There will be six prizes for the best children\u2019s costumes- the scariest, spookiest and creative. The Costume Parade takes place at 5.45pm.<\/p>\n<p>There will also be six prizes in the Pumpkin &amp; Neep Carving Competition Award for the best pumpkin carvings and best neep\/other carvings.<\/p>\n<p>And remember that on 25 October volunteers are invited to join in the work to keep the garden looking great. <\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/10\/558921461_1244860244340400_1325326460129619794_n.jpg\" alt=\"May be an image of text\"\/><\/p>\n<p>This week at the council <\/p>\n<p>The City of Edinburgh Council is back to business this week with a range of meetings as councillors reconvene after recess. <\/p>\n<p>Monday, 20th October, 2025<\/p>\n<p>Tuesday, 21st October, 2025<\/p>\n<ul class=\"wp-block-list\">\n<li>10.00 am\u00a0<a href=\"https:\/\/democracy.edinburgh.gov.uk\/ieListDocuments.aspx?CId=135&amp;MId=7664\" target=\"_blank\" rel=\"noopener\"><strong>Meeting of\u00a0Policy and Sustainability Committee\u00a0on\u00a021\/10\u00a0at\u00a010.00 am<\/strong><\/a>\u00a0\u2013 Dean of Guild Court Room \u2013 City Chambers. The Convener is Jane Meagher who is also the Council Leader. The reports discussed at this committee have often been considered by other committees first. There will be a couple of deputations \u2013 one from Edinburgh Trades Union Council on the subject of Welcoming Overseas Care Workers which is one of the matters on the Business Bulletin and the other by Plant-based Councils regarding the petition to have the council commit 100% to plant based catering at all meetings and events where catering is provided internally. (Councillors will have to kiss goodbye to their Scotch pies occasionally seen on the lunch menu). A separate report on Smart City reports that the council has adopted a cloud first approach to new and upgraded computer and tech systems. One of these is the online payment system to support fines imposed for infractions in the Low Emission Zone in the city centre and also the planning to facilitate a national system for digital transactions related to the Visitor Levy. HY and Payroll have already been moved to cloud based systems and the council is at pains to explain the security measures in place. <\/li>\n<\/ul>\n<p>Wednesday, 22nd October, 2025<\/p>\n<ul class=\"wp-block-list\">\n<li>10.00 am \u2013 5.00 pm\u00a0<a href=\"https:\/\/democracy.edinburgh.gov.uk\/ieListDocuments.aspx?CId=148&amp;MId=7807\" target=\"_blank\" rel=\"noopener\"><strong>Meeting of\u00a0Development Management Sub-Committee\u00a0on\u00a022\/10\u00a0at\u00a010.00 am \u2013 5.00 pm<\/strong><\/a>\u00a0\u2013 Dean of Guild Court Room \u2013 City Chambers. There are the usual applications for retrospective change of use in relation to properties used for short term let accommodation and most of these are destined to be refused in line with the council\u2019s policy to maximise the number of properties available for longer term rental or residential use by locals. An application to demolish a property at Graham Street in Bonnington and replace it with a new residential development is recommended for approval. And one application at Meadowfield Farm on Turnhouse Road has already been granted the status of \u201cminded to grant\u201d subject to a legal agreement about developers\u2019 contributions being put in place. The proposal will create a large mixed use development but more time is required to finalise developer contributions. Living Rent is demanding safer cycling in Lochend and that is where the mass cycle ride will go (and then back again).
