We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p><strong class=\"sc-1uza6dc-1 gunhQQ\">Your support makes all the difference.<\/strong>Read more<\/p>\n<p>Sir Keir Starmer is \u201cready to progress\u201d plans to use frozen Russian sovereign assets to support Ukraine\u2019s war effort, he has said.<\/p>\n<p>The Prime Minister has spoken with his counterparts from <a href=\"https:\/\/www.independent.co.uk\/topic\/ukraine\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a>, Germany and <a href=\"https:\/\/www.independent.co.uk\/topic\/france\" target=\"_blank\" rel=\"noopener\">France<\/a>, and indicated that Moscow could face more sanctions \u201cin the coming days and weeks\u201d.<\/p>\n<p>Sir Keir set out his position after European leaders met in <a href=\"https:\/\/www.independent.co.uk\/topic\/copenhagen\" target=\"_blank\" rel=\"noopener\">Copenhagen<\/a> last week, where they discussed putting together a \u201creparations loan\u201d for Ukraine, taken from the value of immobilised assets.<\/p>\n<p>He signed a joint E3 statement, with German Chancellor <a href=\"https:\/\/www.independent.co.uk\/topic\/friedrich-merz\" target=\"_blank\" rel=\"noopener\">Friedrich Merz<\/a> and French President Emmanuel Macron, on Friday which read: \u201cWe will increase pressure on Russia as President Putin continues his stalling tactics and abhorrent attacks in response to peace talks.<\/p>\n<p>\u201cTo that end, we are ready to progress towards using, in a co-ordinated way, the value of the immobilised Russian sovereign assets to support Ukraine\u2019s armed forces and thus bring Russia to the negotiation table.<\/p>\n<p>\u201cWe aim to do this in close co-operation with the United States of America.<\/p>\n<p>\u201cWe agree to develop further bold and innovative mechanisms to increase the cost of Russia\u2019s war and ramp up pressure. This includes driving forward action on the Russian shadow fleet.\u201d<\/p>\n<p>Sir Keir also spoke with <a href=\"https:\/\/www.independent.co.uk\/topic\/volodymyr-zelensky\" target=\"_blank\" rel=\"noopener\">Volodymyr Zelensky<\/a>, and told him that the UK, Germany and France \u201cwere united in wanting to drive progress towards using the full value of the immobilised Russian sovereign assets to end the war and ensure a just and lasting peace in Ukraine\u201d, according to a readout.<\/p>\n<p>Sir Keir and the Ukrainian president agreed that \u201cfurther sanctions in the coming days and weeks would also add to the pressure on Russia\u201d, the document added.<\/p>\n<p>No 10 said: \u201cThe Prime Minister began by sharing his heartfelt condolences to those impacted by the barbaric Russian attacks overnight.<\/p>\n<p>\u201cThe leaders discussed how Russia\u2019s systematic attacks on Ukraine\u2019s critical national infrastructure in the lead up to winter further emphasised that (Vladimir) Putin was not serious about peace.<\/p>\n<p>\u201cIt was vital Ukraine received the military equipment it needed to defend itself from Russia\u2019s continued aggression, the Prime Minister said.\u201d<\/p>\n<p>Writing on X, Mr Zelensky said: \u201cI appreciate his words of condolence.<\/p>\n<p>\u201cLast night, Russia carried out another terrorist attack on our cities and communities.<\/p>\n<p>\u201cOne of the targets was Ukraine\u2019s energy system, therefore, we need to strengthen our air defence and expedite every decision regarding missile and system deliveries.<\/p>\n<p>\u201cAnd that was the main focus of our conversation with Keir.
