{"id":49981,"date":"2025-04-25T17:53:10","date_gmt":"2025-04-25T17:53:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/49981\/"},"modified":"2025-04-25T17:53:10","modified_gmt":"2025-04-25T17:53:10","slug":"iran-us-nuclear-talks-return-to-secluded-oman","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/49981\/","title":{"rendered":"Iran-US nuclear talks return to secluded Oman"},"content":{"rendered":"<p>MUSCAT, Oman (AP) \u2014 Negotiations between Iran and the United States over <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-nuclear-program-us-negotiations-explained-c8e7c09a2221c27338e151badade199f\" target=\"_blank\" rel=\"noopener\">Tehran\u2019s rapidly advancing nuclear program<\/a> will return on Saturday to the secluded <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-nuclear-negotiations-rome-oman-5539236d72216f55aa7766be90b963b2\" target=\"_blank\" rel=\"noopener\">sultanate of Oman<\/a>, where <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-nuclear-negotiations-expert-talks-explainer-4b47bfb4074469b1832f6b5009c84b58\" target=\"_blank\" rel=\"noopener\">experts on both sides will start hammering out the technical details<\/a> of a possible deal. <\/p>\n<p>The talks seek to limit Iran\u2019s nuclear program in exchange for the lifting of some of the crushing economic sanctions the U.S. has imposed on the Islamic Republic <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-timeline-nuclear-program-uranium-tehran-118ab7924978559857cceb5a39f711f5\" target=\"_blank\" rel=\"noopener\">closing in on half a century of enmity<\/a>. <\/p>\n<p>U.S. President Donald Trump has repeatedly threatened to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-israel-trump-nuclear-weapons-program-702e7dfa4c3609f8cefdcb9f67b8117a\" target=\"_blank\" rel=\"noopener\">unleash airstrikes targeting Iran\u2019s program<\/a> if a deal isn\u2019t reached. Iranian officials increasingly warn that <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/middle-east-iran-dubai-nuclear-d96093efcf1e6b8581138b9db48cbedc\" target=\"_blank\" rel=\"noopener\">they could pursue a nuclear weapon<\/a> with their stockpile of uranium enriched to near weapons-grade levels.<\/p>\n<p>Neither Iran nor the U.S. has offered any explanation on why the talks will return to Muscat, the Omani capital nestled in the Hajar Mountains. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-talks-oman-nuclear-program-5813e0814efcd99616428086de6ba0be\" target=\"_blank\" rel=\"noopener\">Oman has been a mediator between Tehran and Washington<\/a>. Last weekend\u2019s talks in Rome offered a more-equal flight distance between Iranian Foreign Minister Abbas Araghchi and U.S. Mideast envoy Steve Witkoff, who are <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-nuclear-negotiators-witkoff-araghchi-5aeb1f0bec7a77637410800a2fd65d99\" target=\"_blank\" rel=\"noopener\">leading the negotiations<\/a>. <\/p>\n<p>But Rome remains in mourning after <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/vatican-pope-francis-dead-01ca7d73c3c48d25fd1504ba076e2e2a\" target=\"_blank\" rel=\"noopener\">the death of Pope Francis<\/a>, whose funeral will be held on Saturday. And Iranian state television, in covering last weekend\u2019s talks, complained at length on air about the \u201cpaparazzi\u201d gathered across the street from <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-nuclear-negotiations-rome-oman-5539236d72216f55aa7766be90b963b2\" target=\"_blank\" rel=\"noopener\">the Omani Embassy in Rome\u2019s Camilluccia neighborhood<\/a>.<\/p>\n<p>Araghchi himself took time out Friday night to sign copies of his latest memoir, \u201cThe Power of Negotiation,\u201d at the Muscat International Book Fair. But he found himself swarmed by cameras even in the Omani capital, showing the intense international interest in the talks. <\/p>\n<p>Asked by The Associated Press about the negotiations on Saturday, Aragchi simply replied: \u201cI\u2019m here for the book.\u201d<\/p>\n<p>\u2018Peaceful use of nuclear energy\u2019<\/p>\n<p>The Muscat talks come as Iran appears to have lined up Chinese and Russian support. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-russia-us-nuclear-negotiations-2bae3b073bcac464ad9b44a8d5a4c581\" target=\"_blank\" rel=\"noopener\">Araghchi traveled to Moscow last week<\/a> and this week visited Beijing. <\/p>\n<p>On Thursday, Chinese, Iranian and Russian representatives met the head of the International Atomic Energy Agency, the United Nations\u2019 nuclear watchdog that likely will verify compliance with any accord like it did with Tehran\u2019s 2015 nuclear deal with world powers. That deal included China and Russia, as well as France, Germany and the United Kingdom, in addition to Iran and the U.S. <\/p>\n<p>However, Iran has greatly restricted the IAEA\u2019s inspections \u2014 leading to fears internationally that centrifuges and other nuclear material could be diverted for non-peaceful purposes. <\/p>\n<p>The IAEA offered no readout from the talks, but China\u2019s state-run Xinhua news agency on Friday described the three nations as saying the agency has \u201cthe necessary potential and expertise to contribute constructively to this process.\u201d <\/p>\n<p>\u201cChina, Russia and Iran emphasized that political and diplomatic engagement based on mutual respect remains the only viable and practical path for resolving the Iran nuclear issue,\u201d the report said. It added that China respects Iran\u2019s \u201cright to the peaceful use of nuclear energy.\u201d<\/p>\n<p>The Trump administration has kept France, Germany and the U.K. out of its direct negotiations with Iran, something similarly reflected in <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-rubio-witkoff-coalition-paris-74e93e2943687a7d8c7b23608919459a\" target=\"_blank\" rel=\"noopener\">Witkoff\u2019s negotiations with Russia over ending its war on Ukraine<\/a>. Witkoff <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-trump-putin-33015fe967ab7cd09fee165fed59953e\" target=\"_blank\" rel=\"noopener\">traveled Friday to Moscow<\/a> ahead of Saturday\u2019s meeting in Muscat. <\/p>\n<p>Araghchi meanwhile has said he\u2019s open to visiting Berlin, London and Paris to discuss the negotiations. <\/p>\n<p>\u201cThe ball is now in the E3\u2019s court,\u201d Araghchi wrote on the social platform X on Thursday, using an acronym for the countries. \u201cThey have an opportunity to do away with the grip of Special Interest groups and forge a different path.\u201d<\/p>\n<p>U.S. stance on enrichment hardens<\/p>\n<p>Two Iranian deputy foreign ministers, Majid Takht-e Ravanchi and Kazem Gharibabadi, are expected to lead Tehran\u2019s expert team, the semiofficial Tasnim news agency reported. Takht-e Ravanchi took part in the 2015 nuclear talks, while Gharibabadi as well has been involved in atomic negotiations.<\/p>\n<p>The U.S. technical team, which is expected to arrive in Oman on Friday, will be led by Michael Anton, the director of U.S. Secretary of State Marco Rubio\u2019s policy planning staff. Anton does not have the nuclear policy experience of those who led America\u2019s efforts in the 2015 talks. <\/p>\n<p>He was an early supporter of Trump, describing the 2016 election as a \u201ccharge the cockpit or you die\u201d vote. \u201cA Hillary Clinton presidency is Russian Roulette with a semi-auto,\u201d Anton wrote. \u201cWith Trump, at least you can spin the cylinder and take your chances.\u201d He also <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/claremontreviewofbooks.com\/digital\/the-flight-93-election\/\" target=\"_blank\" rel=\"noopener\">criticized \u201cIran sycophancy\u201d<\/a> in the same essay.<\/p>\n<p>Rubio, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-trump-nuclear-iaea-weapons-0824ff553b5a2adf913997b13cc61e0a\" target=\"_blank\" rel=\"noopener\">speaking on a podcast released this week<\/a>, also kept up a Trump line that Iran needed to stop its enrichment of uranium entirely.<\/p>\n<p>\u201cIf Iran wants a civil nuclear program, they can have one just like many other countries can have one, and that is they import enriched material,\u201d Rubio said.<\/p>\n<p>However, former CIA director Bill Burns, who took part in the secret negotiations that led to the 2015 nuclear deal, expressed skepticism Iran would give up its program like Libya did in 2003. <\/p>\n<p>\u201cI don\u2019t personally think that this Iranian regime is going to agree to &#8230; zero domestic enrichment,\u201d Burns said in a talk Monday at the University of Chicago. \u201cTo hold out for the Libya model is virtually to ensure that you\u2019re not going to be able to reach an agreement.\u201d <\/p>\n<p>Iran \u2018on high alert\u2019<\/p>\n<p>But Iran has insisted that keeping its enrichment is key. Witkoff also has muddied the issue by first suggesting in a television interview that Iran could enrich uranium at 3.67%, then later saying that all enrichment must stop. <\/p>\n<p>Meanwhile, one more wildcard is Israel, whose <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/israel-hamas-war\" target=\"_blank\" rel=\"noopener\">devastating war on Hamas in the Gaza Strip grinds on<\/a>. Trump initially announced the Iran talks with Prime Minister Benjamin Netanyahu at his side. But Israel, which for years has targeted Iran\u2019s nuclear program with attacks on its facilities and scientists, has kept open the possibility of airstrikes to destroy Tehran\u2019s enrichment sites. <\/p>\n<p>On Monday, Israel\u2019s military conducted drills preparing for possible new Iranian missile attacks, the country\u2019s public broadcaster KAN reported. Araghchi has described Iranian security services as being \u201con high alert given past instances of attempted sabotage and assassination operations designed to provoke a legitimate response.\u201d<\/p>\n<p>However, Iranians on Friday in Tehran remained hopeful the talks could be successful, as the Iranian rial has rebounded from historic lows.<\/p>\n<p>\u201cIt\u2019s OK to negotiate, to make the nuclear program smaller or bigger, and reach a deal,\u201d Tehran resident Farzin Keivan said. \u201cOf course we shouldn\u2019t give them everything.
