The announcement was made on\u00a0<strong>October 9, 2025<\/strong>, in\u00a0<strong>Brussels<\/strong>\u00a0by\u00a0<strong>Ursula von der Leyen<\/strong>, President of the\u00a0<strong>European Commission<\/strong>, during the\u00a0<strong>Global Gateway Forum<\/strong>.
