Security Council resolution that would lay the groundwork for an <a href=\"https:\/\/www.tovima.com\/world\/gaza-aid-ramps-up-as-ceasefire-holds-reconstruction-plans-begin\/\" target=\"_blank\" rel=\"noopener\">international force in Gaza<\/a>, French officials said Thursday.<\/p>\n<p data-start=\"704\" data-end=\"886\">The move comes as a<a href=\"https:\/\/www.tovima.com\/wsj\/trump-declares-gaza-war-over-during-middle-east-victory-lap\/\" target=\"_blank\" rel=\"noopener\"> U.S.-mediated ceasefire<\/a> between Israel and Hamas continues to hold, and Western and Arab nations begin planning for Gaza\u2019s post-war security and reconstruction.<\/p>\n<p data-start=\"888\" data-end=\"1120\">French Foreign Ministry spokesperson Pascal Confavreux said the proposed stabilization mission would require a clear U.N. mandate to ensure legitimacy under international law and encourage wider participation from other countries.<\/p>\n<p data-start=\"1122\" data-end=\"1450\">\u201cFrance is working closely with its partners on the establishment of such an international mission, which must be formalized through the adoption of a U.N. Security Council resolution,\u201d Confavreux told reporters. \u201cDiscussions, notably with the Americans and British, are ongoing to propose this resolution in the coming days.\u201d<\/p>\n<p data-start=\"1452\" data-end=\"1709\">A White House official confirmed that the <a href=\"https:\/\/www.tovima.com\/world\/the-price-of-peace-trump-in-israel-after-the-gaza-war\/\" target=\"_blank\" rel=\"noopener\">Trump administration<\/a> is in talks with several nations interested in joining the mission. \u201cWe are also in conversations about a potential U.N. Security Council resolution to support this effort,\u201d the official said.<\/p>\n<p><strong data-start=\"1720\" data-end=\"1765\">Stabilization Force Expected to Take Time<\/strong><\/p>\n<p data-start=\"1769\" data-end=\"1948\">British Prime Minister Keir Starmer said this week that the proposed force would take time to form, as the terms of reference and operational details are still under discussion.<\/p>\n<p data-start=\"1950\" data-end=\"2254\">\u201cThe stabilization force will take some time,\u201d Starmer told Parliament on Tuesday. \u201cThe terms of reference are still being drawn up. There is a United Nations Security Council resolution on the establishment of the force \u2014 or I hope there will be \u2014 but the wider terms of reference are not yet agreed.\u201d<\/p>\n<p data-start=\"2256\" data-end=\"2619\">Diplomats said the mission would not be a formal U.N. peacekeeping operation funded by the organization but could follow the model of a Security Council-backed force like the one deployed to Haiti to combat armed gangs. Such a resolution would authorize participating states to \u201ctake all necessary measures\u201d \u2014 language typically used to permit the use of force.<\/p>\n<p><strong data-start=\"2630\" data-end=\"2664\">Indonesia Offers 20,000 Troops<\/strong><\/p>\n<p data-start=\"2668\" data-end=\"2870\">As reported in <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/france-britain-refine-plans-un-gaza-force-resolution-2025-10-16\/\" target=\"_blank\" rel=\"noopener\">Reuters<\/a>, countries approached by the United States include Indonesia, Egypt, Qatar, the United Arab Emirates, and Azerbaijan, according to U.S. officials. Italy has publicly expressed willingness to take part.<\/p>\n<p data-start=\"2872\" data-end=\"3073\">Indonesian President Prabowo Subianto told the U.N. General Assembly on Sept. 23 that Indonesia was prepared to send 20,000 or more troops to Gaza if a Security Council resolution mandated the force.<\/p>\n<p data-start=\"3075\" data-end=\"3298\">The 193-member U.N. General Assembly last month overwhelmingly endorsed a declaration supporting a two-state solution and the deployment of a temporary international stabilization mission in Gaza under U.N. authorization.<\/p>\n<p data-start=\"3300\" data-end=\"3472\">U.S. officials said a small number of American troops \u2014 up to two dozen \u2014 are already in the region to assist in planning and coordination roles for the proposed mission.<\/p>\n","protected":false},"excerpt":{"rendered":"France and Britain, in coordination with the United States, are finalizing a draft U.N.
