While the housing crisis is a bloc-wide problem, there is no consensus on how to address it. National leaders are split along political lines and are likely to be at loggerheads when it comes to tackling real estate <a href=\"https:\/\/www.politico.eu\/article\/eu-housing-plan-tackle-speculation-short-term-rental\/\" target=\"_blank\" rel=\"noopener\">speculation<\/a>, <a href=\"https:\/\/www.politico.eu\/newsletter\/global-policy-lab\/living-cities-reigning-in-short-term-rentals\/\" target=\"_blank\" rel=\"noopener\">short-term rentals<\/a>, or the expansion of <a href=\"https:\/\/www.politico.eu\/article\/vienna-social-housing-architecture-austria-stigma\/\" target=\"_blank\" rel=\"noopener\">public housing schemes<\/a>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"716\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/GettyImages-2241188977-1024x716.jpg\" alt=\"\" class=\"wp-image-7354941\"  \/>In particular, putting housing on the agenda would have seemed unthinkable barely a few years ago. But the price of homes is now driving politics across the bloc \u2014 and propelling the far right to major wins. | Koen Van Weel\/ANP\/AFP via Getty Images<\/p>\n<p>The divisions are evident in the draft summit conclusions, where leaders see the crisis as \u201cpressing\u201d but limit themselves to asking that the Commission present its plan as scheduled.<\/p>\n<p>On the rise<\/p>\n<p>The march of the populists is already very real. Hungary\u2019s Viktor Orb\u00e1n and Slovakia\u2019s Robert Fico sit at the European Council table, at times making it difficult or impossible to reach decisions by unanimity, which is often necessary. Czechia could soon join their camp, with right-wing populist Andrej Babi\u0161 having won elections earlier this month. In Slovenia, ultraconservative former Prime Minister Janez Jan\u0161a\u2019s party leads in the polls, <a href=\"https:\/\/www.politico.eu\/europe-poll-of-polls\/slovenia\/\" target=\"_blank\" rel=\"noopener\">according to POLITICO\u2019s Poll of Polls<\/a>.<\/p>\n<p>In the EU\u2019s two biggest and most powerful countries, France and Germany, the far right is also ascendent. Opinion polls repeatedly show Jordan Bardella of the National Rally out in front for France\u2019s presidential elections in 2027. The Alternative for Germany (AfD) came second in parliamentary elections last year.<\/p>\n<p>Defense is another topic on which the EU\u2019s mainstream hopes to fight back.<\/p>\n<p>The EU\u2019s defense commissioner <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_25_853\" target=\"_blank\" rel=\"noopener\">estimates<\/a> that when national defense budgets and EU funds are totted up, the bloc will plow in \u20ac2.4 trillion over four years \u2014 a staggering figure compared with previous investments. This defense boom could, in theory, replace Europe\u2019s struggling car industry, which provides <a href=\"https:\/\/single-market-economy.ec.europa.eu\/sectors\/automotive-industry_en#:~:text=The%20automotive%20industry%20is%20crucial,and%20provides%20funding%20for%20R&amp;D.\" target=\"_blank\" rel=\"noopener\">nearly 14 million jobs<\/a>, or about 6 percent of EU employment.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/GettyImages-2199333358-1024x683.jpg\" alt=\"\" class=\"wp-image-7354953\"  \/>Defense is another topic on which the EU\u2019s mainstream hopes to fight back. | Hristo Rusev\/Getty Images<\/p>\n<p>\u00a0The topic is set to feature at the summit, with Slovakia\u2019s Fico <a href=\"https:\/\/x.com\/RobertFicoSVK\/status\/1978471257675907270\" target=\"_blank\">linking<\/a> his support for new sanctions against Russia to aid for the car sector, given Slovakia\u2019s status <a href=\"https:\/\/spectator.sme.sk\/business\/c\/results-of-automotive-sector-still-resonate-this-may-change-in-following-years\" target=\"_blank\" rel=\"noopener\">as the world\u2019s top car producer per capita<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"Until now, house and rental prices haven\u2019t been seen as a topic that the EU can tackle.
