It was revealed earlier this week that the increase of HMOs is causing \u201cmajor tension\u201d for people living around L18.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Powers were laid down by <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/liverpool-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Liverpool Council<\/a> four years ago to restrict where HMOs could be used across the city, focusing mainly in the north and city centre, known as article 4. Tightening the rules on where property changes can be made has been described as \u201can appropriate option for Liverpool to explore\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Earlier this year, hundreds of campaigners in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/aintree\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Aintree<\/a> Village called for residents to have more influence over properties being used for HMOs in their area. Their objections managed to convince <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/sefton\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Sefton<\/a> Council to propose a legal order to limit the number of houses being changed in the village.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">Cllr Andrew Makinson compared the increasing number of properties being amended as \u201clike a balloon, you squeeze one bit and it expands elsewhere\u201d. Permitted planning means planning permission can be granted without the requirement for approval from the local planning authority.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">This means that any change of use from a dwelling house to a small HMO can occur without the need for planning permission and the council has no control over which properties are used.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">In response to the situation in Aintree, raised by Cllr Alan Gibbons in a written question ahead of September\u2019s full council meeting, Cllr Liam Robinson said options on HMO controls were being considered.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\" publication=\"liverpoolecho\">He said: \u201cOfficers are exploring a city-wide article 4 direction as one of a range of options.
