Fran\u00e7ois Bayrou <a href=\"https:\/\/www.cnn.com\/2025\/09\/09\/europe\/frances-government-collapsed-whats-next-intl\" target=\"_blank\" rel=\"noopener\">quit<\/a> last month after trying to push through a savings plan that included scrapping two public holidays and freezing public spending.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmghr3fab0004356nugd5k5e9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lecornu\u2019s resignation raised doubts over whether the 2026 budget \u2013 including much-needed debt-cutting reforms \u2013 can be passed in time. But after talking to lawmakers from a number of parties, he provided some reassurance Wednesday, acting in a caretaker capacity. \u201cThere is a willingness for France to have a budget before December 31,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmggkomja000a356n75kksyu7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            France is Europe\u2019s <a href=\"https:\/\/ec.europa.eu\/eurostat\/databrowser\/bookmark\/3c105c42-3a11-430e-8c87-6faefa25241d?lang=en&amp;createdAt=2025-09-22T09:29:03Z\" target=\"_blank\" rel=\"noopener\">biggest spender<\/a> relative to its economic output. Its <a href=\"https:\/\/ec.europa.eu\/eurostat\/databrowser\/view\/sdg_17_40__custom_18128994\/bookmark\/table?lang=en&amp;bookmarkId=e86fa926-09d4-4de5-9bee-2b971402d7ca&amp;c=1758541731000\" target=\"_blank\" rel=\"noopener\">debt burden<\/a> is behind only those of Greece and Italy, which were at the heart of the <a href=\"https:\/\/www.cnn.com\/2013\/07\/27\/world\/europe\/european-debt-crisis-fast-facts\" target=\"_blank\" rel=\"noopener\">European debt crisis<\/a> in 2011.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgghqbvp0005356njnsfeuwh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When measured by <a href=\"https:\/\/ec.europa.eu\/eurostat\/databrowser\/view\/tec00127__custom_18128914\/bookmark\/table?lang=en&amp;bookmarkId=be4fe45c-8f4b-45bd-abd5-9986aa97ab7b&amp;c=1758541651000\" target=\"_blank\" rel=\"noopener\">budget deficit<\/a> \u2013 the gap between government spending and revenue \u2013 France is also among the most spendthrift in the European Union, according to Eurostat, the bloc\u2019s statistics office.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmggjslpq0000356nggh3xi38@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Although the country has a long history of hefty overspending, since June last year bond investors have become more worried about its finances, resulting in higher borrowing costs for the already cash-strapped government.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmggl9896000f356ndyqx0v9m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Here\u2019s what\u2019s behind the recent political and market turmoil over France\u2019s debt.\n    <\/p>\n<p>        How France spends its \u2013 and creditors\u2019 \u2013 money<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgglibci000i356n6xyl9q0d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            By far the <a href=\"https:\/\/ec.europa.eu\/eurostat\/cache\/visualisations\/economy\/government-expenditure\/\" target=\"_blank\" rel=\"noopener\">biggest strain<\/a> on the French public purse comes from what is known as <a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=Glossary:Classification_of_the_functions_of_government_(COFOG)\" target=\"_blank\" rel=\"noopener\">social protection<\/a>, which covers pension payments, unemployment benefits and other outlays. The country\u2019s spending on social protection \u2013 at 23.3% of gross domestic product \u2013 is the second-highest in the EU, behind only Finland\u2019s, according to Eurostat.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgglrptb000p356n9vqqkajn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This type of spending in France is also liberal by global standards. Based on <a href=\"https:\/\/data-explorer.oecd.org\/vis?fs%5b0%5d=Topic%2C1%7CSociety%23SOC%23%7CSocial%20policy%23SOC_PRO%23&amp;pg=0&amp;fc=Topic&amp;bp=true&amp;snb=12&amp;df%5bds%5d=dsDisseminateFinalDMZ&amp;df%5bid%5d=DSD_SOCX_AGG%40DF_SOCX_AGG&amp;df%5bag%5d=OECD.ELS.SPD&amp;df%5bvs%5d=1.0&amp;dq=.A..PT_B1GQ.ES10.._T.&amp;pd=2010%2C&amp;to%5bTIME_PERIOD%5d=false&amp;vw=tb\" target=\"_blank\" rel=\"noopener\">data<\/a> from the Organisation for Economic Co-operation and Development (OECD), which uses different methodology from Eurostat, the country allocated the equivalent of 30.6% of its GDP to social protection last year, far above the 19.8% spent by the United States, for example.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgglrptb000q356nkvxwkvri@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            State pensions make up a <a href=\"https:\/\/ec.europa.eu\/eurostat\/databrowser\/view\/spr_exp_pens__custom_18127471\/bookmark\/table?lang=en&amp;bookmarkId=1b3da748-7b11-42f8-9aaa-0e070e8b313e&amp;c=1758537902000\" target=\"_blank\" rel=\"noopener\">large share<\/a> of France\u2019s social expenditure. For example, it provides <a href=\"https:\/\/www.welcometofrance.com\/en\/fiche\/childcare-options-for-children-under-school-age#:~:text=Tax%20breaks%20are%20also%20available,exceed%20%E2%82%AC10%20per%20child.\" target=\"_blank\" rel=\"noopener\">financial support<\/a> to families employing a childcare worker or a nanny for children under six, according to Business France, a national agency that helps foreign companies set up in the country.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmggml0vl000y356nu9b76fgr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe do reimburse a lot of things that we basically can no longer afford to reimburse,\u201d Alexandra Roulet, an economics professor at business school INSEAD and a former economic adviser to French President Emmanuel Macron, told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmggmdiyl000w356ne58b9pc5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The authorities\u2019 response to two back-to-back crises in recent years has also contributed to the country\u2019s debt load. The government <a href=\"https:\/\/economy-finance.ec.europa.eu\/document\/download\/34ee4397-fa9d-455b-b847-f5da4a4af685_en?filename=ip282_en_UPD.pdf\" target=\"_blank\" rel=\"noopener\">spent heavily to protect households and businesses<\/a> from the fallout of the Covid-19 pandemic and the spike in energy prices triggered by Russia\u2019s invasion of Ukraine in 2022.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmggks34h000c356nt0r5vgxe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            France\u2019s politicians are deeply divided on whether the solution is to rein in spending or raise taxes, particularly as taxes are already high. The country\u2019s revenue from <a
