{"id":517016,"date":"2025-10-21T12:53:37","date_gmt":"2025-10-21T12:53:37","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/517016\/"},"modified":"2025-10-21T12:53:37","modified_gmt":"2025-10-21T12:53:37","slug":"euromat-files-complaint-over-croatia-gambling-act-changes","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/517016\/","title":{"rendered":"EUROMAT files complaint over Croatia Gambling Act changes"},"content":{"rendered":"<p><strong>EUROMAT has accused Croatia of breaching European Union law by not consulting the European Commission.<\/strong><\/p>\n<p>The European Gambling and Amusement Federation (EUROMAT) has lodged an official complaint with the European Commission over recent changes to gambling regulations in Croatia.<\/p>\n<p>According to EUROMAT, lawmakers in Croatia failed to notify the European Commission over amendments made to the country\u2019s Gambling Act. This, the organisation said, was in breach of European Union (EU) law.<\/p>\n<p>All EU member states are required to inform the European Commission about new draft laws or regulations that affect market access, provision of services, or impose mandatory technical requirements. This is to allow for any scrutiny from the commission.<\/p>\n<p>Changes to the Gambling Act were <a href=\"https:\/\/igamingbusiness.com\/legal-compliance\/regulation\/croatia-gambling-laws-black-market\/\" target=\"_blank\" rel=\"noreferrer noopener\">outlined in March this year<\/a>. They included mandatory player ID systems, limitations on the location and layout of gambling venues and a ban on online and social-media advertising. Croatia also introduced a new, central player self-exclusion register.<\/p>\n<p>EUROMAT also said providing benefits from exemptions and regulatory privileges would create an \u201cuneven playing field\u201d that could harm certain areas of the market.<\/p>\n<p>The organisation said as the European Commission was not notified of the changes, this constituted a breach of EU law. <a href=\"https:\/\/igamingbusiness.com\/legal-compliance\/euromat-urges-croatia-reform-pause-cites-eu-procedure-breach\/\" target=\"_blank\" rel=\"noreferrer noopener\">EUROMAT had previously warned<\/a> it would seek action if the changes were implemented, while both the Croatian Gaming Association (HUPIS) and European Commission issued similar warnings over the proposed amendments.<\/p>\n<p>\u201cSuch open disregard for established EU procedures raises serious concerns,\u201d EUROMAT said. \u201cWhat message does it send to other member states if one country can so blatantly and openly ignore rules that all others are expected to respect?\u201d<\/p>\n<p>Croatia \u2018threatens legal certainty\u2019 for gambling businesses.<\/p>\n<p>EUROMAT President Jason Frost hit out at the Croatian government over the case. He said the formal complaint marks the first step in the EU\u2019s legal process.<\/p>\n<p>\u201cBased on EUROMAT\u2019s complaint, the European Commission will be able to assess the evidence and decide on the next steps, including whether to open infringement proceedings against Croatia,\u201d Frost said.<\/p>\n<p>\u201cThe notification procedure exists to ensure that national measures are compatible with the principles of the single market. Croatia\u2019s decision to ignore this obligation not only breaches EU law; it also threatens legal certainty for businesses across Europe.<\/p>\n<p>\u201cThe commission must act decisively to uphold the integrity of the internal market.\u201d<\/p>\n<p>HUPIS Secretary General Filip Jelavi\u0107 also criticised the government\u2019s approach to changing gambling law. He urged the European Commission to act to ensure \u201cfair market conditions\u201d are upheld in Croatia.<\/p>\n<p>\u201cThe Croatian government has deliberately sidelined both stakeholders and EU institutions,\u201d he said. \u201cBy failing to notify, it has prevented scrutiny of measures that fundamentally distort competition and harm different segments of the gaming sector.<\/p>\n<p>\u201cWe urge the Commission to carefully assess EUROMAT\u2019s complaint and intervene without delay to ensure that the rule of law and fair market conditions are upheld.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"EUROMAT has accused Croatia of breaching European Union law by not consulting the European Commission.
