{"id":502412,"date":"2025-10-15T20:58:27","date_gmt":"2025-10-15T20:58:27","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/502412\/"},"modified":"2025-10-15T20:58:27","modified_gmt":"2025-10-15T20:58:27","slug":"group-used-stolen-identities-to-claim-for-25million-in-bogus-tax-rebates-trial-hears","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/502412\/","title":{"rendered":"Group used stolen identities to claim for \u00a325million in bogus tax rebates, trial hears"},"content":{"rendered":"<p>Eight men have gone on trial at Manchester&#8217;s Minshull Street Crown Court<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/0_Pre-Trial-Proceedings-Begin-In-Manchester-Historic-Child-Sexual-Exploitation-Case.jpg\" loading=\"eager\"  \/>Minshull Street Crown Court(Image: Getty Images)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">A group used stolen identities to claim for \u00a325 million on bogus tax rebates, prosecutors allege.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Muhammed Usman Saeed, 40, is alleged to have organised the conspiracy, employing a number of others to work for him.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Mr Saeed; Nasir Xsayf-Allah; Bharat Sisodia; Kishor Sisodia; Aroosa Mughal; Sudir Cheedella; Imam Azmi and David Ness are all charged with an offence of conspiring to cheat the public revenue.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">They each deny the offence and are on trial at Minshull Street Crown Court. Jurors heard that the case revolved around tax fraud, namely corporate tax.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cAlthough this case is not about tax, it\u2019s about money and greed,\u201d said prosecutor Mark Monaghan.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">He described the offence as a \u2018clever and well planned attempt to trick HM Revenue and Customs (HMRC) to make a payment out to Mr Saeed to a total of \u00a325 million\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\"><strong class=\"Strong_strong__e2x35\">Join our Court and Crime WhatsApp group <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/chat.whatsapp.com\/IuEiMBO5xcCLDUGbBHsvC1\" target=\"_blank\" aria-label=\"HERELink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">HERE<\/a><\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cThese were complex detailed plans that needed quite a lot of organisation, and all of the defendants had parts to play,\u201d Mr Monaghan continued.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cThe organising and arranging was done by Mr Saeed, assisted by Nasir Xsayf-Allan, who the Crown says was his right-hand man. That with his team he had worked for him at premises he rented especially for this.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/0_151025fraudcase2.jpg\" alt=\"Nasir Xsayf-Allah\" loading=\"lazy\"  \/>Nasir Xsayf-Allah(Image: Manchester Evening News)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Prosecutors allege that the fraud began with \u2018hundreds\u2019 of stolen identities, taken from a recruitment firm, without the individual&#8217;s knowledge.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Mr Saeed is alleged to have bought over three hundred \u2018off the shelf businesses&#8217; and the team working to register a number of the stolen identities as directors of the companies.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cWe say that Mr Saeed realised there was a process to get a tax rebate from HMRC if the companies spent money on research and development,\u201d the prosecutor continued.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cThe plan was to set up lots of companies, three hundred plus, use the names as directors (who were real people but had no idea what he was doing) and use them to claim a big rebate and a cheque from the taxman for \u2018research and development&#8217;.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">To keep up the image that money had been spent on research and development, the group provided \u2018made up figures\u2019 and accompanying documents to support the claims, it is alleged.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Jurors heard that these were then uploaded into Companies House, the government\u2019s company information website, to provide \u2018plausibility\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cWe say that Mr Saeed had realised that doing this over a relatively short time for hundreds of companies was far too big a job for one man,\u201d Mr Monaghan continued.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cHe created a business. It operated from premises at Broadstone Mill in Stockport. The business was called Ziko Infinity Business Services.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">As a result, the 300 businesses allegedly bought by Mr Saeed had their addresses changed to Broadstone Mill.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The court heard that the team was made up of a number of individuals including four who prepared documents to submit to Companies House, as well as collecting Unique Tax Reference codes for each business.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">They were alleged to have been Imam Azmi and Arooza Mughal. Two others, Nicole Garcia and Wayne Garcia have previously pleaded guilty to cheating the public revenue at an earlier hearing, jurors were told.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The four would allegedly get the UTR codes to apply for the tax rebate, prepare forms and set up two-factor authentication to further support plausibility. They would claim to be acting as directors of companies under the stolen names, and suggest they had \u2018lost\u2019 the codes.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The codes would then be sent by post to the company address, which was Broadstone Mill, prosecutors said.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Later, when authorities searched the premises, they discovered 19 mobile phones scattered around, each with different names attributed to them. They also discovered that Mr Saeed had kept a record of the claims being made using a spreadsheet, which dictated who was working on the claim and how far they had got with it, the court heard.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/0_151025fraudcase1.jpg\" alt=\"Bharat Sisodia\" loading=\"lazy\"  \/>Bharat Sisodia(Image: Manchester Evening News)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">Four other defendants, namely Bharat Sisodia; Kishor Sisodia: Sudir Cheedella; and David Ness are alleged to have been \u2018friends or acquaintances\u2019 of Mr Saeed who had lots of business connections and who helped out in order to \u2018get themselves a share of the fraudulently obtained tax\u2019 by assisting in the directorships.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The court heard there were messages discovered on Mr Saeed\u2019s phone between him and Mr Ness discussing a research and development claim. Three out of the four men were successful in their claim, with Bharat Sisodia getting \u00a3112,000; Kishor Sisodia getting \u00a329,000 and Mr Cheedella getting \u00a3111,000, it was said.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cNot one of them was entitled to a single penny,\u201d said Mr Monaghan.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">The total amount the group were trying to claim was \u00a325,245,853, jurors heard.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"men\">\u201cThis is not a victimless crime.
