Meanwhile, Ukraine pushes for Tomahawk missiles and a new EU trade deal, while Poland\u2019s judicial reforms fuel coalition tensions.<\/p>\n<p data-start=\"427\" data-end=\"446\"><strong data-start=\"427\" data-end=\"446\">GLOBAL\/REGIONAL<\/strong><\/p>\n<ul>\n<li><strong data-start=\"450\" data-end=\"542\">Hungarian PM Viktor Orb\u00e1n is the only leader from CEE invited to the Gaza \u2018peace summit\u2019<\/strong> organised today jointly by the US and Egyptian presidents.<\/li>\n<\/ul>\n<ul>\n<li data-start=\"448\" data-end=\"601\"><strong data-start=\"605\" data-end=\"644\">UvdL confidence vote regional math.<\/strong> CEE countries saw 69 votes in favour and 103 votes against in the no-confidence vote against Ursula von der Leyen. Notably, 61 EPP MEPs from CEE opposed the motion, while 32 MEPs \u2013 many from the S&amp;D group \u2013 did not vote.<\/li>\n<li data-start=\"866\" data-end=\"1033\">The EPP had no defections or abstentions; however, 9 EPP MEPs, including all Hungarian representatives from Peter Magyar\u2019s Tisza party, did not show up for the vote.<\/li>\n<\/ul>\n<ul>\n<li data-start=\"1035\" data-end=\"1307\"><strong data-start=\"1037\" data-end=\"1208\">Democracy shield agenda in the Council of Europe spotlight. data-start=\"1308\" data-end=\"1527\">Alain Berset, Secretary-General of the Council of Europe, cautioned that Europe\u2019s rapid rearmament, unprecedented since World War II, risks failure if hostile foreign powers manipulate elections to hijack governments.<\/li>\n<li data-start=\"1528\" data-end=\"1711\">He highlighted widespread democratic backsliding across the continent, including in strong democracies, and stressing the need to protect democratic institutions to ensure security.<\/li>\n<li data-start=\"1712\" data-end=\"2067\">Following discussions with NATO Secretary-General Mark Rutte at the European Political Community summit in Copenhagen, Berset advocated for a \u2018democracy shield\u2019 to counter election interference, suggesting measures like expanding polling bans before elections, while acknowledging the challenge of balancing such restrictions with democratic legitimacy.<\/li>\n<li data-start=\"2069\" data-end=\"2390\"><strong data-start=\"2071\" data-end=\"2211\">On 14 October the EU interior ministers will debate a draft regulation establishing a common system for the return to the third country.<\/strong> The Justice and Home Affairs Council will focus on regulations about common procedures for issuing return decisions, rules on forced returns, and more requirements for returnees.<\/li>\n<li data-start=\"2391\" data-end=\"2624\">These policies are a typical right-wing communication launchpad, with Polish President Karol Nawrocki preemptively opposing the pact, including migrant relocations, as he wrote in a letter sent to EC President Ursula von der Leyen.<\/li>\n<\/ul>\n<ul>\n<li data-start=\"2391\" data-end=\"2624\"><strong data-start=\"2628\" data-end=\"2730\">On 15 October the EU Foreign Affairs Council with focus on defence will be chaired by Kaja Kallas.<\/strong> EU foreign and defence ministers will talk about the bloc\u2019s military preparedness amid ongoing threats from Russia\u2019s war in Ukraine and broader geopolitical tensions.<\/li>\n<\/ul>\n<ul>\n<li data-start=\"2899\" data-end=\"3038\"><strong data-start=\"2901\" data-end=\"2952\">EU military industry plans hurt by Chinese ban.<\/strong> The PRC Politburo announced a decision to tighten export restrictions on rare earths.<\/li>\n<li data-start=\"3039\" data-end=\"3157\">In response, US President Donald Trump announced an additional 100% tariff on imports from China from November 2025.<\/li>\n<li data-start=\"3158\" data-end=\"3357\">Gracelin Baskaran, director of the critical minerals security programme
