their centralised structure.<\/p>\n

Meanwhile, Danish diplomat Peter Hedegaard-Degn, who leads EU countries\u2019 technical work on the national plans file, stressed that \u201cthere are no conclusions on this in the council yet,\u201d adding that no one is working to exclude regions in the Council discussions.<\/p>\n
